--Once again, the Israeli Cabinet Committee on Jerusalem saw fit to launch an attack on Palestinian institutions and national figures in Jerusalem.

--Following its meeting on March 29, 1999, the Cabinet Committee announced its decision to close down three Palestinian institutions that have offices in Jerusalem: The Palestinian Prisoner’s Club, The Palestinian News Agency—WAFA, and The Palestinian Christian Affairs Office. In addition, it will place further restrictions on the activities and movements of Palestinian personalities in Jerusalem.

--As part of the ongoing election motivated “war on Jerusalem,” this thinly disguised attempt at asserting control over Palestinian Jerusalem is both pathetic and self-defeating.

--It is doubtful whether the extremist electorate can be convinced by such bungled attempts at demonstrating how “strong” the leadership is, or whether this is the kind of “strength” that can bring peace.

--The Prisoner’s Club is an independent organization, seeking to alleviate the suffering of Palestinian prisoners in Israeli jails and to assist their families. As a humanitarian institution of civil society, it is rendering a valuable service on an issue of tremendous sensitivity and human concern.

--The only way this and other similar organizations will cease working is with the end of their mission. This, unfortunately, is entirely up to Israel.

--Palestinians would like nothing better than an end to the ordeal of our prisoners still being held in Israeli jails.

--Should the Israeli government wish to close down all these organizations, it can do so simply by releasing the Palestinian prisoners it insists on keeping in its prisons. It would thereby kill two birds with one stone—it would implement the signed agreements on Palestinian prisoners and be seen to be in compliance; and it would end the work of institutions that it deems to be problematic!

--The Christian Affairs Office of Advocate Ibrahim Qandalaft cannot be so easily terminated. It is a fact of history that Palestine is the heart of Christianity and that Palestinian Christians are the inheritors of the longest existing Christian legacy in the land.

--Despite Israel’s attempts at distorting history and creating artificial facts, it would be extremely difficult for this or any other Israeli government to extract Christianity from Palestine or to carry out a massive conversion of Palestinian Christians into other religions.

--If the objection is based on the person himself (Qandalaft) as adviser to Pres. Arafat, then the Israeli government is guilty of interfering with the President’s choice of suitable council and his domicile.

--The Palestine News Agency—WAFA is one of the PLO’s oldest and well-established institutions. It has always been guilty of information gathering and dissemination. As such, it operates within internationally recognized charters and norms dealing with freedom of thought and expression and the public’s right to have access to information.

--We understand that these basic rights and fundamental freedoms have been systematically denied and violated by Israel as an occupying power in relation to the Palestinian people. However, to persist with this policy in Jerusalem is further proof that the Israeli occupation of Jerusalem continues in its worst expressions.

--WAFA, however, is a licensed organization with all the legal documents and permits required for its work in Jerusalem. It has offices throughout Palestine and in Israel itself. It is obvious that, beyond legality, these assaults by the Cabinet Committee are based on a narrow political agenda and are no more than ineffectual attempts at intimidation and repression.

--Once again, the Netanyahu government has succeeded in shooting itself in the foot on the issue of Jerusalem.

--Although the peace process remains its primary and constant target, its ammunition is tainted enough to backfire.
