Last night, 17 November, 2006, the United Nations General Assembly passed, with an overwhelming majority vote, a resolution condemning Israel’s latest massacre in Beit Hanoun, which claimed the lives of 20 innocent Palestinian civilians and injured over 40 others. The resolution also called for the halt of all acts of violence between the Palestinians and Israelis. Representatives of 156 countries voted in favor of the resolution. Seven countries, including the United States and Australia, objected to the resolution, while six of the 192 member countries abstained, including Canada and the Ivory Coast.

The General Assembly resolution called on Israel as the occupying power, to immediately halt its military operations that put the lives of Palestinian civilians in danger in the occupied territories, including East Jerusalem, and to pull its troops out of the Gaza Strip.

The resolution also called for a fact-finding mission to be sent to Beit Hanoun to inquire into the events of November 8, which led to the deaths. The Israeli shelling was carried out one day after Israel withdrew from Beit Hanoun as part of its Operation Autumn Clouds in the Gaza Strip. Twelve shells were shot from an Israeli artillery battery, which Israel claims “missed its target” hitting a row of seven houses in the early morning hours of November 8. Most of the casualties were women and children, including 11 members of the same family.

While unanimously voting in favor of the resolution, European states nonetheless succeeded in changing some of the resolution’s wording, replacing “condemnation” of the shelling to “an expression of sorrow” over the incident. A call on Palestinian groups to halt the firing of Qassam rockets was also added to the text.

The General Assembly resolution comes after a United States veto of an earlier Security Council draft resolution put forth by Qatar condemning Israel over the massacre.

Palestinian Authority representative to the UN, Riyad Mansour, also called for “Israeli war criminals” to be put on trial for the massacre.

United States UN ambassador John Bolton called the resolution “one-sided,” saying such a resolution would only “increase tension and serve the interests of those hostile to Israel.” Israel’s ambassador to the UN, Dan Gillerman, walked out on the session in protest of the non-binding resolution.

Meanwhile, Israel continued its air strikes on the Gaza Strip, firing missiles at the home of Izzedin Al Qassam Brigades leader ‘Ala Aqilan in the Beach Refugee Camp Friday morning. Minutes later, air strikes targeted a home in the Gaza city neighborhood of Al Zaytoun. No casualties were reported in the air strikes. However, a 20-year-old man was reported killed by Israeli fire in Beit Lahiya, also on Friday.

Furthermore, during an Israeli army incursion into the West Bank town of Qalqilya, one person was killed and several wounded when the army opened fire at a group of boys throwing rocks. Israeli army forces also surrounded the home of a Palestinian activist, partially destroying it.
