Palestinian Prime Minister Ismail Haniyyeh is holding talks in Cairo for the first time in his capacity as premier outside the Palestinian territories. Haniyyeh, who arrived in Cairo on Tuesday night, has held discussions with his Egyptian counterpart Ahmad Nazif, Foreign Minister Ahmad Abu Gheith and Arab League Secretary General Amr Mousa.

Haniyyeh is reportedly discussing several issues with the Egyptians, including the recent Arab League decision to break the economic siege on the Palestinians and ways of setting this decision into motion.

Haniyyeh, who is also scheduled to travel to other Arab and Islamic countries, may continue on to Saudi Arabia to perform the Haj pilgrimage there. According to Hamas spokesperson, Ismail Radwan, the Prime Minister would cut his trip short should there be any breakthrough in national unity government talks and “if higher national Palestinian interests” necessitate his return. Radwan did not elaborate on the conditions of Haniyyeh’s possible return except by saying that “obstacles in the way of the formation of the government” would have to be overcome.

Meanwhile, President Abbas is slated to meet with US Secretary of State Condoleezza Rice in Jericho on Thursday. According to US media reports, Rice is expected to put pressure on Abbas to safeguard the ceasefire put in place several days ago so as “not to miss the opportunity” to resume negotiations with Israel.

Rice will also reportedly offer US aid to strengthen Abbas’ position in exchange for certain guarantees from the Palestinian President. Rice will most likely capitalize on Israeli Prime Minister Ehud Olmert’s speech on Monday in which he said he would consider the release of Palestinian prisoners and frozen Palestinian funds and would ultimately be willing to negotiate final status issues if a moderate Palestinian government were established.

Rice has still not announced if she will meet Olmert in Jerusalem after her meeting with Abbas.
