The Palestinian Initiatives for The Promotoion of Global Dialogue and Democracy
 
 
 

After a number of delays, President Mahmoud Abbas and head of Hamas politburo Khaled Mash’al finally met in the Syrian capital on January 21 in an attempt to smooth out the major stumbling blocks between Hamas and Fateh that are preventing the formation of a national unity government. The press conference took place after two consecutive meetings, one which included members of both Fateh and Hamas and the second which took place between the two men alone.

Following the meeting, PLC member Ziad Abu Amro outlined the key points the two leaders agreed on:

1- A complete rejection of any form of infighting and a halt to all inciting statements or actions from Palestinian factions.

2- A continuation of the dialogue over the creation of a national unity government within the next two weeks and an endorsement of the dialogue headed by the National Dialogue Committee in Gaza.

3- To begin within one month to reactivate the role of the Palestine Liberation Organization (PLO).

4- Reaffirmation of the adherence to Palestinian national constants and a rejection of temporary solutions.

While both leaders agreed that the language of dialogue is the only acceptable option for solving internal disputes and finally reaching a consensus on the formation of a national unity government, Mash’al did admit that there were still points of contention between the two. These, he said, would be sorted out in the next few weeks during national unity talks. Both Abbas and Mash’al claimed they have “made tremendous progress” in terms of national unity government discussions. Following the press conference, President Abbas described the talks with Mash’al as “fruitful.”

Both sides also reject the idea of a Palestinian state with temporary borders and agree that “Palestinian blood” is sacred and should not be spilled under any circumstances.

This is the first meeting between Abbas and Mash’al since Hamas took power following the Legislative Council elections a year ago and formed the government last March. Chief Palestinian negotiator and Fateh veteran Saeb Erekat was part of the President’s delegation while Hamas politburo member Mousa Abu Marzouq accompanied Mash’al. The two meetings were preceded by separate meetings with Syrian Vice President Farouq Al Share’, who helped the two sides to finally come together.

While the Abbas-Mash’al meeting highlighted the importance of national unity government talks, the two leaders’ most pressing concern was clearly the inter-factional fighting that has raged on in the West Bank and the Gaza Strip for months and has claimed scores of Palestinian lives. Several Palestinian leaders and individuals have expressed their hope that the meeting would have its intended impact on the armed groups currently fighting each other.
