Israeli occupation forces have returned to their old policy of using Palestinian civilians as human shields, or what Israeli media sources have dubbed the “neighbor system.” According to an article appearing in the Hebrew press, Israeli troops used this system in their house-to-house raids on Palestinian homes during Operation Winter Heat in Nablus last week.

Other sources have also documented the use of human shields as a means to safeguard invading Israeli soldiers from attack.

According to one Nablus resident, 22-year-old Sameh Amireh, Israeli forces raided his home at 5:00 in the morning. They then ordered him and his family to move to another apartment and told him he would be accompanying them outside. Amireh said the soldiers would not allow him to dress more warmly even though the weather was very cold that early in the morning. The troops then forced Amireh at gunpoint to walk in front of them while they raided three more apartments.

The International Women’s Peace Service also reported on February 25 that a Palestinian man in Nablus’ old city had been used as a human shield for eight Israeli soldiers walking through the streets during curfew.

This old/new Israeli policy has been rampantly used by Israeli troops during several of their invasions into Palestinian areas throughout the Aqsa Intifada, even though the use of human shields has been prohibited by international law whereby any occupying power has an obligation to protect civilians under its rule. Even the Israel Supreme Court banned the use of Palestinians as human shields in any military operation. The Israeli defense ministry has so far denied any mistreatment of the civilian population in Nablus during Winter Heat, in spite of an AP video circulating on news sites of Amireh being led on by gun-toting Israeli soldiers to Palestinian homes.
