The Palestinian Initiatives for The Promotoion of Global Dialogue and Democracy
 
 
 

This afternoon, Palestinian President Mahmoud Abbas and Israeli Prime Minister Ehud Olmert will meet in West Jerusalem to discuss measures by which their two governments can continue to sustain their increasingly cooperative relationship.

Just a day after new Israeli president and 1994 Nobel Peace Prize victor, Shimon Peres, stressed in his inaugural address that Israel should ‘encourage peace processes’ and prioritize the ‘valley of peace’, Olmert and Abbas will attempt to come together and agree on the agendas put forth by the two governments.

Saeb Erekat, PA chief of negotiations affairs, believes that the meeting will focus on the political file, namely the release of 250 Palestinian prisoners, currently in Israeli jails, which was a proposal agreed upon in Sharm Al Sheik following the takeover of the Gaza Strip by Hamas. The prisoners are purportedly to be released on Thursday with 85% of them belonging to Fatah with the remainder belonging to non-Islamic parties such as the Democratic Front for the Liberation of Palestine (DFLP) and the Popular Front for the Liberation of Palestine (PFLP).

Another major issue on the agenda will be a list supplied by Abbas to Olmert with the signatures of 180 Fateh-affiliated activists pledging to cease their assaults on Israel, according to Palestinian Interior Minister, Abdel Razzak Yahya. In return, Olmert is willing to halt pursuing them in the West Bank and offer amnesty to the activists, currently on the Shin Bet’s wanted list.

One name on the list is reportedly Al Aqsa Martyrs Brigades leader in Jenin, Zakaria Zubeidi, who has endorsed this agreement by stating that ‘the Aqsa Brigades will not be an obstacle to any political project to solve the Palestinian question in a just manner’.

Another point for discussion will be the controversial decision to allow Secretary General of the DFLP, Nayef Hawatmeh, back to the West Bank for the first time since 1967. Israel has charged the DFLP leader of being responsible for masterminding the massacre of 22 people in the northern Israeli town of Ma’alot in 1974. The Israeli government will also allow other Palestinian officials to return, such as Farouk Kaddoumi.

Many of these concessions have met with severe resistance in Israel. However, Olmert and the Israeli government hope to strengthen Mahmoud Abbas’ position in the Fatah-controlled West Bank to counter the resurgence of Hamas in Gaza.

Abbas will also push for two more areas of discussion. The first will be trying to secure the return of the Badr Brigades, a Fatah force currently seeking refuge in Jordan. Olmert has yet to pass comment on this point. The other will be a compromise with Olmert over reducing the amount of checkpoints in the West Bank and alleviating certain restrictions on travel. Despite public outcry in Israel that this will place Israel’s security under threat, Olmert has promised to deliver on this issue, claiming that he will remove checkpoints in the West Bank as soon as the Israeli army has finished comprising the list of checkpoints which are to be shut down.

Once Abbas and Olmert have concluded their talks on these issues and more, President Bush will offer his support for a two-state solution. In Washington, President Bush will reiterate his full backing for Mahmoud Abbas and Prime Minister Salam Fayyad and offer potential proposals on ways to support their government on top of the $86 million he has already asked Congress for to aid their cause. With the Quartet meeting later this week in Lisbon, President Bush will also state his expectations for new Middle East envoy and former British Prime Minister, Tony Blair.
