Just before dawn prayers on August 1, the first day of Ramadan [the Muslim month of fasting,] Israeli forces raided the Qalandia refugee camp, killing two young men. The raid, which the Israeli army called a “routine arrest”, ended in the shooting of Mutasim Udwan, 22 and Ali Khalifa, 23 in the head and stomach respectively. Eyewitnesses say Udwan was shot at point blank range at his front door. A day later both the UN and the EU demanded that Israel open an investigation into the killings.

"The European Union is saddened and concerned by the killing," said a spokesman for EU foreign policy chief Catherine Ashton. "We call on the Israeli authorities to exercise restraint and thoroughly investigate the incident," he said.

UN Special Coordinator for the Middle East Robert Serry also urged Israel to investigate. Israel claims it has already opened an investigation.

More Palestinian deaths were reported on August 5, this time in Hama, Syria north of Damascus. According to Wafa, the official Palestinian news agency, some of the victims were identified as Nizar Abdullah, Tawfiq Rihawi, Tawfiq Qasim, and a doctor from Al-Usta family. The five were shot and killed by Syrian forces during anti-government clashes which left at least 14 others dead.

On August 4, Israeli military air strikes injured five Palestinians in the Gaza Strip. Israel said it was targeting smuggling tunnels and a “terror activity site” in addition to a response to rocket fire.

In Jerusalem, tens of thousands of Palestinians flocked to Jerusalem for the first Friday of Ramadan on August 5 amid strict Israeli military restrictions on Palestinian entrance to the city.

According to an Israeli police spokesperson, over 2,000 police and border guards were deployed in Jerusalem," especially in and around the Old City. Men under 45 were not allowed entrance to the Aqsa Mosque, the third holiest site in Islam.

"Among those aged 45 to 50 years, only the fathers of families with a permanent entry permit for Israel will be allowed to go on the esplanade," the spokesperson said. Access was also denied to West Bank Palestinians under the age of 35.

Jerusalem was also the point of contention between Palestinians and Israelis this week when the Israeli interior ministry gave its final approval for the construction of 900 new homes in the east Jerusalem settlement of Har Homa on August 4. The settlement expansion was harshly criticized by EU foreign policy chief Catherine Ashton who said on August 5 that she is “profoundly disappointed” by the decision. She said new settlements damaged any prospects for peace. “The European Union has repeatedly urged the government of Israel to immediately end all settlement activities in the West Bank, including in East Jerusalem. All settlement activities are illegal under international law," she said in a statement.

Unfortunately, this is not the first settlement expansion of the week. On August 2, bulldozers began to prepare the ground for the construction of 130 housing units in the Gilo settlement, built on Beit Jala and Beit Safa lands.

On August 2, 42 members of Knesset gave their prime minister a solution to the ongoing housing crisis in Israel. The MKs signed a petition addressed to Prime Minister Benjamin Netanyahu calling on him to solve the housing crisis by building in the West Bank and Jerusalem. “In light of the housing crisis throughout the country, we, as members of Knesset and signatories, call on you [Netanyahu] and the government to consider all possible solutions including the immediate housing of tens of thousands of citizens in Judea and Samaria, as well as Jerusalem.”

On the diplomatic front, PLO executive committee secretary Yasser Abed Rabbo said on August 2 that the PLO is gearing up for a “march of the millions” on September 20, the day the UN begins its new term. Abed Rabbo said the campaign is named “Palestine 194” in reference to the number of member countries at the UN after Palestine becomes a state. “This is the battle of all the people,” Abed Rabbo said, referring to the Palestinian leadership’s UN bid for statehood.

Finally, on August 4, Israel released 770 Palestinian prisoners including West Bank Hamas leader Hassan Yousef. While Israel wanted to present this as a “good will gesture” during Ramadan, all of the prisoners had already finished their sentences and were awaiting release.
