Israeli ‘deaths squads’ assassinated a Palestinian man, 31-year-old Mahmoud Shawor, and critically wound another, 22-year-old Ibraheeem Yaseen, early this morning (Thursday July 3, 2003) in the West Bank city of Qalqilya. This brings what appeared to be a few days of quiet and progress, in which all Palestinian factions declared a truce and halted attacks against the Israeli occupation forces, to a sad and frightening state.

Early Thursday morning, Israeli troops invaded the city of Qalqilya and open fired at residents, killing Shawor, who was shot several times in the legs and the head. The Israeli bullets also wounded a Palestinian Al-Aqsa Martyr Brigade member Ibraheem Yaseen, who was arrested despite his serious injuries. Occupation troops claim that the two men resisted arrest, yet witnesses say no shots were fired from the Palestinian side.

Israeli sources claim that they intended to arrest the Shawor and Yaseen, who they said “belonged to the Al-Aqsa Brigades, an armed faction of Palestinian leader Yasser Arafat's Fatah movement" but were forced to shoot when the two men fled, even though witnesses say nobody from the Palestinian side had fired towards the Israeli Special Forces. Palestinian officials described the incident as an “unjustified assassination.”

This latest targeted assassination and extra-judicial killing of Palestinian leaders goes against all principals agreed upon by the Palestinians, Israel and the United States of America and is aiming to sabotage peace efforts in the region through promoting retaliation.

Israel's policy of targeted political assassinations and extra-judicial killings adds more volatility to an already explosive situation, and threatens to escalate the entire region into an endless cycle of incontrollable conflict. Targeting and killing political figures and leaders without trial is a grave violation of international law and peace agreements.

The Palestinian Initiative for the Promotion of Global Dialogue and Democracy (MIFTAH) urges the international community to take concrete steps to put an end to Israel's policy of terror against the Palestinians, and to provide immediate protection to the Palestinian people by deploying international monitors to the West Bank and the Gaza.
