The Palestinian Initiatives for The Promotoion of Global Dialogue and Democracy
 
 
 

The Palestinian Initiative for the Promotion of Global Dialogue and Democracy (MIFTAH) strongly condemns Israel’s decision to illegally expel 15 Palestinian detainees from the West Bank to the Gaza Strip. MIFTAH urges the international community to voice protest against these measures, which constitute a direct violation of international law, and set a new precedent to Israel’s policies of human rights violations.

The decision, which was signed today by General Moshe Kaplinsky, the Israeli soldier in command of the central region (which includes the West Bank), orders the expulsion of "…15 administrative detainees implicated in terrorist activities." The detainees, who were captured in the West Bank, have been moved to Erez crossing in the Gaza Strip, where Israeli sources say they may appeal the decision within the next 48 hours.

MIFTAH is gravely concerned that Israeli authorities have neither charged nor tried the 15 Palestinians, who were arrested on Israel’s mere assumption that they may have been involved in "…aiding anti-Israeli attacks." None of the detainees are suspected of direct involvement in the killing of Israeli citizens. (BBC)

These dangerous developments must be immediately brought to the attention of the international community, which has a legal and moral obligation in upholding the principles of international law, and protecting the foundations on which civil society is based.

Israel must not be allowed to continue behaving as a rogue state, above the law and in direct contradiction to the norms of civil behaviour. Israel must be held accountable for its actions towards the Palestinian people, by upholding the rule of law and respecting the individual and collective liberties of the Palestinians.

MIFTAH urges representatives of the international community in Israel and Palestine, as well as representatives of civil society institutions and human rights organisations, to take immediate action in defending the basic rights of the 15 detainees: to formally voice their protest to the Israeli government about the decision, to highlight this incident in their respective countries and organisations, and to reiterate the urgent need for Israel to end its illegal occupation of the Palestinian territories.
