The Palestinian Initiatives for The Promotoion of Global Dialogue and Democracy
 
 
 

The Palestinian Initiative for the Promotion of Global Dialogue and Democracy (MIFTAH) views with concern recent press reports that Israel is "willing" to "grant" the Palestinians limited administrative control over parts of northern Jerusalem, namely in the Jerusalem suburbs of Beit Hanina and Shu'fat, in an exchange for the "real" Jerusalem, including the Old City, as occupied by Israel in 1967.

In the latest Palestinian/Israeli round of final status talks, the Israeli side is reported to have outlined possible arrangements for a Palestinian presence in parts of the city, and to have made clear that the Palestinian Authority would be granted civil responsibilities only, with security arrangements remaining under Israeli control. The proposal also alleges that the capital of a future Palestinian state would have to be declared within the boundaries of Abu Dis--another suburb of Jerusalem. All these arrangements would ensure the perpetuation of Israel's sovereignty over Jerusalem.

Simultaneously, Israel is trying to expand the municipal boundaries of Jerusalem to include parts of the West Bank, including Al-Ram and other Palestinian neighborhoods, while annexing settlements such as Ma'le Adomim and Giv'at Ze'ev. It then would propose those West Bank areas to the Palestinians as a Substitute to be called Al-Quds. It "generously" will consider sharing religious jurisdiction over the Old City.

MIFTAH strongly cautions against such attempts by Israel to redefine the borders of Jerusalem, or to adopt the functional/administrative/municipal approach to Palestinian rights in Jerusalem, or to reinvent Jerusalem, or to effect a spiritual/religious "solution" to the Old City. Such attempts contravene International Law, violate Palestinian rights, and prepare the foundations for a future conflict that will encompass the whole region.

Such media leakages, whether as test balloons or as a strategy of public negotiations, will serve only to undermine the peace process and to inflame public opinion by creating further distrust and hostility.

The "proposals" contained in these reports do not constitute even a minimalist point of departure nor can they form any basis for negotiations on Jerusalem. It would be wise for Israel to refrain from such fishing expeditions and to adhere to the legal foundations of negotiations. Palestinians will not be made to abandon their national, political, legal, historical, and all other rights to the city as part of the peace process. It is, after all, a question of Palestinian sovereignty and not of functional tasks or transparent consolation prizes.
