The Palestinian Initiatives for The Promotoion of Global Dialogue and Democracy
 
 
 

The last two days have seen the heaviest Israeli attacks on the West Bank city of Hebron since the Palestinian uprising against Israeli occupation began nine months ago. The Jewish settlement located in the midst of this heavily populated Palestinian area has been a flash point for sporadic violent clashes over the past few months. In retaliation for the death of a Jewish settler, Israeli tanks have been shelling the city for the past 48 hours, hitting both Palestinian Authority and civilian targets. Yesterday the reported number of injured Palestinian civilians reached up to 27.

In the midst of the Israeli siege and bombardment of Hebron, Jewish settlers have gone on a violent rampage through the streets of the Palestinian city, wounding more than 60 civilians, damaging about 100 cars, and setting fire to Palestinian homes, shops and olive groves. Enraged settlers proceeded to attack reporters and camera crews who were attempting to capture their highly provocative acts on film. Some 400 Jewish settlers live in heavily guarded Hebron enclaves, where the soldier to settler ratio sometimes reaches 4 to 1.

The Palestinian Initiative for the Promotion of Global Dialogue and Democracy (MIFTAH) calls for an immediate cessation of all settlement activity in the West Bank, east Jerusalem, and the Gaza Strip, which is illegal under international law, namely UN Resolution 242, and the Fourth Geneva Convention of 1949. Furthermore, MIFTAH urges the international community to take into serious consideration Israel's violation of the recent US-brokered Tenet "Cease-fire" Plan and the Mitchell Report, which call for an end to settlement construction and expansion as key imperatives for the restoration of calm and reestablishment of the political process.

The events of the past two only reinforce the necessity to remove these Israeli settlements from Palestinian controlled areas. The recent wave of settler-induced violence is far from an isolated incident. Rather settlers have frequently looted Palestinian villages, burned Palestinian trees and crops, and shot at Palestinians travelling on roads adjacent to settlements. All of these violent acts have taken place under the watchful eye of the Israeli military, who are all too quick to defend these vigilante settlers from all Palestinians who would dare to oppose these unprovoked acts of terror.

The 145 Jewish settlements in the West Bank and Gaza Strip are illegal under international law, and are at the heart of Palestinian-Israeli conflict. Not only are they "powder kegs" in which violence regularly erupts, but most importantly they remain an obstacle to a lasting, comprehensive peace treaty between the two sides.
