A Palestinian police officer, Major Ali Makkawi, and two bystanders, were killed yesterday during clashes between Palestinian security forces and Hamas members. Two other police officers were reportedly injured during the clashes, and more than 50 people were wounded.

The clashes purportedly began as Palestinian policemen tried to stop a car carrying gun-wielding Hamas activists in Gaza city. According to some news sources, the policemen were attempting to arrest Muhammad Abdel Aziz al-Rantisi, the son of late Hamas leader Abdel Aziz al-Rantisi, who was assassinated by Israel in 2004. According to other sources, the policemen were merely trying to enforce the Palestinian National Authority’s ban against non-policemen Palestinians carrying weapons in public in Gaza. Whatever the reason, the fighting soon spread to other neighborhoods in Gaza, with numerous gunmen firing at police stations and on innocent onlookers, and the casualties continued to mount. The Palestinian Interior Ministry issued a statement yesterday announcing that “Hamas bears full responsibility for the result of these acts and the serious violation of law and order.”

MIFTAH strongly condemns all forms of violence, and urges the Palestinian people, regardless of political affiliation, to obey the rule of law and to restore to the Palestinian National Authority the monopoly of force. Such violence does great disservice and dishonor to the Palestinian cause and the Palestinian people. At a moment when the Palestinian state is in the process of building the institutions necessary for a strong and viable democracy, and while the Palestinian people continue to suffer under and resist the Israeli occupation, the violence committed by some Palestinians against their fellow Palestinians and police-officers must be unequivocally condemned by all.

Lastly, MIFTAH would like to extend its condolences and solidarity to all those injured and affected by the clashes, and would like to see those who disobeyed the principles of law and order brought to justice.

The Palestinian Initiative for the Promotion of Global Dialogue and Democracy, MIFTAH, is a non-governmental, non-partisan Jerusalem-based institution dedicated to fostering democracy and good governance within Palestinian society through promoting public accountability, transparency, the free flow of information and ideas and the challenging of stereotyping at home and abroad.
