The United Nations has been given an ultimatum by the US to prove that it is not becoming impotent in a changed, challenged and threatened world. The problem, as far as the US is concerned, is Iraq's "decade of defiance" and the UN's willingness to let this go unchecked. So President Bush, addressing the 57th UN General Assembly, demanded that the UN either get in line or get out of his way, in what he termed a "defining moment" for the UN. Of course, if the UN does act to enforce its resolutions on Iraq, one has to wonder about the legitimacy of such an institution that is willing to hold some to account, but not others, case in point, Israel's long history of defying both General Assembly and Security Council resolutions.

For long now, the UN has witnessed its impact on pressing and controversial world affairs recede in significance. Perhaps the UN is captive to one of its own institutions the Security Council and the demands of its five permanent and veto yielding countries. In particular, the UN has been used and abused by the US in a relationship that is increasingly characteristic of a master and slave, rather than a partnership designed to maintain peace. As a result, the UN has been powerless for sometime, as it is forced to allow the US to apply a double standard through its institutions, and with the support of its mandate, to punish some while leaving others to reign free from the constraints of international law.

Bush has cast Iraq's defiance of UN resolutions as a critical test of the United Nation's relevance. It is perplexing why Israel, by that same measure, does not also threaten the legitimacy and influence of he UN. Israel has violated more than 25 UN resolutions and has dismissed two UN resolutions outright. Israel even continues to defy blatantly the conditions for its admission to the world body, as outlined in resolution 273 (II). While Iraq's truculence has lasted over a decade, Israel's violations have lasted 53 years, and continue to be unchallenged. Listening to Condoleezza Rice say, "we can't continue to have the kind of defiance of the United Nations, the defiance of the international community that we've had," one can for a foolish second think that she was referring to Israel. Sadly, this is an improbability, as one is reminded of the 38 times the US has vetoed resolutions to protect Israel from having to account for its numerous indiscretions.

The UN is so restrained by the Security Council that any resolutions on controversial or complicated issues tend to be soft to please all those concerned, unless dictated by the US and its allies. Though this seems a difficult task, the UN seems to have gotten used to this status quo and "crafting such language is what the UN diplomats do for their free parking and East Side apartments". It is ironic that Bush is challenging the UN to act and show its full strength, when he knows that the US has never allowed this body to have any real power. "The US uses the UN only to help it spell unilateral." Furthermore, the Bush administration is now ready to crush any significance the UN has by going to war against Iraq whether the UN okays such action or not. So in essence, this world body can either obey its master or face being sidestepped. The prognosis for the future of the UN in world politics looks bleak, if not in a terminal vegetative state.
