The Palestinian Initiatives for The Promotoion of Global Dialogue and Democracy
 
 
 

Like most places in Palestine, the venue of Palestinian President Mahmoud Abbas’ meeting with US Secretary of State Condoleezza Rice two days ago is not scarce with biblical significance; Jericho (specifically the Mount of Temptation) is believed to be where Jesus Christ Himself was challenged by the devil to prove His divinity. Today, the President of what is arguably a collapsing Palestinian Authority has been challenged to preserve the validity of his power.

Beyond the now-familiar pattern of empty jargon and well-articulated shallow declarations repeated during official Palestinian-US meetings, there is clearly an underlying message to the latest diplomatic circus between Abbas and Rice. The US will, apparently, add its weight behind the fragile truce declared between Palestinian factions and Israel last Sunday, but ultimately, the Bush Administration cannot depart from its inherent bias towards Israel, and will continue to essentially hold the occupied Palestinian population (and leadership) accountable for all aspects of the collapsing socio-economic and political/security situation in the Palestinian territories. Effectively, Rice’s meeting with Abbas has brought little more than cosmetics to the ugly reality in which the Palestinians find themselves today. More bluntly, the US couldn’t care less if the continuation of its diplomatic and financial boycott of the Palestinian Government, and ultimately the disintegration of the Palestinian public sector, would eventually lead to civil strife.

On the internal front, Abbas’ repeated statements during the past 48 hours that national unity talks with Hamas have “…reached a dead end” are raising concern among Palestinians that the potential threat of all-out confrontation between Fateh and Hamas is increasingly becoming more evident. While this gloomy equation has been carved into the psyche of the Palestinians since Hamas was democratically elected to govern last January, a meeting held yesterday by the PLO’s highest authority, the Executive Committee, may well be the straw that broke the camel’s back.

Members of the Fateh-dominated Executive Committee, hence the PLO, are now directly calling for the resignation of the Hamas-led Palestinian Government in order to pave/force the way for the formation of a national unity cabinet of diverse political affiliations. The President of the Palestinian Authority, they staunchly argue, possesses the constitutional powers to dissolve Government, but Abbas has so far refrained from doing so for fear that the Hamas-dominated legislator (the PLC) has equal powers to disapprove a new one.

Meanwhile, Hamas has warned that such calls to dissolve Government can only be perceived as an attempt to “…overturn the Palestinian people’s democratic choice” and would eventually widen an already deep division within the Palestinian political landscape.

What choices does Abbas have? This question, fittingly put forward by a journalist to Secretary Rice during her joint press conference with Abbas on Thursday, was dismissed by Rice as “not her call.” Therefore, the question will have to be asked again: what choices do you have Mr. President? In fact, do you have any choices?

According to Abbas, all options are open, except Palestinian civil war. Yet, there is no clear indication to date as to what this entails; does it mean that we are heading for early elections, at the expense of further polarising Palestinian society; does it mean that the PLO and the Presidency of the Palestinian Authority will continue to capitalise on the existing crisis facing Hamas in the hope that a “natural collapse” of the Government will conveniently facilitate Fateh’s return to power; does it mean that sovereign decisions, such as foreign affairs and security, will have to be taken in isolation of the Government, at the risk of undermining the constitutional mandate of the Palestinian Authority’s executive branch, hence negating a key pillar of Palestinian democracy; does it mean that the Palestinians in the West Bank and the Gaza Strip will continue to be trapped subjects between a paralysed Government and a Presidency with powers that far exceeded its credibility among the populace?

According to official sources close to Abbas, the President is due to address the Palestinian people within the next 48 hours, apparently to formally announce the collapse of national unity talks and outline “…unprecedented political measures.” It is hoped that his speech will carry a conciliatory message and facilitate a constructive turn of events; otherwise the looming threat of unthinkable horrors will become another harsh reality in the tragic history of the Palestinian people.
