While Israeli calls for Arafat to abide by the Tenet brokered “cease-fire” intensify, the bitter irony mounts as Israeli authorities continue to implement a brutal and illegal policy of demolishing Palestinian homes in east Jerusalem, the Gaza Strip and the West Bank. Not only are such demolitions nothing short of crimes against humanity, they also constitute blatant violations of the Mitchell Recommendations as well as the Tenet “cease-fire” Plan, both recent US initiatives at restoring calm to the region. Earlier this week (July 9-10, 2001), 40 Palestinian homes were leveled by Israeli bulldozers.

One of the central components of Israeli policy towards Palestinian civilians during its 34-year long occupation of the West Bank and the Gaza Strip, has been the rigid constraint on Palestinian demographics and territoriality through home demolition and land confiscation. Israel has unjustly denied Palestinians the right to build in approximately 60% of the West Bank, 40% of the Gaza Strip, and 87% of Jerusalem. These repressive measures have resulted in severe housing shortages, leading many Palestinians to build without proper permits out of sheer desperation. Sadly, the cruel reality of Israel’s tyranny sets in almost as quickly as the bulldozers tear down all homes deemed “illegal” in the eyes of Israeli lawmakers, leaving a wake of homeless families in their virulent path.

Since 1967, over 17,000 Palestinian homes have been demolished by Israeli Forces. In an untimely escalation of its home demolition policy, which threatens to have severe repercussions on the already stalled peace process, this past Monday (July 9) Israeli Forces razed 14 homes in east Jerusalem. Around midnight the following day (Tuesday, July 10), accompanied by tanks and scores of soldiers, Israeli bulldozers rolled into Rafah to see to the complete destruction of 26 buildings which Israel claims were uninhabited. However, Tuesday night’s images of families weeping hopelessly in the streets with what few belongings they were able to salvage from the rubble tell a different story entirely. In fact, this operation, which sparked a new wave of violence in the areas surrounding Gaza, has left dozens of families homeless, and twelve shopkeepers without income, their source of livelihood also lying at their feet in ruins.

Despite pleas by the international community for adherence to the measures laid out in the Tenet “cease-fire” Plan, Israel continues to shun all diplomatic efforts aimed at peace, by ally and foe alike. In a rare show of harsh criticism of Israel, the US has voiced concern over the events of the past few days. US State Department spokesman Richard Boucher described the last two days’ home demolitions in east Jerusalem and Rafah as “highly provocative”, adding that “they can only make it much more difficult to restore calm.” On behalf of the US government, he urged an immediate halt to the destruction.

At this critical juncture, more than ever is Israel’s “commitment to peace” in question. Sharon, with the full backing of his right wing government, seems bent on dragging the entire region into a full-scale war. What will it take for the international community to assert itself as an active participant in the quest for peace and justice? Intervention may be the only viable solution to the raging conflict, which Israel seems in no hurry to abate.
