The Palestinian Initiatives for The Promotoion of Global Dialogue and Democracy
 
 
 

Both Israelis and Palestinians have clearly expressed skepticism regarding the ‘fragile’ ceasefire that began last week. Apparently, “anything” could spark another round of deadly violence. Meanwhile, the United States, the European Union, as well as the United Nations are significantly engaged in efforts aimed at stopping the violence, and, eventually, resuming peace talks. Yet, as the diplomats temporarily take the leading role, the reality on the ground shows little optimism.

Israeli siege of Palestinian areas has intensified over the past week. Every major road in and out of Palestinian towns and villages is blocked with Israeli military posts, leaving hundreds of thousands of Palestinians strangulated within isolated areas. The economic and social activity of the Palestinians has been completely paralyzed. This only adds more tension and frustration to an already unbearable situation, the result of which could add more momentum to the temporarily paused cycle of violence.

US Middle East envoy, William Burns, has already held talks with Palestinian and Israeli leaders, in an effort to maintain the ceasefire and resume talks. Meanwhile, CIA Director, George Tenet, held meetings with top Palestinian and Israeli security officials in an attempt to get both parties to implement the recommendations adopted by the Mitchell Committee Report through a mutually agreed timeframe.

United Nations Secretary-General, Kofi Annan, has announced that he will be in the Middle East early next week for a series of meeting aimed at resuming Palestinian-Israeli peace efforts. He said that both Palestinians and Israelis must “…not let terrorists determine the course of peace efforts.”

Clearly, international efforts to put an end to almost eight months of conflict have gained significant momentum over the past few days. Yet, as world attention is cautiously awaiting the possibility of calm in the region, it must be emphasized that only a clear and comprehensive commitment by Israel to end occupation will pave the way for a brighter future.

Israel must realize that the imperatives for a genuine and just peace remain unchanged, a complete Israeli withdrawal to the June 1967 boundaries; a cessation of all Israeli settlement activity, a recognition of the Palestinian refugees right of return, and the release of all Palestinian political prisoners.

Until these conditions are acknowledged by Israel, any peace initiative will be short-lived, thus giving more cause for the reemergence of violence and conflict.
