Will the dying days of the Clinton administration pave the way for a final Palestinian-Israeli settlement? Is peace still a possibility?

As chief Palestinian and Israeli negotiators make their way to Washington, the atmosphere back home is a mix of cautious optimism (on the Israeli side) and unquestionable skepticism (on the Palestinian side).

The “explosive” uprising of the past 3 months is well-rooted in Israel’s policy of non-compliance and rejection in the post-Oslo era; its procrastination of troop redeployment from Palestinian territories, its non-implementation of signed agreements, its policies of illegal settlement expansion, home demolition, and land confiscation, and most notably, its policy of unconditional rejection to the legal and political rights of the Palestinian people (UN Resolutions 242, 194, and 338). These are the causes of the conflict, and therefore, the key to its resolution.

The current talks in Washington are doomed to failure if Israel does not acknowledge the Palestinian refugees’ right of return, and finally realize the inevitability and vitality of a sovereign Palestinian state, characterized by territorial and demographic contiguity over all Palestinian land occupied in the June 1967 War (including east Jerusalem).

There is very little left for negotiation, now it is almost purely a matter of genuine commitment to peace and implementation of agreed principles.

With a desperate Barak to survive the upcoming Israeli elections, and an eager Clinton to leave a legacy behind, the vision of peace is once again a possible reality. Yet, going back to the table does not mean “peace at any price,” the imperatives of peace must be fulfilled.

Meanwhile, Israeli-imposed closures on Palestinian areas continue, the total number of Palestinian deaths has reached 309, the number of casualties has almost reached 11,000, and Israeli assassinations of targeted Palestinian activists have become a daily exercise of terror.

Back in Washington, a dying peace process is struggling for survival.
