The first quarter of the year 2000 has already witnessed an 81% increase in the construction of illegal Israeli settlements on occupied Palestinian territory, according to the Israeli Central Bureau of Statistics (CBS). Ironically, Barak’s promises to alter the intensified settlement activity under Netanyahu’s term has led to the construction of 1000 new settlement buildings in the first three months of this year, beating all records, and undermining the chances for peace in the context of final status talks.

Israel’s commitment to peace is under question, once again. Barak must chose between pleasing his settler population and putting a real end to the Palestinian-Israeli conflict. Repeatedly, the Palestinians, and the international community at large, have condemned the construction of settlements on Palestinian territories occupied in June 1967. In light the Fourth Geneva Convention, Israel must not make demographic or territorial changes to the territories it occupies.

With serious deadlines approaching, the Israeli government must realize the volatility of this situation and take serious action to rectify the expansion of Israeli settlements.

The requirements of peace cannot be fulfilled with the continuity of these “monsters.”
