As Palestinian and Israeli officials prepare for next week’s summit at the symbolic Camp David location, there is a mixture of hope and skepticism for the prospects of settlement on final status issues.

So far, a significantly “no-compromise” policy by Barak on the issues of Jerusalem, Palestinian refugees, and borders, has undermined any chances for success in the talks. This policy not only leaves the Palestinians with less than what the peace process has promise from the outset, but clearly violates the legitimacy of Palestinian rights under international law, specifically with regard to UN Resolutions 242, 181, 338, and 194.

Will Israel press even more forcefully for a delay in the declaration of a Palestinian state in September, a complete rejection to the Palestinian refugees’ right of return, and finally, a definite no-compromise on Jerusalem? Or will the upcoming summit put pressure on Barak to meet the sacred September deadline, and thus, fulfill the necessary requirements for peace and justice?

Palestinian officials have clearly expressed a sense of pessimism regarding the Camp David II summit. If Israel does not change its current position on final status issues, they affirmed, there is little or no point in holding the summit. What is really needed to make these talks fruitful is a firm commitment by Israel to abide by its obligation to signed agreements, and more crucially, to the principles of international law and legitimacy, in which the rights of the Palestinian people are embodied.
