The Arab League, according to a report by Asharq Al-Awsat on Friday, is planning to pass a resolution condemning attacks on both Israeli and Palestinian civilians during its summit meeting set to begin Saturday in Tunis.

The resolution reflects a stance held largely among the Palestinian populace and has been iterated by PNA members as well as President Arafat on many occasion, lastly during his participation at the summit via sattelite link earlier today.

Disturbingly though, the report quotes senior Arab sources as explaining that the resolution will be adopted under heavy U.S. pressure in exchange for easing US insistence on Arab states to adopt political reforms, manifested in the administration’s furtive “Greater Middle East Initiative.”

Should this news come as a surprise? Does it reflect US political pragmatism or hypocrisy? Mr. Powell will undoubtedly be drawn into the studios to explain how such a “compromise” will serve the region and the US.

For the people in the region however, it will only confirm their deep suspicion of this administration’s motives in the region.

With the “success” of Iraq’s liberation being diminished daily and the need for success being paramount in an election year, Mr. Bush and his administration may have drawn back to their Mideast “reform” plan as their newest method of coercing Arab regimes into cooperation.

The success Mr. Bush needs at home, in particular for his pro-Israel constituency and the influential Zionist lobbies, is one that appears to forward peace in the region, but imperatively “safeguards” Israel from any “terror.” The President has already worked on associating terrorism in different parts of the world with Palestine, in one way or the other, so far so that it appears to have become “self-evident” to many.

While the emphatic condemnation of Palestinian “terrorism” has gained in urgency with this administration, the need to equally condemn Israeli state violence and the 37-year old occupation has not been recognized yet! The president’s zeal for justice is as selective as it is strong.

American efforts to press the Arab league to pass such a resolution without equally pressing Israel to commensurate show, among other things, how sincere President Bush’s interests are in enforcing peace or promoting justice.

Before the Bush administration proceed with their planned “introduction,” read imposition, of its grand Middle East reform plan, it should subject itself to some reform, or stand down. To abuse the notions of reform to conceal what is in effect a political tactic to coerce, mostly illegitimate regimes, into compliance with US interests and policies raises the US intervention in the region to new, though familiar, macabre levels.

While the US will eventually manage to “convince” Arab leaders of their way, one way or the other, it should not expect to be taken any more seriously by the local population than their collaborative client regimes are taken.

The US’ abstention during last week’s vote on the UN Security Council resolution criticizing Israel is somewhat commendable, but does not reflect a sudden sensitivity to the protection of Palestinian human rights. The US must understand that ultimately it needs to gain more than just the perception of an honest broker, if it wishes to make a substantial and sustainable contribution to this region.

Earlier this week, Israel contended itself in trying and convicting Marwan Barghouti, a Palestinian legislator and a popular symbol of Palestinian opposition to the occupation, on “terrorist and murder” charges, with the intention of extending the same verdict to the Palestinian struggle.

The US seems to have reached the same level of incompetent and corrupt politics that finds achievement in vacant condemnations.
