Wednesday’s announcement by US special envoy, Dennis Ross, of the resumption of the Palestinian-Israeli final status talks has given a cautious glimpse of hope for the achievement of peace in the Middle East.

Reports confirm that the two “surprise” encounters between Barak and Arafat this week have managed to kick-start the stagnant negotiations and give new momentum to the peace process altogether. Intense diplomatic efforts by Egypt enabled both leaders to discuss major obstacles and issues that had halted the negotiations last month, most prominently, Israeli redeployment from West Bank territories.

Today’s scheduled three-way summit in Sharm Al-Sheikh (involving Arafat, Barak, and Mubarak) is, amongst other things, one of “diplomatic symbolism;” the Egyptian Red Sea resort witnessed last September the signing of the agreement that outlines the reaching of a final peace accord.

So far, American statements have cautiously played down the expectations from this summit, “We recognize that it’s an extraordinary difficult process and even a good kick-start might not get it going” said US spokesman James Rubin.

Israel’s political will to reach an agreement, which was challenged in the past year or so by its unilateral declarations and continuation of its violations against the Palestinians, will inevitably be tested “again” through the developments of this summit.

Time will tell how far these new efforts will be able to remove the current deadlock in the Palestinian-Israeli track and transform a stagnant peace process into an era of “achievement.”

Finally, it must be recognized that the current efforts do not particularly offer new solutions to the obstacles faced by the final status negotiations, they merely compliment an existing agenda, and real progress will only be achieved by the honoring of pledges and implementation of signed agreements.
