The four subjects on the agenda of the Syrian/Israeli talks form two sets of contradicting priorities.

The Syrian side obviously attaches supreme importance to the issues of land and water rights, while the Israelis persistently view the nature of peace (normalization) and security as being top priority issues.

The initial procedural deadlock essentially reflected a sequential approach to the negotiations, which, by definition, would involve a value judgment over precedence.

The Americans stepped in with the “simultaneous approach,” thus leading to the formation of four working groups to address all four issues at the same time.

The American “working document” designed to capture areas of convergence as well as differences between both sides reflects the underlying complexity and difficulty involved in resolving all issues.

It is not surprising that the Shepherdstown round of talks did not produce breakthroughs or instant solutions, despite relentless American interventions and bridging efforts.

While all items on the agenda are significant and integral components of any potential peace agreement, the logic of conflict resolution dictates its own priorities.

In the “land for peace” equation, the issue of borders, hence water rights, is the real foundation for any agreement that can forge future neighborly relations between past enemies.

The nature of peace and the extent of security are determined by the substance of equitable, fair, and legal agreements on land and water.
