The United Nations 59th annual General Assembly session convenes today in New York, with numerous items on the Agenda. One of which, is the ever worsening situation in the Palestinian-Israeli conflict. Specifically, Israel’s so called ‘security barrier’ will take center stage, as well as, the revitalization of the internationally backed ‘Roadmap’ which is seemingly dead. Almost simultaneously the UN nuclear watch dog, the International Atomic Energy Agency (IAEA) commenced its annual general conference on Monday, 20th of September in Vienna. Although, the annual conference will concentrate on more key issues, like Iran and North Korea’s nuclear programs. The Arab bloc has pushed forward a request to force Israel into signing the nuclear non-proliferations treaty, safeguarded by the IAEA.

In a carefully coordinated and concentrated effort, prior to the General Assembly’s session, Israel and the US have been engaged in a vigorous diplomatic campaign to supposedly bring balance to resolutions pertaining to the Palestinian-Israeli conflict. “The United States seeks to bring balance to the number and content of Middle East resolutions. The last General Assembly session adopted 21 resolutions concerning the Palestinian-Israeli conflict, many of which imply that only Israel has obligations and responsibilities to make peace.” Such remarks by Deputy Assistant Secretary of State Mark Logan only underline, what balance means in this very unbalanced conflict to this US administration.

Ahead of the General Assembly meeting Israel’s Foreign Minister Silvan Shalom has also been on a campaign to convince UN member states and other international bodies not to allow the discussion concerning the advisory opinion of the International Court of Justice (ICJ) and the General Assembly resolution that followed to take center stage. Furthermore, Shalom has been lobbying with Foreign Ministers from European countries in an attempt to block a Palestinian initiative to have Israel’s barrier debated in the Security Council. The Palestinian delegation, which enjoys an observer status in the UN, needs a majority vote of nine council members to have the issue debated within the Security Council. In an interview Shalom is quoted as saying, “I have met with numerous foreign officials, particularly from France, Germany and Italy to tell them that they must not give the Palestinians a platform for this subject.”

Unlike resolutions adopted by the Security Council, resolutions adopted by the General Assembly are not legally binding, but do reflect world opinion. The General Assembly known to the international community as the world venue, for some 191 countries to voice their opinions on world issues, is hampered by the very undemocratic executive body of the United Nations the Security Council.

Historically Palestine has received very special treatment by the General Assembly, with resolution after resolution condemning Israel for its inhumane and prolonged occupation of the territories occupied since 1967. However, due to their nature, General Assembly resolutions fall short of halting Israel’s daily aggressions, incursions, killings and home demolitions. What is needed, are Security Council resolutions that are legally binding according to the UN Charter, and not 21 Security Council resolutions vetoed by the US in favor of Israel. More so the Security Council has a mechanism by which it progressively increases the pressure on countries to comply with their respective resolutions. Such resolutions are deemed as Chapter 7 resolutions. Israel has been immune to Chapter 7 resolutions since its birth.

The US and Israel seemingly a tandem in the UN are concerned that the General Assembly could, among other initiatives, support a Palestinian-initiated resolution calling on the more powerful Security Council to condemn Israel's construction of its ‘security barrier’ and impose sanctions. For the United States to introduce balance means for one, “stressing that past resolutions did not mention suicide attacks against Israel, they pressed the case of the Palestinians, but failed to present a complete picture of the situation on the ground, condemn all acts of terrorism, and recognize the legitimate security concerns of the Israeli people.” Exactly such statements, by Mark Logan portray the twisted view that US administrations have towards the Middle-East conflict. Neglecting important facts such as; the prolonged occupation of Palestinian land, Israel’s illegal Apartheid Wall, daily incursions by the Israeli army causing many deaths and home demolitions. The second form of balance the US wishes to introduce comes in the form of a resolution on anti-Semitism, which the US wishes to reintroduce to the Assembly

Such conduct by the US and Israel in the UN, is in complete defiance of the General Assembly hence the will of the world. It is time for this US administration to finally see reality as it is and allow the will of the world to prevail. For the ‘Roadmap’ to gain some sort of momentum real balance is what is needed.
