Amid bloody military escalation, and a rising sense of disparity, recent Saudi proposals for peace in the region have inevitably attracted much attention, and to some extent, serious consideration by the Israelis, the Palestinians, the Arabs, and the international community at large.

Saudi Crown Prince Abdallah has put forward a plan to 'normalize' Arab relations with Israel in return for its full withdrawal from Arab land occupied in the June 1967 War (east Jerusalem, the West Bank, and the Gaza Strip, as well as the Golan Heights). The plan, which has not been formally presented yet, seems to echo past aspirations and previous 'commitments,' albeit under different and more volatile circumstances.

Repeatedly, the Palestinians have called for Israel's full withdrawal to the June 1967 boundaries as the only viable solution to the Palestinian-Israeli conflict. Israel's full withdrawal is the legal foundation on which the Madrid Peace Conference of 1991 was based, fully, and unconditionally, adopting UN Resolutions 242, 338, and the 'land-for-peace' equation.

Nevertheless, the recent Saudi proposals are stirring significant political debate across the region. Israeli President Moshe Katzav has reportedly taken a "positive view" of the proposal, affirming that he would be glad to go Saudi Arabia to discuss the proposal, should the Crown Prince reject Israel's invitation for him to come to Jerusalem. It seems that Israeli leaders are hoping to 'normalize' relations with the Arab World prior to any withdrawal! Israel must understand that an end to its military occupation of the Palestinian territories is the only way to peace and security in the region, and a precondition for any progression towards 'normalization.'

Unlike Barak's "generous offer" in the Camp David II talks, this proposal seems to underline the real imperatives for a peaceful solution, rather than a mechanism for crisis management; it must be fully considered by all parties as a ray of hope amid an alarming wave of militarism and vicious cycle of violence, not least by Israel's leaders, institutions, and people.
