The Palestinian Initiatives for The Promotoion of Global Dialogue and Democracy
 
 
 

The Council of the Arab League Summit meeting in Beirut, Lebanon, received a harsh blow not encountered during the 57-year history of the event. To start with, President Hosni Mubarak of Egypt and King Abdullah II of Jordan decided not to attend the summit for “security” and not “political” reasons. On the other hand, President Yasser Arafat absence was for his refusal of Israeli Prime Minister's Ariel Sharon's conditions - including possible exile. Thus, the three key players were absent along other 9 Arab heads of state, leaving a total of 10 leaders attending.

Taken into consideration the message that the absent members are sending to the United States that Arab moderates are upset with the policies of Israeli Prime Minister Ariel Sharon, the Arab Summit opens with a message for Peace. All 22 members of the Arab League are offering “normal relations'' and security in exchange for full withdrawal from all Arab lands occupied by Israel since 1967, establishment of a Palestinian state with Jerusalem as its capital and a right of return for Palestinian refugees. With the US and the European embracing the initiative and now the Arabs, what comes next?

Instead of moving ahead with the second session of the Summit, the Palestinian delegation withdrew from the meeting after President Arafat was snubbed by the secretariat of the Summit headed by Lebanon and was not allowed to present his speech from Ramallah via satellite as was scheduled. Arafat’s confinement in Ramallah and his inability to travel and address the Summit in person, apparently did not make way with the Arab leaders that there is a whole nation waiting to be rescued? Is it too much to ask? How long are the Palestinians supposed to wait for a unified Arab consensus on what comes as a priority?

With the walkout of the Palestinian delegation and at a direct order from President Arafat to leave Beirut and not just the meeting hall, United Arab Emirates and Saudi Arabia took the decision to downgrade their delegations in solidarity with the Palestinian position. Will the Summit go on its second day of meetings as scheduled or will it be cut shorter as is being rumored?

The expectation for a new unyielding genuine Arab position is” Gone with the Wind” and the Palestinian people and leadership are left, once again, alone faced with the brutality of an Israeli occupier who is currently on the verge of waging another aggression against a whole population.
