The Palestinian Initiatives for The Promotoion of Global Dialogue and Democracy
 
 
 

During their Tuesday meeting in New York the Quartet made up of US, UN, EU and Russia were not able to hide their differences over specifics as they attempted to create fresh momentum for political talk in the Palestinian-Israeli conflict. While the US continues to fully endorse the Israelis in their military occupation of Palestinians, the rest of the world is applying some pressure, on the Americans, in an effort to curb US bias in order to move forward and offer some hope for the oppressed Palestinians living for the 35th year under Israeli military occupation.

The UN, EU and Russian representatives did not shy away from telling reporters that they regard Arafat as the legitimate elected leader of the Palestinians. The demands for visible changes on the ground, which can be felt by the average Palestinian, is what the world is requesting of the Quartet. "Even if the security track gains some traction, unless we show some progress on the other tracks, that would not work, that would also fail," Mr. Annan said as he openly disagreed with Powell's regarding security the first step in moving forward.

Powell also suggested ways to provide financial aid, urging its allies to contribute through international relief organizations; this was disguised criticism of the EU for providing aid directly to the Palestinian Authority. However, his accusations were not left unanswered as Solana told reporters: "I want to tell you that the donors community's resources that go to the Palestinian Authority, including the European Union, has more controls than any other donors community contributed to any other country in the world." In the meantime, Israeli Knesset (parliament) has passed a bill as a first reading, barring Israeli leaders from signing any form of peace agreement with the Palestinians.

Finally in practicality the refreshing debate did not yield any fruitful conclusions. The Quartet's US promoted decision was to send head of CIA George Tenet once again to the region in an effort to buy Israel and the US some more time while the Palestinians continue to be denied their rights, as they endure escalations carried out by the Israeli occupation forces. This time CIA will be accompanied by Egyptian, Jordanian and Saudi leaders to oversee and help out with reforming and democratizing the Palestinians, seen as they are the epitome of reform and democracy!

Once again Israel's security is the excuse for the continuation of the stalemate the region has been suffering from. Security is directly related to the occupation, but neither Bush nor Sharon, who are facing elections in the near future, will take any major and courageous steps towards true progress in the political process en route for a final settlement and an end to Israeli occupation. If there would be 'better' security, would that solve the conflict? We're afraid not.
