The Palestinian Initiatives for The Promotoion of Global Dialogue and Democracy
 
 
 

Israeli Minister of 'Defense,' Benjamin Ben-Eliezer, is bringing nothing new to the political arena by offering Gaza first to the Palestinian Authority, which his government branded as "irrelevant." The fragmentation and prolonged negotiations route is a mistake that Palestinians do not wish to revisit. The Madrid team refused the offer of gaining Gaza and Jericho first, so Israel decided to negotiate with the PLO in 92, who ended up accepting that offer. Ten years later, the number of illegal settlements built on occupied land has doubled, final status agreements remain little more than wishful thinking and most of the West Bank is back under full military occupation. Sharon's extreme government was not elected to make peace, but, rather, to crush the Palestinian will, thereby forcing them to submit and give up their rights to the occupied land.

The Israeli offer, characteristically withdrawn in the last minute, was approved not as a goodwill gesture by the Israeli government, but, rather, as a security measure in the best interests of Israel. Differentiating between Palestinians living in different parts of occupied Palestine can only serve to divide them and deliver a major blow to their unity, which has been inflamed by Israel's mounting aggression. The people of Gaza and the majority of Palestinians do not view the Israeli offer as a roadmap for peace.

A group of Palestinian academics and Legislative Council members have signed a petition calling for the refusal of the latest Israeli offer. They deem this offer a political cover-up for the continued military escalation of violence and reoccupation of Palestinian land. The group, with hindsight, warns of falling into another cycle of ineffective negotiations that fragment the problem and buys Israel more time to extend their roots and build more settlements.

Needless to say, the initiative places the highest priority on Israel's security, while ignoring the Palestinian humanitarian needs that continue to rise, as the Israeli offensive is ferociously pursued and a policy of collective punishment is mercilessly applied. Further, this offer provides a way out of recognized agreements, including the latest UN resolutions 1402 and 1403, which call for an immediate withdrawal from the occupied territories. Palestinians must display solidarity and present a unified strategy that would allow them to develop a political vision, while insuring their right to resist the occupation in a legitimate manner that furthers their cause. "The people united will never be defeated."
