A teacher witnessing a quarrel between two schoolboys, may ask them to stop quarrelling and reconcile with each other. However, if one of the two boys has his leg over the throat of the other, the teacher would more likely order him: "take away your leg from the throat of the other boy, this very second.

The Israeli checkpoints in the occupied territories, are strangling the palestinian population, there is a need for a slogan, for a rallying cry which can be understood by every one, all over the world, and which could be: "Israel! Stop strangling palestine" Such a cry should be on all banners all over the world. Should be shouted in all demonstraitons, all over the world. Should be a recognizable demand and should carry the meaning of urgency giving to it first priority. It should be a cry, a slogan loudly uttered by the new palestinian government..

Still, we know that Israel has many times defied the international public opinion. It is unlikely that a slogan, however good, will change Israel's policy, will modify Israel's recourse to any pretext to avoid real peace negotiations with Palestine.

It is therefore time for the new government to make some choices and answer some questions:

If Israel evacuates the occupied territories and retires behind the green line, and if it dismantles the jewish settlements there, would then the Hamas government be prepared to recognise Israel, and would they be prepared to negotiate a permanent peace treaty?

If the answer is no, then it is disingenious to ask Israel to make the first step a demand which suggests that Palestine would follow with recognition. However, if the answer is yes, then Palestine should stop to dance at the Israeli tune which welocmes Palestine's refusal to recognize it. It should at least proclaim that Palestine would recognize Israel and would welcome negotiations in view of a permanent peace treaty, provided Israel evacuates its troops from the occupied territories and dismantles the Jewish settlements therein. In doing so, if the answer were to be yes, Palestine loses nothing. On the contrary it puts Israel in a difficult international position while not giving more than what it intended to give.
