Background:

The Saraya Centre for Community Services was inaugurated in 1991 to serve as a community centre targeting women, children and students in neighbouring schools through quality programs and services. The Saraya is located in an impoverished area in the Old City. The premises of the Saraya is part of a twin building that was built by the Turkish Governor of Jerusalem. Mohammad Pasha during the reign of Sultan Abdel Aziz in 1865. The eastern side of the building was used as a Police Quarter during the mandate period until 1936, and then both buildings ended up in the hands of local tenants and owners. The Saraya was enabled, through a generous donation from the Welfare Association based then in Geneva, to purchase the western building for the purpose of establishing a Community Centre. While the eastern building ended up in the hands of settlers that belong to the group called “The Faithful of the Mount / Otarit Kohanim”

The Saraya consists of a basement, two floors and an upper room with a total area of about 500 square meters. The area in question of this report is the open yard on the ground floor behind the Director’s office which consists of a veranda 5.40x1.65 meters, a few steps leading to a well mouth and an open covered cellar 3.20x2.15 meters.

The Noise:

For about two weeks prior to the date of the break in on 26.5.2007, the Director of the Centre reported hearing a noise of loud knocking at the eastern wall of the open yard that separates the two buildings. When the day guard of the Centre enquired about the noise from the settlers, he was told that they are doing some renovation in their kitchen.

The Discovery:

The morning of Saturday 26th of May 2007, one of the employees at the Centre arrived at 7:30 and as she walked towards the Director’s office, she saw someone walking in the open yard (the iron door was opened by the cleaning woman for airing and cleaning purposes), and the only action she took was to close and bolt the door. When the Director arrived around 8:15, the employee reported this and immediately the Director opened the door, descended down the few steps that lead to a cellar to see a brand new door installed in the eastern side of the wall. The Director alerted neighouring organizations and friends of the Saraya and some of the neighbours and youth brought bricks and cement to block the door. It was then that one of the settlers came out of the door protesting and claiming that the yard belongs to their building which contradicts all facts. After an encounter with the youth, the settlers called the police who informed both parties to stay put and not take any action (The settlers not to enter the yard; the Saraya not to block the door).

The Director of the Saraya objected to this ruling since it leaves the settlers free to reenter and this subjects the Saraya and its staff to grave danger. It was when the Director along with the employee who first witnessed the settler went to the Police Station in Jafa Gate to report the break-in that the settlers opened the door again which provoked the youth who immediately took action and closed the door with cement. The settlers called the police again, but the Director did not allow them in without a search warrant. On the same day, the Director contacted our lawyer and he confirmed categorically that it is our right to do anything to protect our property. Monday morning on 28.5.2007, a policeman came to the Centre, examined the situation and did not object to our action.

The advice of our lawyer is that we need not go to court and that again he says it is within our rights to block the door and protect our property.

Final Note:

Obviously this is the way the settlers, backed by their generous sponsors and their government, work in order to achieve their purpose of judaizing Jerusalem.

Al-Quds remains an Arabic city in its heritage and character and the attempts of the settlers to obliterate this fact will be proven futile.
