In statements made to the Israeli newspaper Yediot Ahronot on 21 May 2003 Israeli foreign minister Silvan Shalom alleged that Palestinian NGOs including "most human rights organizations in the West Bank and Gaza Strip provide shelter for Palestinian terrorists". His allegations included accusations that Palestinian NGOs shelter Palestinians complicit in terrorist ativities in their offices.

Al-Haq vehmenetly denies these charges and is deeply concerned by their possible implications for the continued work of human rights NGOs in the Occupied Palestinian Territories. Al-Haq together with other human rights and social justice NGOs in the Occupied Territories view the statements made by Minister Shalom as part of an ongoing attempt to delegitimize the work of Palestinian human rights activists. It is our concern that these acussations if allowed to pass unchecked could lead to the launching of direct attacks against Palestinian NGOs and to increased restrictions upon the free functioning of human rights activists.

These fears are grounded in our experiences throughout Israel's occupation and over the course of the current Intifada. Since Al-Haq was established in 1979 as the first human rights organization in the West Bank its ability to function has been severely hampered by the Israeli authorities. Staff members have been repeatedly harrassed and placed in administrative detention, and Al-Haq's offices have twice been raided. The most recent raid on Al-Haq's office came during "Operation Defensive Shield" and was a part of wider attacks upon Palestinian civil society which included systematic looting and vadalizm against Palestinian NGOs, cultural institutions, and PNA ministries by the Israeli military. Over the course of this Intifada several human rights workers including Al-Haq employee Yasir Al-Disi and Defense for Children International researcher Dawoud Darawi have also been detained and placed in administrative detention because of their work for human rights organizations.

These statements also coincide with increased restrictions placed by Israel upon the movement and access to the Occupied Territories of foreign aid workers, human rights researchers, government officials, journalists, and solidarity activists. Despite their possession of valid visas a number of these individuals have recently been arrested and deported, and more arrests have been threatened. Miranda Sissons, a researcher from Human Rights Watch, was arrested on the 9th of May. Several organizations including Medicines Du Monde - France have been forced to stop their activities due to new restrictions on their movement. Additionally a British journalist and American peace activists were recently killed by the Israeli military. Another British activist was shot in the head and has been declared clinically dead, while a third American activist was shot in the face and severely wounded by Israel forces.

Al-Haq, as with many Palestinian human rights NGOs, explicitly refuses to allow weapons into its offices regardless of the identity of the holder of the weapons. This ban is enforced upon European and American consular security personnel and Palestinians without distinction. Al-Haq strictly maintains a stance independent of all political parties, and continues to work according to international human rights standards for those who have been victims of abuse regardless of the identity of the victim or perpetrator of the abuse. It has been Al-Haq's experience that these basic values are shared by the other Palestinian human rights NGOs with which it work.

It is Al-Haq's hope that the international community and its partners abroad will not let Minister Shalom's statements pass unchecked. Continued solidarity is needed and voices speaking together in support of Palestinian and international human rights activists and Palestinians' human rights need to be heard. Israel must be told that its continued attacks on human rights and human rights activists will not be tolerated.
