Despite Israel’s killing of 92 Palestinians (including children and a pregnant woman) since the Road Map was issued on April 30, 2003, Palestinian Authority Minister of State for Security Affairs Mohammed Dahlan met late Saturday evening with Israeli counterparts in West Jerusalem to discuss Palestinian proposals for implementing the Road Map. Dahlan stressed that Israel’s reliance on assassinations and assaults on civilian populations is a violation of Israel’s Road Map obligations and endanger, rather than enhance, Israeli security.

Discussions focused on the link between Israel’s lack of security and the Palestinian lack of freedom. “The most effective means of delivering Israelis their security is by ending the occupation and delivering Palestinians their freedom,” said Dahlan to his Israeli counterpart Amos Gilad.

Specific Palestinian proposals for Road Map implementation included the transfer of security control of the Gaza Strip to Palestinian security forces. Dahlan stated that such transfer would only be successful if Israel completely halts its assassination and home demolition policy, allows Palestinian civilians and security forces full freedom of movement throughout the Gaza Strip by removing all checkpoints, and withdraws all Israeli occupation forces from all Palestinian areas. Dahlan also stressed the need to take confidence building measures such as freeing Palestinian political prisoners, and rebuilding the Gaza airport.

The Palestinians also proposed transfer of security control of certain Palestinian towns in the Occupied West Bank.

In addition, Dahlan stated that Palestinian security forces, which operate at a very limited capacity due to systematic Israeli destruction, must be allowed to be rebuilt in an expedited manner. According to the Road Map, Israel must commit to not destroying Palestinian Authority security infrastructure.

Israel is considering the Palestinian proposals. Both sides intend on meeting again in the near future to further discuss Road Map implementation though no specific dates have been set.

The meeting lasted just over three hours.
