Three ISM Internationals Remain in Israeli Custody; Judge Grants Human Rights Workers Bail Pending Appeal

Tel Aviv, July 24, 2003 Three international human rights workers with ISM, a nonviolent organization that promotes Palestinian civil liberties, have been granted release on bail, pending an appeal by Israeli prosecutors. The three are Tobias Karlsson of Sweden, Frederik Lind of Denmark, and Tariq Loubani of Canada.

Known as the 'Ariel Three' they were arrested on July 9 in Arrabony, near occupied Jenin on the West Bank, while sitting in a 'peace camp' in a show of solidarity with local farmers and villagers. Palestinians were demonstrating against the Israeli government's appropriation of their land to construct an 8 m (24 ft.) Apartheid wall that is cutting off access to their farms and orchards.

They had been photographed the previous day by members of the Israeli military, who ordered the camp to disband. The three were apparently arrested for mere association with the Palestinian rights organization, and have been held for the past 14 days at the Ariel police station. Yesterday they were moved to Ramla prison. Prosecutors are seeking the deportation of the three men from Israel and their interim imprisonment.

Today, Judge Gabriel Clean granted the three men release on bail, pending a request by Israeli prosectuors to present an appeal, scheduled for 11 am tomorrow. The judge rejected prosecutors' claims that the three represented a security threat to State of Israel. One international, Frederik Lind, in a separate agreement, will be allowed to leave the country tomorrow, July 25, because he was already scheduled for a flight home. Lind's deportation order will then be dropped.

Although Judge Clean ruled at midday that the three men should be released, they are barred from traveling to the Occupied Territories until their deportation case is heard on October 7. The three have opposed their deportation from Israel, stating that they were at the camp at the request of the Palestinians, and that the Israeli government does not have jurisdiction in the Occupied Territories. Until then the three men are prohibited from participating in political activities, including public demonstrations, and must register with the local police, according to Judge Clean's ruling.
