PLO official Hanan Ashrawi on Monday invited US Republican Newt Gingrich to visit Palestine as her guest, after the presidential candidate said the Palestinian people were "invented." "I personally offer to host Mr. Gingrich," Ashrawi said in a statement. In an interview Friday with the Jewish Channel, Gingrich said Palestinians were an "invented" people "who are in fact Arabs." On Saturday, he added: "These people are terrorists." Ashrawi invited the presidential hopeful "to re-learn his history and come to Palestine to see for himself, not only the suffering the Palestinian people face on a daily basis due to the Israeli military occupation, but also to experience the rich culture and history of the Palestinian people" She added: "it is unbelievable that Mr. Gingrich, who studied history at two outstanding American universities and even taught history, could make such a misguided comment, solely for the sake of political pandering." She noted that Gingrich labeled Palestinians as terrorists "on the same day that we mourned the loss of a young Palestinian peacefully protesting the military occupation of his land." Palestinian Authority Prime Minister Salam Fayyad also urged Gingrich to open a history book. "Even the most extremist settlers of Israel wouldn’t talk in such a ridiculous way," Fayyad told reporters on Saturday. Such remarks would be better suited for a politician adhering to "a Nazi ideology, a source of suffering for humanity, and the Jews topped the list of victims” of that ideology, he added.

My Rights, Our Power: A Joint Campaign Launched in Palestine to Raise Awareness on Women’s Fundamental Human Rights
1_March 2019, Ramallah – On the occasion of the International Women’s Day (8 March), a week-long joint campaign “My Rights, Our Power” was launched today in Palestine to raise awareness on women’s fundamental human rights. The joint effort, with participation from over 30 national and international partners from civil society organizations, media outlets, and international development agencies, targets youth, women, and men in various geographic areas in the West Bank, including East Jerusalem, and Gaza to promote women’s human rights in Palestine. The campaign comes at a crucial moment when the anticipated adoption of the Family Protection Bill is at a standstill, raising concerns among national and international stakeholders about the consequences of such delay on safeguarding women’s fundamental human rights in Palestine. According to the Palestine report of the International Men and Gender Equality Survey (IMAGES), nearly one in five Palestinian men (17 percent) surveyed said they had perpetrated act of physical intimate partner violence against female partners, while 21 per cent of women surveyed reported having experienced such violence. “Family violence, usually committed by a family member who has social or economic power over others in the family, causes enormous pain and suffering to all members of the family, especially the women and children,” said a spokesperson from civil society, which has vigorously initiated the development of the Family Protection Bill (FPB), and has strongly pushed its adoption since 2004. “The violation of women’s human rights manifests in various levels and should be also understood from economic, cultural, and social aspects,” the spokesperson added, highlighting the lack of opportunities and freedom of choice, as well as limited access to justice and services that women in Palestine still experience. The joint campaign aims to raise awareness of the general public, especially youth, women, and men on women’s fundamental rights in line with international standards and embedded in the Family Protection Bill draft endorsed by the previous Cabinet at the end of December 2018. Five key messages, addressing women’s right to a life free of violence, right to achieve justice and seek help in case of violation of such life, as well as the right to equal opportunities and right to make one’s own choices, will be distributed through various channels such as radio, social media, helpline (121), outreach activities, and on-site events. The closing event of the joint campaign will take place on 8 March in Jerusalem and will celebrate women’s achievements using TED-style talks, followed by art performances. “My Rights, Our Power” joint campaign is part of the global International Women’s Day 2019 campaign under the theme of “Think equal, build smart, innovate for change”. The theme focuses on innovative ways in which we can advance gender equality and the empowerment of women, particularly in the areas of social protection systems, access to public services and sustainable infrastructure, echoing the theme of the 63rd session of the Commission on the Status of Women (CSW 63) taking place in New York on 11-22 March 2019. Statement of Ambassador Dr. Riyad Mansour, Permanent Observer of the State of Palestine to the United Nations, before the United Nations Security Council Open Debate on Women, Peace and Security, 27 October 2017
Mr. President, We thank France for organizing this important meeting and extend our appreciation to the Chef de Cabinet of the Secretary General, the Executive Director of UN Women, the NGO Working Group on Women, Peace and Security and the Secretary-General of the Organisation Internationale de la Francophonie for their efforts and important briefings. The issue before us is of relevance not only for half the planet, but to all, given the role and contribution of women in the fields of peace and security and the untapped potential that could be unleashed by mainstreaming their participation. Since the adoption by consensus of resolution 1325 by this Council, a lot has happened, and yet we are still far from the goal of full and equal participation, including in the prevention and resolution of conflicts and in peace-building, and from ensuring the protection and empowerment of women. Gender equality and non-discrimination remain prerequisites for the fulfilment of the purposes and principles of this organization and all of our lofty, collective commitments, including the 2030 Agenda for Sustainable Development. The State of Palestine welcomes the Secretary General’s report and his commitment to implementing the women and peace and security agenda, including by placing gender at the centre of his prevention platform and surge in diplomacy. We appreciate all efforts by the UN in this regard, including by UN Women, OHCHR and UNDP, notably in the field of human rights, capacity building, employment and rule of law. We urge UN bodies, notably those operating in Palestine, including the Special Representative, to intensify their engagement and collaboration with women organizations. Mr. President, I wish to highlight some of Palestine’s own important efforts in this regard. The Palestinian women’s movement is one of the oldest and strongest in the region and beyond, with institutional and representative structures established as early as the 19th century. Within the PLO, the General Union of Palestinian Women was among the first unions to be established. A coordination of women frameworks within PLO political parties and other organizations has also been established as the “Women’s Affairs Technical Committee” in the aftermath of the 1991 Madrid Peace Conference. There have been many achievements thereafter. Among them: In 2012, Palestine inaugurated a High-Level National Committee for the implementation of resolution 1325, led by the Ministry of Women Affairs in partnership with relevant Ministries and NGOs. In 2016, the State of Palestine was among the 68 countries and areas that adopted a National Action Plan on women, peace and security. This Action Plan (2017-2019), adopted by both the Government and civil society organizations, identifies three primary objectives: 1. ensuring protection for women and girls both domestically and in the face of the Israeli occupation; 2. ensuring accountability through national and international mechanisms, with a particular focus on crimes and violations committed by the occupation; and 3. furthering women’s political participation in decision making at the national and international level. The State of Palestine also joined core IHL and human rights instruments, including CEDAW, without reservations. Women’s participation and empowerment are also important and cross-cutting objectives in the context of the National Policy Agenda (2017-2022). We are, however, conscious that, despite all these efforts, much more work remains to be done. Only in 2009 was a women elected to the highest executive body of the PLO. Quotas are still decisive in allowing women’s election to Parliament and local councils. And while women organizations were among the strongest advocates of national reconciliation, they have been unfairly absent from reconciliation talks. The relevant legislative framework applicable in Palestine is also outdated and must be revised to ensure consistency with Palestine’s international commitments and obligations and avail women the protection and rights they are entitled to and the opportunities they deserve. Mr. President, The Palestinian women’s movement since its establishment over a century ago pursued the struggle on two fronts – the struggle for the independence of Palestine and the struggle for women’s rights and empowerment – a dual struggle the movement continues to pursue to this day. The Israeli occupation remains the main source of the violations of our women’s rights and their vulnerability and violence against their person. We have repeatedly called for protection of the Palestinian people, especially women and children. We have also called for accountability, a key element of resolution 1325, the first resolution to address the disproportionate and unique impact of armed conflict on women, as the only way to put an end to violations and crimes. While Palestine stands ready to do its part to advance women rights and the role of women in the fields of peace and security, it is clear that the enjoyment of these rights in our country necessitates ending the Israeli occupation. We will thus continue to work for an end of the occupation and true progress on the path to independence, justice and peace, with the equal and full involvement of women, leading to an independent State of Palestine ensuring human rights for all its citizens without discrimination.

Seeking Justice: Statement by the Palestinian Women Coalition of UNSCR 1325 on the visit of the delegation of the International Criminal Court (ICC) Prosecutor’s Office on 9-10 October 2016 to Palestine
On the occasion of the ICC Prosecutor’s Office to Palestine, the Palestinian Women Coalition of UNSCR 1325, which consists of twelve different Palestinian women’s organisations, is urging the Prosecutor’s Office to take concrete actions towards investigating war crimes committed against Palestinians. The Women’s International League for Peace and Freedom remains deeply concerned with the complete impunity of Israeli war crimes and firmly supports the Coalition’s call for a just accountability mechanism for Palestinian victims. WILPF also calls on the international community to recognise and fully support Palestinian women’s organisations substantial role in paving the paths to justice, accountability and peace. We, the Palestinian Women Coalition of UNSCR 1325,welcome the visit of the delegation of the ICC Prosecutor’s Office as a step in the right direction. But we are deeply disappointed that the purpose of this visit was restricted to preliminary examination, while Palestinian victims of Israeli war crimes, including women, continue to suffer and urgently await justice and an end to Israel impunity. We do not understand the decision to exclude the Gaza Strip from this visit, when Gaza has been the site of the most war crimes and where women have been most systematically impacted by Israeli collective punishment policies; a prolonged imposed siege and a severe humanitarian deterioration resulting from Israeli military aggressions . We are further disappointed that women who have been systematically impacted, and their women’s organisations, have been excluded from the delegation’s agenda. We call upon all future delegations of the ICC Prosecutor’s Office to include on their agenda meetings with women’s organisations and women who have experienced direct and indirect impacts of Israeli crimes. We, the Palestinian Women Coalition of UNSCR 1325, have seen in UNSCR 1325, 2242, and other UN Resolutions a commitment to hold the Israeli perpetrators accountable for their war crimes. We look to the ICC as the most important mechanism to end impunity for all war crimes committed, finally bringing justice for the Palestinian people. Yet, we are very concerned that the preliminary examinations will be an endless process. Therefore, we urge, Ms. Fatou Bensouda, the Prosecutor of the ICC, to conclude the preliminary examination and move to investigations into Israeli war crimes, bringing justice to Palestinians. Christian Leaders: Israeli Ambassador 'Masks Reality'
Kairos Palestine, a group of Palestinian Christians, denounces Michael Oren's recent op-ed "Israel and the Plight of Mideast Christians," published in The Wall Street Journal. In this inaccurate and manipulative text, Oren, Israel's ambassador to the US, blames the plight of Palestinian Christians on oppression at the hands of Palestinian Muslims -- rather than at the hands of the illegal Israeli occupation itself, as is our reality. We add our voices to several other responses that have emphasized this reality and the ways in which Oren's op-ed attempts to mask it. Indeed, contrary to his assertions, Christian persecution is caused mainly by the occupation that systematically degrades all Palestinians, restricts our movement, confiscates our land, devastates our economy, and violates our rights -- including the very basic right to a decent life. We are particularly troubled by Oren's attribution of migration within the Palestinian Christian community to ill-treatment by Palestinian Muslims. This damaging analysis willfully ignores the underlying political oppression that afflicts Christians and Muslims alike. In the case of Bethlehem, for instance, it is in fact the rampant construction of Israeli settlements, the choke-hold imposed by the separation wall, and the Israeli government's confiscation of Palestinian land -- largely Christian-owned land in the Bethlehem area -- that has driven many Christians to leave. At present, a mere 13 percent of Bethlehem-area land is left to its Palestinian inhabitants. Oren’s article also reveals a disturbing conception of democracy itself, especially as he insists on emphasizing Israel's democratic character. In attempting to highlight ways in which Israel supposedly seeks to protect the survival and encourage the prosperity of the Christian community, Oren implies the Israeli state's lack of interest in ensuring the same for Muslims. Democracy is not selective. Any democratic state that bothered to implement its own ideals -- and, moreover, any ambassador to such a state -- would be ashamed of such an evidently distorted attitude toward its inhabitants and their rights. We are equally amazed by Oren's ludicrous boast that Israel, "in spite of its need to safeguard its borders from terrorists, allows holiday access to Jerusalem's churches to Christians." Indeed, one of occupation's chief outrages is the fact that anyone would need a permit to visit the city to begin with: restricted freedom of movement is among the fundamental injustices constricting our lives. Furthermore, permits are not granted to everyone (including on religious holidays); even when granted, the Israeli military may void them at any time. We also question the timing of Oren’s article and its dogged attempt to portray the state of Israel as tolerant of Christians -- an assertion whose fallacy we experience on a daily basis. Oren begins his text with a description of Hamas graffiti on the walls of a Bethlehem church in 1994. But he certainly doesn’t mention the Hebrew graffiti ("death to Christians," "Jesus is dead," and "price tag,") sprayed on the walls of churches in Jerusalem just a few days ago, and again last month. The writing, so to speak, is on the wall, and it will take much more than Oren's whitewashing to mask the hostility to which Palestinian Christians -- and all Palestinians -- are subjected in the contemporary reality of occupation. At every level, Oren's finger-pointing must be analyzed with an eye to the root causes he refuses to expose. For one thing, when he mentions the Church of the Nativity being inhabited and looted by gunmen, he neglects to mention the Israeli tanks shooting at the church from the outside. For another, while he goes on about present-day religious tension, he neglects to say that Christians and Muslims lived together for the past 1,500 years without major problems -- and that, upon the creation of the state of Israel in 1948, we lost more than 100,000 Christians virtually overnight. And the strongest, deepest roots of all -- the roots of empire and colonialism? These, too, go unacknowledged. The US invasion of Iraq, for instance, has done graver damage to Christian-Muslim relations across the world than anything that appears in Oren's article. As Kairos Palestine, we refuse to be marginalized in the way Oren defines our marginalization. We refuse to be pitted against our Palestinian Muslim neighbors and friends. And we refuse to let our collective oppression be manipulated in a way that fragments us, obscures us, or masks the oppression's true cause, which is the Israeli occupation. EU Foreign Ministers Statement on Middle East
The following is the full text of the conclusions of the Council of the European Union’s foreign ministers, adopted at their meeting in Brussels on 8 December. Council conclusions on the Middle East Peace Process (FAC, 8 December 2009) 1. The Council of the European Union is seriously concerned about the lack of progress in the Middle East peace process. The European Union calls for the urgent resumption of negotiations that will lead, within an agreed time-frame, to a two-state solution with the State of Israel and an independent, democratic, contiguous and viable State of Palestine, living side by side in peace and security. A comprehensive peace, which is a fundamental interest of the parties in the region and the EU, must be achieved on the basis of the relevant UN Security Council Resolutions, the Madrid principles including land for peace, the Roadmap, the agreements previously reached by the parties and the Arab Peace Initiative. 2. The Council reconfirms its support for the United States' efforts to resume negotiations on all final status issues, including borders, Jerusalem, refugees, security and water, respecting previous agreements and understandings. The European Union will not recognise any changes to the pre-1967 borders including with regard to Jerusalem, other than those agreed by the parties. The Council reiterates the EU's readiness to contribute substantially to post-conflict arrangements, aimed at ensuring the sustainability of peace agreements, and will continue the work undertaken on EU contributions on state-building, regional issues, refugees, security and Jerusalem. The Council underlines the need for a reinvigorated Quartet engagement and notes the crucial importance of an active Arab contribution building on the Arab Peace Initiative. 3. The EU stands ready to further develop its bilateral relations with the Palestinian Authority reflecting shared interests, including in the framework of the European Neighbourhood Policy. Recalling the Berlin declaration, the Council also reiterates its support for negotiations leading to Palestinian statehood, all efforts and steps to that end and its readiness, when appropriate, to recognise a Palestinian state. It will continue to assist Palestinian state-building, including through its CSDP missions and within the Quartet. The EU fully supports the implementation of the Palestinian Authority's Government Plan "Palestine, Ending the Occupation, Establishing the State" as an important contribution to this end and will work for enhanced international support for this plan. 4. Recalling the EU's position as expressed at the Association Council in June 2009, the Council reaffirms its readiness to further develop its bilateral relations with Israel within the framework of the ENP. The EU reiterates its commitment towards the security of Israel and its full integration into the region, which is best guaranteed through peace between Israel and its neighbours. 5. Encouraging further concrete confidence building measures, the Council takes positive note of the recent decision of the Government of Israel on a partial and temporary settlement freeze as a first step in the right direction and hopes that it will contribute towards a resumption of meaningful negotiations. 6. Developments on the ground play a crucial part in creating the context for successful negotiations. The Council reiterates that settlements, the separation barrier where built on occupied land, demolition of homes and evictions are illegal under international law, constitute an obstacle to peace and threaten to make a two-state solution impossible. The Council urges the government of Israel to immediately end all settlement activities, in East Jerusalem and the rest of the West Bank and including natural growth, and to dismantle all outposts erected since March 2001. 7. The EU welcomes Israel’s steps to ease restrictions of movement in the West Bank which have made a contribution to economic growth. The Council calls for further and sustained improvements of movement and access, noting that many check points and road blocks remain in place. The Council also calls on the Palestinian Authority to build on its efforts to improve law and order. 8. The Council is deeply concerned about the situation in East Jerusalem. In view of recent incidents, it calls on all parties to refrain from provocative actions. The Council recalls that it has never recognised the annexation of East Jerusalem. If there is to be a genuine peace, a way must be found through negotiations to resolve the status of Jerusalem as the future capital of two states. The Council calls for the reopening of Palestinian institutions in Jerusalem in accordance with the Roadmap. It also calls on the Israeli government to cease all discriminatory treatment of Palestinians in East Jerusalem. 9. Gravely concerned about the situation in Gaza, the Council urges the full implementation of UNSCR 1860 and the full respect of international humanitarian law. In this context, the continued policy of closure is unacceptable and politically counterproductive. It has devastated the private sector economy and damaged the natural environment, notably water and other natural resources. The EU again reiterates its calls for an immediate, sustained and unconditional opening of crossings for the flow of humanitarian aid, commercial goods and persons to and from Gaza. In this context, the Council calls for the full implementation of the Agreement on Movement and Access. While extremists stand to gain from the current situation, the civilian population, half of which are under the age of 18, suffers. Fully recognising Israel's legitimate security needs, the Council continues to call for a complete stop to all violence and arms smuggling into Gaza. The Council calls on those holding the abducted Israeli soldier Gilad Shalit to release him without delay. 10. The Council calls on all Palestinians to promote reconciliation behind President Mahmoud Abbas, support for the mediation efforts by Egypt and the Arab League and the prevention of a permanent division between the West Bank, including East Jerusalem, and Gaza. The Council would welcome the organisation of free and fair Palestinian elections when conditions permit. 11. A comprehensive peace must include a settlement between Israel and Syria and Israel and Lebanon. Concerning the Syrian track, the EU welcomes recent statements by Israel and Syria confirming their willingness to advance towards peace and supports all efforts aimed at the reactivation of the talks between the two countries. 12. The EU recalls that a comprehensive settlement of the Arab-Israeli conflict requires a regional approach and will continue its work on this in line with the June 2009 Council Conclusions using all its instruments to this effect. The EU also calls on all regional actors to take confidence building measures in order to stimulate mutual trust and encourages Arab countries to be forthcoming, both politically and financially, in assisting the Palestinian Authority and to Palestinian refugees through UNRWA.
