The Palestinian Initiatives for The Promotoion of Global Dialogue and Democracy
 
 
 

Dr. Hanan Ashrawi, the Palestinian legislator and spokesperson, urged any newly inaugurated administration in the U.S., whether Republican or Democrat, to "engage with the Quartet and the Arab States to launch an immediate peace negotiation" to bring an end to the conflict that has plagued the region for two generations.

"No more transitions," she said, in speaking at a hearing on Capitol Hill sponsored by the Council for the National Interest, "no more excuses to delay negotiations. Let's go directly to final status negotiations, so that the occupation can end and peace can be brought to the Middle East."

"It is surely in the national interest of United States and in the interest of its national security to have peace in the Middle East."

A just peace, she elaborated, would enhance the US standing in the region, create the requisites for stability and security, and unleash powerful forces for reform within the whole of the Arab world.

"I reiterate 'just peace,' because a just peace has its requirements. It cannot be imposed by the strong on the weak. It means the end of the military occupation of the West Bank and Gaza, it means that Israel will comply with international laws and conventions, and that the arms race, including the manufacture of weapons of mass destruction, will end." Only through a just peace, she argued, could hope, faith, and confidence be restored by all parties in the region.

Ambassador Edward L. Peck spoke on the need for changed perspectives. "Do our countrymen understand what is happening today in Palestine? With American support the Israelis are building a wall that does not separate them from Palestinians but separates Palestinians from their own land and water. It is in effect a prison wall. The solution to the Palestinian-Israeli conflict is about ending the occupation of Palestine. If the solution is not reached, it will be disaster for Israel, the Palestinians, and the U.S."

Eugene Bird, president of CNI, told the Hill audience that recent polls conducted by CNI and Zogby International indicated that Americans want the next administration to inaugurate a new policy toward Israel, one that would recognize the state of Palestine and hold Israel accountable for its flouting of international laws. "Either candidate is in a position to gain votes in the upcoming election by adopting a new, more objective policy toward the Middle East, and by putting a time-line for the end of the Israeli occupation of the West Bank and Gaza and by the US in Iraq."

Mr. Bird said that a fifth Zogby poll was underway and would be announced next week. It deals specifically with whether or not the long-running investigation of the American Israel Public Affairs Committee by the FBI is reason enough for registering it as an agent for a foreign government.

E. Faye Williams challenged the audience to become more involved in the presidential campaign, and urged members to ask pointed and specific questions about where candidates stand on Middle East issues. "We should know how they plan to end the Arab-Israeli dispute over Palestine, whether they believe in a free Iraq or Palestine, whether they see a need for a stronger United Nations, and whether a multinational force can be placed to secure peace in Palestine and Iraq."

This is the ninth of ten Capitol Hill public hearings sponsored by the Council for the National Interest.
