Today, PCHR has sent a letter to the Central Election Commission (CEC), the body organizing the Palestinian presidential election that will be held in January 2004. The letter includes PCHR's observations on a number of violations of regulations in relation to the timing of the election campaign by a number of candidates for the presidential election or their supporters. A presidential decree, which was issued on the 7th of December 2004, assigned the 25th of December 2004 as a date for the starting of the election campaign, and January the 7th 2005 as the final date of campaigning.

PCHR stated in its letter that it had observed a number of violations of the regulations of the election campaign. Such violations included the initiation of the election campaign by some candidates or their supporters before the time decided upon by the aforementioned presidential decree. A number of candidates have organized public meetings in public places. Booklets that explain the platform of candidates have also been distributed. During one of the meetings gun-firing was used to welcome one of the candidates. Supporter of a number of candidates stuck the photos and stickers of these candidates on walls to urge people to vote for them. Palestine Satellite Channel, which represents the official media, showed photos and repeatedly played a song for one of the candidates for a number of days. This is an improper use of incumbency in order to impact on the final outcome of the elections in favor of one candidate at the expense of others who do not have access to official facilities.

In the letter PCHR expressed the hope that the CEC would take the necessary steps to stop the aforementioned aspects of the election campaign, which violate the Palestinian election law. PCHR calls upon all candidates to comply with the designated periods and to end all and any ongoing campaigning activities.
