Washington DC, May 25 - The American Task Force on Palestine (ATFP) and the Foundation for Middle East Peace (FMEP) sponsored a joint briefing today for Palestinian Foreign Minister Nasser Kidwa at the Carnegie Endowment for International Peace in Washington, D.C. Minister Kidwa is currently visiting Washington as part of the delegation headed by Palestinian president Mahmoud Abbas, for meetings with President George Bush, the administration and Congressional officials, and leaders of the Arab and Jewish American communities.

Mr. Kidwa began by saying that Israel's first ever acceptance of a total and mutual cessation of hostilities, agreed upon at the Sharm El Sheikh summit, was an important development that distinguished this opportunity for peace from previous ones. The first priority remains the full implementation of the Sharm agreements, mainly a full withdrawal by Israeli forces to the September 2000 positions and the release of prisoners. Minister Kidwa followed this by summarizing Palestinian progress since the January 2005, ceasefire as occurring in three areas: elections, security and reform. In terms of elections, the internal debate continues over the new electoral and representation systems. On reform, progress has been made in combating corruption and building state institutions. On security, progress includes unifying the security services, implementing a new mandatory retirement plan and retraining the security personnel. Problems remain with Israeli refusal to allow the rearming of the security services with light weapons, thus denying them the opportunity to completely fulfill the security responsibilities Israel insists that they do. Addressing the situation on the ground, Kidwa said the Israeli barrier, settlements and the encirclement of Jerusalem were the "central problems" for the peace process. "We will not have much to talk about in the future if these continue, and prospects for a two-state solution will consequently greatly decrease," he said. To address these issues, Kidwa called for "clear affirmation of positions" from the U.S. This, he said was "extremely essential" for the Palestinian side.

Mr. Kidwa then addressed the issue of the Gaza withdrawal, confirming that the Palestinian side had not been provided with any logistics or details regarding the withdrawal from the Israeli government. What was more important, according to Kidwa, was the "extent" of the Israeli withdrawal in terms of the airport, seaport, economy and borders. "These issues need to be clarified and negotiated," he said adding, "We also need to clarify the relationship between the Gaza withdrawal and the Roadmap." Kidwa insisted that if the withdrawal was not complete, then Gaza would remain considered as occupied territory with the Geneva Convention still applicable. Final status talks, coupled with an understanding of the final outcome must begin after a successful Gaza withdrawal, he added.

Minister Kidwa concluded by insisting that while a Palestinian state with provisional borders was completely unacceptable for Palestinians, they were willing to listen to other solutions.

The briefing was followed by a Q&A session during which Kidwa rejected the Israeli position on Jerusalem as "unsustainable" and that the city must be open to all three monotheistic faiths, not just one. Responding to a question on the issue of Israeli settlement blocs, he said that while all settlements were illegal, a future agreement on settlements could only happen in the context of an equitable and negotiated exchange of territory. Kidwa added that, "the Clinton parameters have been accepted by the Palestinians as the basis for future negotiations, however I am not sure that Israel under the Sharon government still does [accept these parameters]."
