Washington, DC, July 12 -- The American Task Force on Palestine
(ATFP) today cautioned that there would be the far-reaching negative political, humanitarian and legal consequences if Israel carries out a plan to complete the encirclement of Arab East Jerusalem with the separation barrier. On July 10th, the Israeli cabinet authorized that preparations for the encirclement be completed by September 1, 2005. This move would be directly contrary to US President George W. Bush's May 26th urging of Israel not to 'contravene road map obligations or prejudice final status negotiations with regard to Gaza, the West Bank and Jerusalem.' By seriously prejudicing the status of Jerusalem, the proposed encirclement would also directly contradict President Bush's vision of a future based on two states living side by side in peace. The implementation of such a decision will negatively impact the lives of 55,000 Jerusalemite Palestinians stranded outside the barrier, as acknowledged by the Israeli government, by cutting them off from East Jerusalem's vital commercial, educational and medical services, as their West Bank brethren have been for years now. Equally important, it would also impact the approximately the remaining 200,000 Palestinians inside East Jerusalem, who would be cut off from the West Bank.

ATFP has consistently maintained that the issue of the Jerusalem is the most sensitive of the final status issues, both for Palestinians and other Arabs, as well as for Muslims worldwide.

'Unilateral Israeli actions aimed at isolating East Jerusalem from the West Bank are particularly damaging,' ATFP president Ziad Asali stressed. 'In addition to endangering a very fragile peace process, such activity makes a future Palestinian state territorially non-contiguous and non-viable. No Palestinian could accept a Palestinian state without a capital in Arab East Jerusalem. This is not to mention the dangerous message of exclusivity it sends to 1.2 billions Muslims around the globe.' ATFP urges the Bush administration to continue using its good offices to ensure that Prime Minister Sharon's government live up to its Roadmap obligations regarding refraining from all actions that prejudice issues that remain to be negotiated upon, including Jerusalem.

'This is an issue that has a direct impact on prospects for a two-state solution,' Asali said. 'No East Jerusalem means no Palestinian state and without a Palestinian state there is no two-state solution, only continued strife and violence for two peoples who have seen more than their share of both.'
