(Jerusalem, January 30, 2006) – Hamas should announce publicly and without delay that it will not carry out attacks that target civilians or cause them indiscriminate harm, Human Rights Watch said today in a letter to the leaders of the group. Hamas (the Islamic Resistance Movement, Harakat al-Muqawama al-Islamiyya), won the Palestinian parliamentary elections on January 25. The group’s military wing has carried out suicide bombings and other attacks that have killed scores of civilians and gravely wounded many others. The organization declared and has maintained a moratorium on such attacks for more than a year, but has never made a commitment to end them. Over the past year Hamas has also been responsible for firing home-made Qassam rockets at Israeli towns, in violation of the international humanitarian law prohibition against firing weapons that cannot be directed at specific military targets in or near civilian areas. “Hamas's new role in Palestinian politics makes it essential as well as opportune for it to make a commitment that it will not attack civilians under any circumstance," said Joe Stork, deputy director of the Middle East and North Africa division at Human Rights Watch. "Whatever happens in its relations with Israel, it must make clear that it will no longer undertake attacks against civilians." Hamas spokespersons have claimed that such attacks are in response to Israeli attacks that kill Palestinian civilians. But the absolute prohibition against targeting civilians extends to acts of reprisal for attacks against one's own civilians, Human Rights Watch said. “Attacks that intentionally kill and maim civilians flagrantly violate the most basic humanitarian principles," Stork said. "These are among the very worst kinds of crimes – war crimes and crimes against humanity – and all states have an obligation to bring the perpetrators to justice." My Rights, Our Power: A Joint Campaign Launched in Palestine to Raise Awareness on Women’s Fundamental Human Rights
1_March 2019, Ramallah – On the occasion of the International Women’s Day (8 March), a week-long joint campaign “My Rights, Our Power” was launched today in Palestine to raise awareness on women’s fundamental human rights. The joint effort, with participation from over 30 national and international partners from civil society organizations, media outlets, and international development agencies, targets youth, women, and men in various geographic areas in the West Bank, including East Jerusalem, and Gaza to promote women’s human rights in Palestine. The campaign comes at a crucial moment when the anticipated adoption of the Family Protection Bill is at a standstill, raising concerns among national and international stakeholders about the consequences of such delay on safeguarding women’s fundamental human rights in Palestine. According to the Palestine report of the International Men and Gender Equality Survey (IMAGES), nearly one in five Palestinian men (17 percent) surveyed said they had perpetrated act of physical intimate partner violence against female partners, while 21 per cent of women surveyed reported having experienced such violence. “Family violence, usually committed by a family member who has social or economic power over others in the family, causes enormous pain and suffering to all members of the family, especially the women and children,” said a spokesperson from civil society, which has vigorously initiated the development of the Family Protection Bill (FPB), and has strongly pushed its adoption since 2004. “The violation of women’s human rights manifests in various levels and should be also understood from economic, cultural, and social aspects,” the spokesperson added, highlighting the lack of opportunities and freedom of choice, as well as limited access to justice and services that women in Palestine still experience. The joint campaign aims to raise awareness of the general public, especially youth, women, and men on women’s fundamental rights in line with international standards and embedded in the Family Protection Bill draft endorsed by the previous Cabinet at the end of December 2018. Five key messages, addressing women’s right to a life free of violence, right to achieve justice and seek help in case of violation of such life, as well as the right to equal opportunities and right to make one’s own choices, will be distributed through various channels such as radio, social media, helpline (121), outreach activities, and on-site events. The closing event of the joint campaign will take place on 8 March in Jerusalem and will celebrate women’s achievements using TED-style talks, followed by art performances. “My Rights, Our Power” joint campaign is part of the global International Women’s Day 2019 campaign under the theme of “Think equal, build smart, innovate for change”. The theme focuses on innovative ways in which we can advance gender equality and the empowerment of women, particularly in the areas of social protection systems, access to public services and sustainable infrastructure, echoing the theme of the 63rd session of the Commission on the Status of Women (CSW 63) taking place in New York on 11-22 March 2019. Statement of Ambassador Dr. Riyad Mansour, Permanent Observer of the State of Palestine to the United Nations, before the United Nations Security Council Open Debate on Women, Peace and Security, 27 October 2017
Mr. President, We thank France for organizing this important meeting and extend our appreciation to the Chef de Cabinet of the Secretary General, the Executive Director of UN Women, the NGO Working Group on Women, Peace and Security and the Secretary-General of the Organisation Internationale de la Francophonie for their efforts and important briefings. The issue before us is of relevance not only for half the planet, but to all, given the role and contribution of women in the fields of peace and security and the untapped potential that could be unleashed by mainstreaming their participation. Since the adoption by consensus of resolution 1325 by this Council, a lot has happened, and yet we are still far from the goal of full and equal participation, including in the prevention and resolution of conflicts and in peace-building, and from ensuring the protection and empowerment of women. Gender equality and non-discrimination remain prerequisites for the fulfilment of the purposes and principles of this organization and all of our lofty, collective commitments, including the 2030 Agenda for Sustainable Development. The State of Palestine welcomes the Secretary General’s report and his commitment to implementing the women and peace and security agenda, including by placing gender at the centre of his prevention platform and surge in diplomacy. We appreciate all efforts by the UN in this regard, including by UN Women, OHCHR and UNDP, notably in the field of human rights, capacity building, employment and rule of law. We urge UN bodies, notably those operating in Palestine, including the Special Representative, to intensify their engagement and collaboration with women organizations. Mr. President, I wish to highlight some of Palestine’s own important efforts in this regard. The Palestinian women’s movement is one of the oldest and strongest in the region and beyond, with institutional and representative structures established as early as the 19th century. Within the PLO, the General Union of Palestinian Women was among the first unions to be established. A coordination of women frameworks within PLO political parties and other organizations has also been established as the “Women’s Affairs Technical Committee” in the aftermath of the 1991 Madrid Peace Conference. There have been many achievements thereafter. Among them: In 2012, Palestine inaugurated a High-Level National Committee for the implementation of resolution 1325, led by the Ministry of Women Affairs in partnership with relevant Ministries and NGOs. In 2016, the State of Palestine was among the 68 countries and areas that adopted a National Action Plan on women, peace and security. This Action Plan (2017-2019), adopted by both the Government and civil society organizations, identifies three primary objectives: 1. ensuring protection for women and girls both domestically and in the face of the Israeli occupation; 2. ensuring accountability through national and international mechanisms, with a particular focus on crimes and violations committed by the occupation; and 3. furthering women’s political participation in decision making at the national and international level. The State of Palestine also joined core IHL and human rights instruments, including CEDAW, without reservations. Women’s participation and empowerment are also important and cross-cutting objectives in the context of the National Policy Agenda (2017-2022). We are, however, conscious that, despite all these efforts, much more work remains to be done. Only in 2009 was a women elected to the highest executive body of the PLO. Quotas are still decisive in allowing women’s election to Parliament and local councils. And while women organizations were among the strongest advocates of national reconciliation, they have been unfairly absent from reconciliation talks. The relevant legislative framework applicable in Palestine is also outdated and must be revised to ensure consistency with Palestine’s international commitments and obligations and avail women the protection and rights they are entitled to and the opportunities they deserve. Mr. President, The Palestinian women’s movement since its establishment over a century ago pursued the struggle on two fronts – the struggle for the independence of Palestine and the struggle for women’s rights and empowerment – a dual struggle the movement continues to pursue to this day. The Israeli occupation remains the main source of the violations of our women’s rights and their vulnerability and violence against their person. We have repeatedly called for protection of the Palestinian people, especially women and children. We have also called for accountability, a key element of resolution 1325, the first resolution to address the disproportionate and unique impact of armed conflict on women, as the only way to put an end to violations and crimes. While Palestine stands ready to do its part to advance women rights and the role of women in the fields of peace and security, it is clear that the enjoyment of these rights in our country necessitates ending the Israeli occupation. We will thus continue to work for an end of the occupation and true progress on the path to independence, justice and peace, with the equal and full involvement of women, leading to an independent State of Palestine ensuring human rights for all its citizens without discrimination.

On the occasion of the ICC Prosecutor’s Office to Palestine, the Palestinian Women Coalition of UNSCR 1325, which consists of twelve different Palestinian women’s organisations, is urging the Prosecutor’s Office to take concrete actions towards investigating war crimes committed against Palestinians. The Women’s International League for Peace and Freedom remains deeply concerned with the complete impunity of Israeli war crimes and firmly supports the Coalition’s call for a just accountability mechanism for Palestinian victims. WILPF also calls on the international community to recognise and fully support Palestinian women’s organisations substantial role in paving the paths to justice, accountability and peace. We, the Palestinian Women Coalition of UNSCR 1325,welcome the visit of the delegation of the ICC Prosecutor’s Office as a step in the right direction. But we are deeply disappointed that the purpose of this visit was restricted to preliminary examination, while Palestinian victims of Israeli war crimes, including women, continue to suffer and urgently await justice and an end to Israel impunity. We do not understand the decision to exclude the Gaza Strip from this visit, when Gaza has been the site of the most war crimes and where women have been most systematically impacted by Israeli collective punishment policies; a prolonged imposed siege and a severe humanitarian deterioration resulting from Israeli military aggressions . We are further disappointed that women who have been systematically impacted, and their women’s organisations, have been excluded from the delegation’s agenda. We call upon all future delegations of the ICC Prosecutor’s Office to include on their agenda meetings with women’s organisations and women who have experienced direct and indirect impacts of Israeli crimes. We, the Palestinian Women Coalition of UNSCR 1325, have seen in UNSCR 1325, 2242, and other UN Resolutions a commitment to hold the Israeli perpetrators accountable for their war crimes. We look to the ICC as the most important mechanism to end impunity for all war crimes committed, finally bringing justice for the Palestinian people. Yet, we are very concerned that the preliminary examinations will be an endless process. Therefore, we urge, Ms. Fatou Bensouda, the Prosecutor of the ICC, to conclude the preliminary examination and move to investigations into Israeli war crimes, bringing justice to Palestinians. Israel/Lebanon: Israel Responsible for Qana Attack Indiscriminate Bombing in Lebanon a War Crime
(Beirut, July 30, 2006) - Responsibility for the Israeli airstrikes that killed at least 54 civilians sheltering in a home in the Lebanese village of Qana rests squarely with the Israeli military, Human Rights Watch said today. It is the latest product of an indiscriminate bombing campaign that the Israel Defense Forces (IDF) have waged in Lebanon over the past 18 days, leaving an estimated 750 people dead, the vast majority of them civilians. "Today's strike on Qana, killing at least 54 civilians, more than half of them children, suggests that the Israeli military is treating southern Lebanon as a free-fire zone," said Kenneth Roth, Executive Director of Human Rights Watch. "The Israeli military seems to consider anyone left in the area a combatant who is fair game for attack." This latest, appalling loss of civilian life underscores the need for the U.N. Secretary-General to establish an International Commission of Inquiry to investigate serious violations of international humanitarian law in the context of the current conflict, Roth said. Such consistent failure to distinguish combatants and civilians is a war crime. A statement issued today by the IDF said that responsibility for the Qana attack "rests with the Hezbollah" because it has used the area to launch "hundreds of missiles" into Israel. It added: "Residents in this region and specifically the residents of Qana were warned several days in advance to leave the village." On July 27, Israeli Justice Minister Haim Ramon said that Israel had given civilians ample time to leave southern Lebanon, and that anyone remaining could be considered a supporter of Hezbollah. "All those now in south Lebanon are terrorists who are related in some way to Hezbollah," he said, according to the BBC. "Just because the Israeli military warned the civilians of Qana to leave does not give it carte blanche to blindly attack," Roth said. "It still must make every possible effort to target only genuine combatants. Through its arguments, the Israeli military is suggesting that Palestinian militant groups might 'warn' all settlers to leave Israeli settlements and then be justified in targeting those who remained." Even if the IDF claims of Hezbollah rocket fire from the Qana area are correct, Israel remains under a strict obligation to direct attacks at only military objectives, and to take all feasible precautions to avoid the incidental loss of civilian life. To date, Israel has not presented any evidence to show that Hezbollah was present in or around the building that was struck at the time of the attack. Tens of thousands of civilians remain in villages south of the Litani River, despite IDF warnings to leave. Some have chosen to stay, but the vast majority is unable to flee due to destroyed roads, a lack of gasoline, high taxi fares, sick relatives, or ongoing Israeli attacks. The sick and poor are those who mostly remain behind. The attack took place around 1:00 a.m. today, when Israeli warplanes fired missiles at the village of Qana. Among the homes struck was a three-story building in which 63 members of two extended families, the Shalhoub and Hashim families, had sought shelter. The civilians had taken refuge there because it was one of the larger buildings in the area and had a reinforced basement, according to the deputy mayor of the town, Dr. Issam Matuni. According to the Lebanese civil defense and the Lebanese Red Cross, at least 54 civilians, including 27 children, were crushed to death when the building collapsed. Rescue teams were unable to reach the village until 9:00 a.m. because of ongoing heavy IDF bombardment in the area. None of the bodies recovered so far have been militants, and rescue workers say they have found no weapons in the building that was struck. Qana was the site of a 1996 Israeli air strike on a U.N. compound sheltering fleeing civilians that killed more than 100 people. Human Rights Watch research established at the time that the 1996 strike was also an indiscriminate attack by the Israeli military. Human Rights Watch researchers have been in Lebanon since the onset of the current hostilities and have documented dozens of cases in which Israeli forces have carried out indiscriminate attacks against civilians while in their homes or traveling on roads to flee the fighting. A report of these findings and their legal consequences will be issued later this week. Human Rights Watch has also documented Hezbollah's deliberate and indiscriminate firing of Katyusha rockets into civilian areas in Israel, resulting in 18 civilian deaths to date. These serious violations of international humanitarian law are also war crimes. "War crimes by one party to a conflict never justify war crimes by another," Roth said. Lebanon/Israel: Do Not Attack Civilians
Israel and Hizballah Threaten to Hit Populated Areas Hizballah and Israel must not under any circumstances attack civilians in Israel and Lebanon, Human Rights Watch said today. Human Rights Watch called on all sides to scrupulously respect the absolute prohibition against targeting civilians or carrying out attacks that indiscriminately harm civilians. "Hizballah and Israel must make protecting civilians the priority, and direct attacks only at military targets," said Joe Stork, deputy director of the Middle East and North Africa division at Human Rights Watch. Human Rights Watch said that attacks on civilians, or acts to intimidate civilians, clearly violate international humanitarian law, and may constitute war crimes, even if carried out in reprisal for attacks by an adversary on one's own civilians. Following Hizballah's capture of two Israeli soldiers from the Israeli side of the Lebanese border yesterday, Israel launched air and artillery attacks against targets in Lebanon, including Beirut's international airport and bridges and highways south of the capital, and instituted an air, sea, and land blockade. According to media reports, the attacks have killed at least 55 civilians and wounded more than 100. Hizballah forces have launched scores of rockets across the border into northern Israel, killing two civilians and injuring approximately 150. Today, Israeli military officials and Hizballah leaders traded threats to attack areas populated by civilians. The Israeli chief of staff, Brig.Gen. Dan Halutz, noted in public remarks that senior Hizballah leaders live and work in southern Beirut, and said Beirut could be targeted if Hizballah continued to fire rockets into northern Israel. "Nothing is safe [in Lebanon], it's as simple as that," Halutz said. A Hizballah statement said, "In case the southern suburb of Beirut or the city of Beirut come under direct Israeli attack, we announce that we will bombard the city of Haifa and its environs." Israeli media reports quoted an unnamed officer of the Israel Defense Forces as saying, "If they attack Haifa and Hadera, it will constitute a reason to severely damage Lebanese infrastructures, including Hizballah's 20-storey buildings inside Beirut." This evening some media reported that at least one rocket fired from Lebanon had landed in or near Haifa. Hizballah reportedly denied it had launched any such attacks. At the time of writing, Israeli media reported that the Israeli Air Force was dropping leaflets in Beirut urging people to leave areas where Hizballah leaders live or work. International humanitarian law requires that armed forces distinguish between combatants and civilians, and between military objects and civilian objects, at all times. It is also forbidden to carry out indiscriminate attacks or attacks that cause damage disproportionate to the anticipated concrete military advantage.

Israel: Investigate Gaza Beach Killings Artillery Strike Probably Killed Palestinian Family
(Gaza City, June 13, 2006) - Israel should immediately launch an independent, impartial investigation of a June 9 Israeli artillery strike on a beach north of Gaza City, Human Rights Watch said today. Seven Palestinian civilians picnicking on the beach were killed that day and dozens of others were wounded. Human Rights Watch researchers have visited the site to examine the fatal crater and have interviewed victims, witnesses, security and medical staff. "There has been much speculation about the cause of the beach killings, but the evidence we have gathered strongly suggests Israeli artillery fire was to blame," said Sarah Leah Whitson, director of the Middle East and Africa division at Human Rights Watch. "It is crucial that an independent investigative team, with the necessary expertise, verify the facts in a transparent manner." The independent investigation should involve the use of external, international experts. Human Rights Watch called on the Palestinian Authority to permit such an investigation, including allowing access to the site by the investigative team. Israel has carried out an internal army probe into the incident and released its findings this evening, saying the explosion was not caused by an Israeli artillery shell. However, such internal investigations by the Israel Defense Forces (IDF) have generally fallen short of international standards for thorough and impartial investigations and have rarely uncovered the truth or held to account the perpetrators of violations, as documented in a 2005 Human Rights Watch report, Promoting Impunity: The Israeli Military's Failure to Investigate Wrongdoing. The head of the IDF's southern command, General Yoav Galant, has said that IDF forces fired six artillery shells at an area described as approximately 250 meters away from the fatal incident between 4:32 p.m. and 4:51 p.m. on Friday, June 9. Human Rights Watch investigations indicate that the evidence overwhelmingly supports the allegations that the civilians were killed by artillery shells fired by the IDF. The attack at the beach comes amidst an intensified Israeli response to Qassam rocket attacks by Palestinian armed groups operating in the area. Human Rights Watch, which is also investigating the use of Qassams against Israeli civilians, has previously called on Palestinian armed groups to cease such unlawful attacks. The Qassam attacks violate international law because they fail to discriminate between military targets and civilians. Qassam rockets are highly imprecise, homemade weapons that are incapable of being targeted at specific objects. Human Rights Watch researchers currently in Gaza interviewed victims, witnesses, Palestinian security officers and doctors who treated the wounded after the incident. They also visited the site of the explosion, where they found a large piece of unoxidized jagged shrapnel, saatamped "155mm," which would be consistent with an artillery shell fired by the IDF's M-109 Self-Propelled Artillery. Human Rights Watch spoke to the Palestinian explosive ordnance disposal unit who investigated three craters on the beach, including the one where the civilians were killed. According to General Salah Abu `Azzo, head of the Palestinian unit, they also gathered and removed shrapnel fragments consistent with 155mm artillery shells. Eyewitnesses interviewed by Human Rights Watch described between five and six explosions on the beach between 4:30 p.m. to 5 p.m., the time frame when the IDF fired artillery onto the beach and when the seven civilians were killed. Two survivors said they heard the sound of an incoming projectile and saw a blur of motion in the sky before the explosion that killed the seven civilians. Residents of northern Gaza are familiar with the sounds of regular artillery fire. Doctors also confirmed to Human Rights Watch researchers that the injuries from the attack, which were primarily to the head and torso, are consistent with the heavy shrapnel of artillery shells used by the IDF. Doctors said the shrapnel they removed from Palestinian patients in Gaza was of a type that comes from an artillery shell. According to readings from a Global Positioning Satellite taken by Human Rights Watch, the crater where the victims were killed was within the vicinity of the other artillery craters created by the IDF's June 9 artillery attack and was the same shape and size. One crater was 100 meters away from the fatal crater, and the rest were 250 to 300 meters away. Some Israeli officials have suggested the explosion may have been caused by a mine placed by Palestinian militants, rather than one of their artillery shells, despite the fact that they cannot account for the final landing place of one of their six shells. However, according to on-site investigations by Human Rights Watch, the size of the craters and the type of injuries to the victims are not consistent with the theory that a mine caused the explosion. The craters are too large to be made by bounding mines, the only type of landmines capable of producing head and torso injuries of the type suffered by the victims on June 9. Additionally, Palestinian armed groups are not known to have, or to have used, bounding mines; the Palestinian government bomb squad said it has never uncovered a bounding mine in any explosive incident. Since its September 2005 pullout from Gaza, the IDF has regularly struck northern Gaza with artillery shelling, in response to Qassam rocket attacks from the area by Palestinian armed groups. In the last 10 months, Israel has admitted to firing more than 5,000 artillery shells into the area. The United Nations Office for the Coordination of Humanitarian Affairs puts the number at 5,700 IDF shells fired since the end of March 2005. According to the Palestinian Ministry of Health, IDF artillery fire has killed 47 Palestinians, including 11 children and five women, and injured 192 others since September 2005. It has also damaged dozens of homes in northern Gaza. Human Rights Watch researchers visiting the area say almost every house on the periphery of areas of Beit Hanoun and Beit Lahia in northern Gaza has holes in it indicative of Israeli artillery shrapnel. In a June 10 interview with the New York Times, General Aviv Kochavi, the Israeli commander for the south, indicated that the purpose of the artillery shelling is to deter future attacks and punish area residents: "The message we are trying to convey, you can call it deterrence, but it's 'Ladies and gentlemen, there is an equivalence: so long as you shoot qassams at us, we'll shoot at you.'" International law requires attacking forces to distinguish between soldiers and civilians, targeting only the former. It prohibits indiscriminate attacks, which use a method or means of warfare that cannot distinguish between the two groups. It also prohibits disproportionate attacks in which the civilian harm outweighs military necessity. "The IDF has a legal duty to do everything feasible to verify that targets are military objectives and to avoid civilian deaths," Whitson said. "The investigation should determine how the beach picnickers died and whether international law was violated. If that's the case, it must consider how best to compensate the victims and how to prevent future deaths." Human Rights Watch researchers have been in Sderot and Gaza on a fact- finding mission documenting the impact of Palestinian Qassam fire from Gaza into Israel and Israeli artillery shelling into northern Gaza. In Israel, the team was in Sderot when the town was hit by two Palestinian Qassams on Thursday, June 8, and also witnessed two more Qassams hitting Nativ Ha'asara the same day; there were no apparent injuries as a result of those attacks. Since Human Rights Watch's visit to the Western Negev, the Israeli media has reported that 54 Qassam rockets have been fired at Sderot. According to news reports, on Sunday one rocket seriously wounded Yonatan Engel, a 60-year-old resident of Sderot. Eyewitness Accounts According to witnesses, the Ghalya family went to the beach on June 9 for a family outing. After shells fell nearby, the father, `Ali, hurriedly gathered his family together and called for a car. An explosion then occurred in the middle of the family group. "Their legs I could see inside. Their intestines I could see spilling out," said Mohammed Sawarka, 28, who rushed to the scene to help. "A 1- month-old child was dead inside its carriage." He also found a hand in the sand. Doctors at the Shifa Hospital corroborated this testimony. Amani Ghalya, 22, suffered severe abdominal injuries and lost her arm. Her sister, Latifa, 7, has brain damage. Both were still in the intensive care unit on Sunday, June 11. Their mother Hamdia, 40, `Ali's second wife, suffered a compound fracture and lost a chunk of flesh in her arm. She also pointed to shrapnel wounds to her abdomen and upper leg. The family members killed in the attack, and their ages, were: `Ali `Isa Ghalya, 49; Ra'issa Ghalya, 35; Haitham Ghalya, 1; Hanadi Ghalya, 2; Sabrin Ghalya, 4; Ilham Ghalya, 15; and `Alia Ghalya, 17. Shrapnel from the blast also pierced a nearby car where Hani Radwan Azanin's daughters Nagham, 4, and Dima, 7, were hiding. They suffered serious injuries to their backs and arms. Human Rights Watch visited the car and found multiple shrapnel holes and a piece of shrapnel. "All of the patients are suffering from multiple injuries. There was massive destruction of bone, muscle, skin," said Dr. Nabil Al-Shawa of Gaza's Shifa Hospital, who treated some of the victims. The research team took photographs of some of the survivors, available on the Human Rights Watch website. Syria Takes Welcome Action on Iraqi Palestinians Other Governments Should Also Admit Refugees
(New York, May 13, 2006) – Middle East governments should follow Syria’s example in accepting refugees and asylum seekers fleeing violence in Iraq, Human Rights Watch said today. The Syrian government this week admitted 244 Palestinian refugees who had been stranded at the Jordanian border, as well as another group of around 40 who fled to Syria directly from Baghdad. “Syria has stepped forward to protect a particularly vulnerable group of refugees,” said Bill Frelick, Refugee Policy director for Human Rights Watch, who visited the refugees in their makeshift camp on the Iraqi side of the Jordanian border on April 30. “Some of the refugees had seen their relatives and friends brutalized and murdered in Iraq.” The first 89 refugees arrived at the Jordanian border on March 19, and were soon joined by others fleeing threats and violence directed against Palestinians in Baghdad. The refugees were stuck at a remote and inhospitable border post, living hand-to-mouth and in fear. On April 7, Human Rights Watch called upon the Jordanian authorities to admit them, to no avail. On May 9, the International Organization for Migration transported the refugees in nine buses to the Syrian border. Armed men in Iraq reportedly attacked the convoy, but although they broke bus windows, they did not fire shots, according to refugee accounts of the incident. The United Nations High Commissioner for Refugees (UNHCR), among others, has made efforts to ensure the safety of around 34,000 Palestinian refugees living in Baghdad. Grand Ayatollah Sayyid al-Sistani issued a statement on April 30 forbidding attacks on them, in response to a wave of attacks on Palestinians in the aftermath of the bombing of a Shia shrine, the al-`Askariyya Mosque, in Samarra on February 22. Despite these efforts, Palestinians at risk in Iraq have neither safe means of leaving the country nor places willing to take them should their evacuation be necessary, Human Rights Watch said. “These Palestinians are refugees twice over. Israel denies them their right to return to their homeland, but Iraq has become a country where they are targeted for violence,” said Sarah Leah Whitson, director of Human Rights Watch’s Middle East and North Africa division. “Syria’s action in admitting them should be an example for other countries in the region.” Most of the Palestinians in Iraq became refugees during the 1948 Arab-Israeli war when they fled fighting in Gaza and areas now in Israel. Their children were born and have lived their entire lives in Iraq. Syria should not have to bear the asylum burden alone, Human Rights Watch said. The international community should help Syria financially and, where appropriate, provide resettlement for refugees who cannot remain in the region. Syria already hosts 425,000 Palestinian refugees and at least as many Iraqis who have fled sanctions, war and persecution, the overwhelming majority of whom are not formally recognized as refugees.
