The Palestinian Initiatives for The Promotoion of Global Dialogue and Democracy
 
 
 

Ramallah – A group of young women leaders, part of the “Voices for Change” Initiative decided to break the silence surrounding sexual harassment and launch a widespread campaign to stymie this problem. The women are hoping to rally the support of official and nonofficial institutions for their cause.

According to project coordinator Abeer Zaghari, the initiative is part of the “Supporting Young Palestinian Women Leadership: Promoting Women’s Voices” project carried out by MIFTAH, which targets a group of young socially active Palestinian women leaders in the central, northern and southern districts. The project is funded by the American Consulate General’s Cultural Affairs office in Jerusalem and is aimed at supporting the target group and empowering them in leadership roles.

According to Zaghari: “This project is unique in terms of the youths’ creativity in their initiatives, which addressed sensitive social issues that mirror the needs and concerns of youth. The group’s initiative in the central part of the country focused on the issue of sexual harassment, a phenomenon which has been on the rise in Palestinian society.”

Hence, the central district group for “Voices for Change” conducted a town hall meeting meeting on sexual harassment in Ramallah, showing a short film produced by the group itself. The film explained the concept of sexual harassment through suggestive behaviors between the harasser and the victim. It also explained the concept of breaking the silence barrier through the screams of the harassed women and girls who yelled out: “Enough!” This became one of the group’s catchphrases through which the women tried to stop the harassment towards them. Several other slogans were raised as well such as: “Towards deterrent laws against the harassment of women” and “Towards a state of laws and just legislative climate for the protection of women.”

The recommendations, which were drafted and handed to Ramallah and Al Bireh Governor Dr. Leila Ghannam, pointed to the need to enact laws for protecting women from violence in all forms. They also pointed to the need to revive the community role of the policetowards raising awareness among all sectors of society against the various forms of violence and sexual violence in particular, and to halt the culture of silence.

Dr. Ghannam, who met with the women in her office, was very supportive of the initiative, reaffirming the importance of youths – both male and female –in fighting this problem.

While Ghannam acknowledged that there have been changes regarding the concept of women’s participation, she said there was much more work to be done to change society’s cultural perceptions of women: “We have an enormous responsibility,” she said. “We must all participate, especially among decision makers. This governorate has assumed the responsibility of becoming partners for women and working to protect and enable them to defend their rights.”

Ghannam explained that while laws were “very important” they did not necessarily elicit a change in culture and awareness. “We must work from all angles,” she maintained, adding that “harassment is definitely an issue of culture and awareness.”

“The Voices for Change” initiative against sexual harassment will not be limited to memos and recommendations however, says project coordinator Zaghari. “These will be followed by a series of activities to raise awareness on the subject, in the field and in the media. We want a society free of sexual harassment.”
