Ramallah—In a meeting held by MIFTAH last week on amending the local elections law, participants recommended to put pressure on the Ministerial Cabinet to expedite the ratification of the amended draft Local Councils' Elections Law by the President of Palestine, in accordance with Article 43 of the Basic Law. Participants also called for joint actions with parties, factions and Civil Society Organizations to form a forceful alliance to put pressure on the government and presidency for this purpose. One of the recommendations of the meeting was to use the influence of the Central Elections Commission (CEC) in pressing towards the amendment of the law. Participants confirmed that a consensus is reached around the proposed amendments; however, the impediments that limit law enforcement and implementation must be addressed.

Similar discussions took place last year and during the beginning of this year, which resulted in a set of recommendations that called for lowering the candidacy age in local councils from 25 to 21; raising the women’s quota to 30% and lowering the threshold from 8% to 5%. A number of members of the parliamentary blocs and lists in the Palestinian Legislative Council (PCL), as well as representatives from the President’s Office, the Ministerial Cabinet and the Ministry of Local Government attended a meeting that was held in MIFTAH's office to present the draft law that was prepared in coordination with the CEC to the PLC members.

Participants stressed on the importance of the role of the media in shedding light on the strengths and weaknesses pertaining to the status of women participation, in addition to highlighting the role of youth in general. A consensus was reached among participants that it is not enough to merely formulate laws and legislations but that other interrelated factors must be accomplished. These include, monitoring, evaluation and accountability, while, in parallel, involve the local community as an influential body towards the official endorsement of the recommended amended Local Elections Law. Participants also urged for good preparation for the elections, including organizing women and youth to participate in the elections, especially from political factions and parties.

Speakers directed the development of societal concepts for accepting the subsistence of women in local councils in two main streams; the availability of qualified candidates to run for the elections, which means the need to change typical stereotypes affecting women. Then, laws must be adopted and applied to influence a change in the dominant culture which is affecting women advancement in the society, taking into consideration that changing and developing concepts is a lengthy, ongoing, and a sustained process.

This meeting culminates a series of meetings that were conducted to follow up on the outcome recommendations of 5th National Gathering for women leaders and local council members which was held by MIFTAH on November 14, 2013, in addition to the dialogue session that was held on March 15, 2014, which was attended by elected female local councils members, political activists from the various factions as well as leaders of political parties. The overall objective is to promote the political participation of women and youth in political life, mainly in local councils, and to shed light on the importance of positive interventions to improve and advance the status of women in the public realm in general and in local councils in particular.
