The Israeli leaderships has used strong language to condemn the attacks, which Avigdor Lieberman Israel's foreign minister vows "will not be overlooked", but senior military and defence strategists believe it is unlikely this tough talk will be acted on.

"There is an ongoing war of terror all over the world. Most nations are suffering and it would be wrong to react specifically," said a former director of Israel's ministry of defence. Major General Uzi Eilam revealed there had been advanced warning signs of an attack on Israeli embassies and many had adopted extra precautions against the threat of terrorism.

"In future we will have to be ever more watchful and more careful but revenge is not the right approach. I don't believe a strong reaction from Israel [to these attacks] is likely," General Eilam added.

Tal Yehoshua Koren, the wife of an Israeli envoy to India caught in Monday's attack, remained in hospital on Tuesday recovering from an operation to remove shrapnel from her back. Yehoshua Koren managed to escape from her car after it exploded having seen a motorcyclist wearing a black helmet attach the bomb, her relatives claim. Another explosive device found at the Israeli embassy in Tbilisi was defused.

Leading Israeli newspaper Ha'aretz suggests the attempted terror attacks were an anticipated response to Israel's targeted killing of Iranian scientists. It suggests the embassy attacks clearly mimic assassination methods used against key Iranian nuclear figures, such as Mostafa Ahmadi Roshan killed in Tehran last month by a bomb planted on his car.

Israeli government spokespeople refused to be drawn on Israel's planned response to the twin bomb attacks but have reiterated the prime minister's conviction that Iran is responsible.

"We are sure of who was responsible. As much as Israel knows this, so do other governments," said one senior Israeli government official on condition of anonymity.

"Hizbollah foreign operations and Iranian covert activities work hand in hand. This is a relationship that reaches back to the 1990s. This is why the prime minister said yesterday that Iran is the largest exporter of terror in the world as they use Hizbollah as an army for their policies. This is clear and a formula we know all too well."

Tehran has vehemently denied any involvement with the attempted attacks, claiming that Israel itself is the most likely culprit. Speaking with the Iranian state news agency, Rami Mehamnparast, a foreign ministry spokesperson, said: "Israel perpetrated the terror actions to launch psychological warfare against Iran". He claimed the bombings were designed "to tarnish Iran's friendly ties with its host countries".
