Introduction

Every year the United States Department of State issues a report entitled "Country Reports on Human Rights Practices," outlining the compliance with, or lack of, internationally recognized individual, civil, political and worker rights of people in 196 countries. These rights, as set forth in the Universal Declaration of Human Rights, include "freedom from torture or other cruel, inhuman or degrading treatment or punishment, from prolonged detention without charges, from disappearance or clandestine detention, and from other flagrant violations of the right to life, liberty and the security of the person." By monitoring these rights worldwide, it is hoped that respect for human rights and dignity within government and law will be ensured, protected and implemented. Every person possesses the inalienable right to enjoy basic freedoms, such as "freedom of expression, association, assembly, movement and religion, without discrimination on the basis of race, religion, national origin, or sex."

The following is the chapter report on human rights practices in Israel and the Occupied Territories. According to the report, Israel's major problems included numerous unlawful killings of and widespread discrimination against Palestinians in the Occupied Palestinian Territories, discrimination against its Arab citizens and abuse of Palestinian prisoners by Israeli forces. Conditions in the temporary detention centers and interrogation facilities remained particularly poor and dangerous. In 2004, the Israeli government arrested thousands of people in Israel, mainly Palestinians from the Occupied Territories and foreign workers, without charging them. Many of them are still in jail today. Palestinian militants and Palestinian Authority security forces also committed numerous, serious abuses, according to the report. The report also noted that Israel did little to "reduce institutional, legal, and societal discrimination against the country's Arab citizens."
