The final workshop for MIFTAH's Gender Responsive Budgets in Local Councils project in Ramallah on July 29, 2010 was a perfect crash course for those less versed in the concept of gender-sensitized budgets. The information offered that day ranged from economic experts and ministers to donors and women elected in Palestinian local councils. In all, by the end of the workshop, the idea of gender responsive budgets in Palestine became a reachable goal, not just an unattainable theory.

MIFTAH launched its Gender-Responsive Budgets in Local Councils project in 2007 and has successfully ended its third phase. Beginning with the Birzeit Municipality, the pilot project was then introduced to the municipalities of Halhoul and Anabta in the south and north of the West Bank respectively. The goal of the project, in partnership with the Heinrich Boell Foundation and co-funded by GTZ, is to raise gender awareness and equality in local councils. MIFTAH has since worked closely with the municipalities and its partners, GTZ and HB to carry out training workshops and evaluation sessions in the key areas.

During the July 29th workshop, Minister of Local Government Khaled Qaswasmeh stressed that the Palestinian Authority was keen on offering women equal opportunities in the work force, which now only consists of 15 percent women, something which gender budgeting could help remedy. Furthermore, although the project is in its pilot stage, all those who attended, including economic expert Nasser Abdel Kareem, gender expert Fatimeh Al Batmah and head of the Birzeit Municipality Yousef Nasser all agreed that the efforts put towards introducing gender budgeting into local council budgets was an innovative and positive idea. Ms. Al Batmeh attributed the success of the process towards gender budgeting to MIFTAH, saying they "began this important process", which she said would "definitely make a difference on the ground because in tandem with gender budgeting, social justice is created." Furthermore, a participatory needs-assessment paper for the communities was prepared and handed out to the Birzeit and Halhoul municipalities involved, thereby giving tangible markers for the gender responsive budget approach.

While Yousef Nasser did point out the general pitfalls in local council budgeting, namely the restrictions imposed by the Israeli occupation, he maintained that MIFTAH's project was a good start to improving local council budgets and better distributing expenditures. The participants, including gender expert Fatimeh Al Batmeh, also pointed out that gender budgeting does not exclusively target women but every sector in society. It is more about fairly distributing funds in a way that all sectors of society benefit.

In this regard, elected local council member of Halhoul, Siham Abu Asabeh said she has been involved in MIFTAH's workshops in gender budgeting over the past three years. One direct result of hers and other women's involvement in the local councils is that now, she says, there are more women employees in the municipality. The workshops and the idea of gender budgeting, she adds, has encouraged more women to participate. Abu Asabeh showed great appreciation for MIFTAH's efforts, saying she only hopes more women in more communities will have the same opportunity to benefit from the organization's expertise.

In the end, MIFTAH's coordinators Lamis Hantouli and Bisan Abu Ruqti emphasized to those who wanted to see immediate results, that this is a work in progress and that gender budgeting is not an overnight job. However, the participants and MIFTAH coordinators were encouraged by the positive feedback from the participants and experts and expressed their desire to carry the project out on even more Palestinian local councils.
