MIFTAH recently capped off a series of training workshops, which were held in response to the needs of members of local government units and female potential candidates for the upcoming local council elections in 2016. The workshops focused on how to write up proposals for development projects, on self-affirmation and how to manage an election campaign. Dozens of LGU members and leaders from several towns and villages participated in the workshops, as part of MIFTAH’s project “Supporting Women’s Active Leadership Roles in Local Government Units” carried out in partnership with GIZ.
Preparing development project proposals
In the Al Bireh Cultural Center, a group of female LGU members from Ramallah/Al Bireh completed a workshop entitled: “ Preparing development project proposals”, aimed at supporting the leadership role of women within their local councils. The workshop offered them the information and skills needed to prepare and design development project proposals.
One participant, Shadiya Ladadwah, member of the Zaytouna municipality, said the training was much needed. “The importance of this training is its fulfillment of a basic need we members of local councils were looking for. We had no real knowledge on how to prepare or write development project proposals.” Today, she maintains, “we took our first step on this road. We can now write up draft proposals for projects we feel are important to the people and we know that this is the best method for securing funding for these projects.” Ladadwah continues that the skills she learned in the workshop have spilled over into her home life as well. “I am better at managing budgets and expenses in our household and prioritizing within the home.”
Engineer Osama Saleh from the Center for Sustainable Development, who supervised the workshop, said the training reflected a basic need for the targeted group. He said it focused on project writing skills, with the first day revolving around basic concepts on development in general, the life cycle of projects, means of obtaining funding, the components of a project and ways of phrasing goals and outputs. The second day included practical applications of the lessons learned the day before. Each participant drafted a project proposal and wrote up the log frame for their proposals. “This is why it is so important to continue with this training so they will be able to complement what they have learned,” he said.
Self- affirmation
In Bethlehem, the workshop was entitled “Self-affirmation” and targeted LGU members in Hebron and Bethlehem. The training was aimed at developing communication skills between the members and promoting their leadership roles inside local councils through strengthening their personal skills in confronting challenges and obstacles.
The program entailed three intensive days of training, which included communication skills between the members, mechanisms for coordination, time-management and the importance of role distribution among LGU members in establishing networks. The training also included means of receiving official, national and foreign delegations, the art of negotiating, an introduction to negotiation approaches, and skills on how to achieve social change through leadership.
MIFTAH’s Hebron coordinator, Maysoun Qawasmi, who oversaw the training, said the participants acquired several communication skills, self-affirmation and a boost in confidence. They were also more capable of making decisions and embracing social participation.
The women also said they learned skills that would support their political and social participation and help them make the required changes as community leaders capable of decision-making.
Gaza Strip: Supporting women’s leadership role in LGUs In the same period, MIFTAH, in partnership with GIZ, capped off a training workshop for female potential candidates for the upcoming local council elections in 2016 based on recommendations of the targeted group from January 2015. The two-day training was supervised by trainer Talal Abu Rukba and included presentations on the local government system in Palestine, the functions and roles of local government units, mechanisms of active participation for citizens in local councils, technical and procedural issues in local elections and monitoring of local elections.
The training also included presentations such as: a reading of the LGU law, a presentation on the strong and weak points of the law (loopholes and gaps), mechanisms for active employment of the law in the service of women and organization and management inside LGUs.
Outcomes and results
Abu Rukba pointed to a number of outputs: development of the cognitive abilities of the participants in terms of local councils and local governance in Palestine; clarification of the nature of the functions and roles of LGUs; promoting active skills of the participants in LGUs; means of confronting obstacles; focusing on technical and procedural issues of the elections process; knowledge of the monitoring mechanisms in elections, especially local ones; introduction to the LGUs elections law; presentation of weak and strong points so participants can address them in a way that guarantees their headway in the election process; ways of building effective means of employing the law in women’s service in LGUs to guarantee they have a real and effective presence there; introduction to ways of organization and management inside LGUs and their various bodies so participants can have a good idea of the working mechanisms within the units; ways of confronting obstacles; working towards forming a women’s coalition that supports women in local elections without prejudice to their factional background; localizing the idea of local communities as an effective tool for societal accountability from a national perspective.
Managing election campaigns
The training on managing election campaigns aimed at introducing participants to concepts pertaining to this issue, the professionalism of managing elections campaigns, professional work standards according to demographics in the Gaza Strip; introduction to the components of the electoral platform, mechanisms for determining the power map for working in election campaign management.
The participants were given basic skills in campaign management through following several methods and methodologies and practical implementation; they also employed adult education techniques such as: brainstorming, individual and paired discussions and short tests.
Participant interaction
The participants were largely receptive to the training and interacted with the trainer given that the discussions were linked to the reality in Gaza or in Palestine in general, including the situation of women in the upcoming stage of elections. The participants were also very committed to the rules and regulations set up by the trainer.
Training outputs
Trainer and legal researcher Mohammed Nafeth Natour said the most important output was that the targeted group became able to outline the framework of an election campaign and now had knowledge of the foundations for running one. They also obtained knowledge about how to create a campaign team, the principles of funding the campaign and pitfalls of the funding process. In addition, he said, they could now design a power map in their own demographic region.
On her part, MIFTAH project manager Najwa Yaghi said the project, “Supporting Women’s Active Leadership Roles in Local Government Units” was a genuine opportunity to build the capacities of LGU members and female potential candidates for the upcoming local council elections in 2016. . She said it fulfilled their needs, which they expressed through evaluations and follow up conducted by the work team. Yaghi also said MIFTAH would soon release four training manuals which aim at empowering members of LGUs to play an effective role in decision-making within their councils. This, she said, would be achieved through providing them with the necessary information and tools for a deeper understanding of the concepts of justice and equality from a gender perspective, ultimately reaching better solutions for public services, guaranteed by the law.

'مفتاح' تختتم سلسلة من ورش العمل التدريبية لعضوات مجالس محلية في عدة محافظات

اختتمت المبادرة الفلسطينية لتعميق الحوار العالمي والديمقراطية "مفتاح"، مؤخرا سلسلة من ورش العمل التدريبية والتي جاءت استجابة لاحتياجات عضوات مجالس الهيئات المحلية والنساء المؤهلات للترشح في انتخابات المجالس الهيئات المحلية 2016 في عدد من محافظات الوطن، تركزت حول إعداد مقترحات مشاريع تنموية، وتوكيد الذات، وإدارة الحملات الانتخابية، بمشاركة العشرات من أعضاء وعضوات القيادات المحلية في عدد من بلدات وقرى تلك المحافظات، ضمن مشروع "دعم الدور القيادي للنساء داخل مجالس الهيئات المحلية" الذي تنفذه "مفتاح"، بالشراكة مع التعاون الألماني GIZ.
"إعداد مقترحات مشاريع تنموية"
ففي مركز البيرة الثقافي، أنهت مجموعة من عضوات مجالس الهيئات المحلية في محافظة رام الله والبيرة ، ورشة العمل التدريبية بعنوان:" إعداد مقترحات مشاريع تنموية"، بهدف دعم الدور القيادي للعضوات داخل مجالسهن، من خلال تزويدهن بالمعلومات والمهارات اللازمة في إعداد وتصميم مقترحات مشاريع تنموية.
المشاركات في هذا التدريب، ومنهن شادية لدادوة، عضو مجلس بلدية الزيتونة في محافظة رام الله، عبرن عن تقديرهن لما تحقق من استفادة من خلال هذا التدريب، اللواتي كن بحاجة ماسة إليه. تقول لدادوة:" تكمن أهمية هذا التدريب في تلبية لاحتياج أساس كنا نريده نحن عضوات المجالس المحلية، حيث لم تكن لدينا المعرفة والإدراك ب كيفية إعداد وكتابة مقترحات مشاريع تنموية". تضيف:" اليوم وضعنا أقدامنا على بداية الطريق، وبات بمقدورنا أن نصيغ مقترحاتنا لمشاريع نرى أنها تحتل أولوية باعتبارها احتياجا جماهيريا، وهي وسيلة تمكننا من جلب الدعم والتمويل المالي لمشاريع حيوية تحتاجها بلداتنا وقرانا".
لم تكن لدادوة، قبل ورشة العمل التدريبية تلك تمتلك أي معلومة، عن كتابة وإدارة المشاريع. لكنها اليوم قادرة بصورة أفضل على القيام بذلك، ليس على مستوى عضويتها في المجلس المحلي في قريتها فقط، بل على مستوى البيت وإدارة موازنته ومصروفات وترتيب أولوياته – كما تقول -.
الشيء ذاته ينطبق على الناشطة المجتمعية كوثر البرغوثي، من دير أبو مشعل حيث تعمل متطوعة أيضا، مشيرة إلى أن الاستفادة الحقيقية في التدريب كانت في إطار كيفية إدارة الموارد المالية للمشاريع، وحتى على مستوى الأسرة والبيت، وله انعكاساته أيضا على عملي كناشطة مجتمعية وكأخصائية اجتماعية.
أما المهندس أسامة الصالح، من مركز التنمية المستدامة، والذي أشرف على تدريب العضوات، فقد أشار إلى أن التدريب عكس احتياجا أساسيا للفئة المستهدفة، وقد تركزت أنشطته على مهارات كتابة المشاريع، حيث تضمن اليوم الأول منه المفاهيم الأساسية المتعلقة بالتنمية بشكل عام، ودورة حياة المشروع، ووسائل الحصول على التمويل، ومكونات المشروع، وأساليب صياغة الأهداف والمخرجات. في حين اشتمل اليوم الثاني من التدريب على التطبيقات العملية لما تم في اليوم الذي سبقه، حيث قامت كل مشاركة بصياغة وإعداد مشروع مقترح، وقد استطعن كتابة الإطار المنطقي لمشاريعهن. وبالتالي من الأهمية بمكان الاستمرار في تدريبات متممة ومكملة، حتى يكون بالإمكان تعزيز دورهن على نحو أكبر.
توكيد الذات
كما نفذت مؤسسة "مفتاح"، ورشة العمل التدريبية في مدينة بيت لحم، بعنوان "توكيد الذات"، واستهدفت عضوات الهيئات المحلية في محافظتي الخليل وبيت لحم، لغرض تطوير مهارات الاتصال والتواصل بين العضوات وتعزيز دورهن القيادي داخل مجالس الهيئات المحلية من خلال تقوية المهارات الشخصية في مواجهة التحديات والعقبات التي تواجههن أثناء قيامهن بالمهام المنوطة بهن.
وتضمن البرنامج ثلاثة ايام من التدريب المكثف ، اشتملت على المهارات والأدوات المتنوعة التي من شأنها أن تساهم في لعب أدوار متميزة ورائدة لعضوات مجالس هيئات محلية ؛ حيث تضمن التدريب على مهارات الاتصال والتواصل ما بين العضوات وآلية التنسيق وإدارة الوقت وأهمية توزيع الأدوار ما بين عضوات مجالس الهيئات المحلية بما يضمن تأسيس شبكات خاصة بعضوات مجالس الهيئات المحلية. هذا بالإضافة إلى اشتماله على طريقة مقابلة الوفود الرسمية الوطنية والأجنبية ، وفن الحوار والتفاوض، والتعرف على انماط التفاوض، ومهارات الوصول للتغيير المجتمعي من خلال القيادات .
بدورها، قالت ميسون القواسمي، منسقة مفتاح في محافظة الخليل، والتي أشرفت على التدريب، أن المشاركات فيه اكتسبن العديد من مهارات الاتصال والتواصل، وتوكيد الذات، وزيادة الثقة بالنفس، والقدرة على اتخاذ القرار، وتطوير آليات التنسيق، والمشاركة المجتمعية.
في حين أكدت المشاركات في الورشة التدريبية، أن ما تم تحصيله خلال أيام التدريب الثلاثة، سيدعم تفعيل مشاركتهن السياسية وإحداث التغيير المطلوب من قبلهن كقيادات مجتمعية قادرات على صنع القرار.
قطاع غزة: "دعم الدور القيادي للنساء داخل مجالس الهيئات المحلية"
في حين، اختتمت "مفتاح" بالشراكة مع التعاون الألمانيGIZ ، في ذات الفترة، تدريبا استهدف النساء المؤهلات للترشح في انتخابات مجالس الهيئات المحلية 2016 ،تابعت من خلاله مفتاح توصيات الفئة المستهدفة التي أوصين بها في كانون الثاني 2015 ، استمر على مدى يومين، بإشراف المدرب طلال أبو ركبة، اشتمل في يوميه الأول والثاني، على عدد من المدخلات من أهمها: نظام الحكم المحلي في فلسطين: الهيئات المحلية الوظيفة والأدوار، وآليات المشاركة الفاعلة للمواطنين في الهيئات المحلية، والقضايا الفنية والاجرائية للانتخابات المحلية، والرقابة على الانتخابات المحلية وانواعها.
واشتمل التدريب على مدخلات من أهمها: قراءة في قانون الانتخابات للهيئات المحلية، واستعراض نقاط القوة والضعف في القانون (الثغرات والفجوات )، وأليات التوظيف الفاعل للقانون لخدمة النساء، والتنظيم والادارة داخل الهيئة المحلية.
مخرجات ونتائج
واشار المدرب أبو ركبة، استنادا إلى تقييمات المشاركات في الورشة التدريبية إلى عدد من المخرجات، من أبرزها: تنمية قدرات المشاركات معرفياً ، فيما يتعلق بالهيئات المحلية والحكم المحلي في فلسطين ، وتوضيح طبيعة الوظائف والأدوار المنوطة بعمل الهيئة المحلية، وتعزيز مهاراتهن بفعالية في الهيئات المحلية، وكيفية مواجهة العقبات فيها، وتركيز الضوء على القضايا الفنية والاجرائية التي تتخلل العملية الانتخابية في الهيئة المحلية، ومعرفة آليات الرقابة على الانتخابات وخصوصا المحلية وأشكالها، والتعرف على قانون الانتخابات الخاص بالهيئات المحلية، وعرض نقاط القوة والضعف فيه بحيث تتمكن المشاركات من التعامل معه على الشكل الذي يضمن تفوقهن في العملية الانتخابية، وطرق بناء آليات فاعلة لتوظيف القانون لخدمة النساء في الهيئات المحلية بالشكل الذي يضمن لهن تواجد حقيقي وفعال داخل الهيئة المحلية، والتعرف على آليات التنظيم والادارة داخل الهيئة المحلية، وأجسامها المختلفة بحيث تكون لدى المشاركات المعرفة التامة بأليات عمل الهيئة المحلية ، وأليات مواجهة العقبات فيها، والعمل على تشكيل ائتلاف نسوي داعم للنساء في الانتخابات المحلية، دون النظر للخلفية التنظيمية، وتوطين فكرة اللجان المحلية كأداة فعالة من أدوات المساءلة المجتمعية، من منظور وطني .
إدارة الحملات الانتخابية
وفيما يتعلق بتدريب إدارة الحملات الانتخابية، ، فقد هدف، إلى تعريف المشاركات بمفاهيم لها علاقة ادارة بالحملات الانتخابية، والمهنية لإدارة الحملات الانتخابية، ومعايير العمل المهنية طبقا للمعايير الديمغرافية في قطاع غزة، والتعرف على مكونات البرنامج الانتخابي، وآليات رسم وتحديد خارطة القوى للعمل في ادارة الحملات الانتخابية.
وقد تم إعطاء المشاركات في الورشة التدريبية، مهارات أساسية في إدارة الحملات الانتخابية بشكل مفصل، وربط تلك المفاهيم والمعارف من خلال التركيز على مهارات أساسية في إدارة الحملات الانتخابية التي كان يعمل التدريب على التركيز، وتوصيل العديد من الافكار والمهارات للمتدربات من خلال اتباع العديد من الاساليب والمنهجيات اثناء تطبيق العملية التدريبية، واستخدام العديد من تقنيات تعليم الكبار ومنها: العصف الذهني، النقشات الفردية والزوجية، والاختبارات القصيرة.
تفاعل المشاركات
في حين، أبدت المشاركات تفاعلا ملحوظا، من خلال المشاركة الفعالة للأغلبية منهن، مع المدرب، وقد تبين ذلك من خلال تفاعل الأغلبية مع المادة التدريبية، لأنها كانت متسلسلة وكانت عملية التفاعل مميزة عندما يكون النقاش متعلقا بصلب المواضيع التدريبية، ولدى ربطه بالمادة التدريبية والواقع في قطاع غزة، أو الواقع في فلسطين بشكل عام وبالخصوص واقع النساء في المرحلة الانتخابية المقبلة.
وأظهرت العديد من المتدربات قدراتهن العالية على عملية التفاعل من خلال تقبلهم لوجهات نظر بعضهن البعض وإتباع أساليب وأدبيات النقاش المتحضر أثناء فترة التدريب.
كما ظهرت عملية التفاعل أيضا من خلال التزام المتدربات بكل قوانين وأدبيات التدريب التي اتفق عليها مع المدرب، حيث أكد المدرب أن الفئة التي تستهدفها مؤسسة مفتاح - غزة هي فئة مميزة وتحتاج للعمل المتواصل والمستمر، من أجل تطوير قدراتهن والوصول معهن إلى أهداف مميزة، قد تفيد البعض منهن في الحياة.
مخرجات التدريب
وفي تقييمه لأهم مخرجات التدريب، يشير المدرب / الباحث القانوني، محمد نافذ الناطور، إلى أن المستهدفات منه، أصبحن قادرات على رسم معالم البرنامج الانتخابي، وبات لديهن معرفة بأسس إدارة العملية الانتخابية، وآليات تكوين الفريق للعمل في ادارة الحملة الانتخابية، وأسس تمويل الحملات الانتخابية والمحاذير في عملية التمويل، وبات لديهن معرفة برسم خارطة القوى في المنطقة الديمغرافية التابعة لهن.
بدورها عبّرت نجوى ياغي أن مشروع "دعم الدور القيادي للنساء داخل مجالس الهيئات المحلية" والذي نفّذّته مفتاح بالشراكة مع التعاون الألماني كان فرصة حقيقية لبناء قدرات عضوات مجالس الهيئات المحلية والنساء المؤهلات للترشح في انتخابات مجالس الهيئات المحلية 2016 وتلبية لاحتياجاتهن التي عبّرن عنها من خلال آليات التقييم والمتابعة التي قام بها فريق العمل. كما أفادت ياغي بأن مفتاح سوف تطلق قريبا الأدلة التدريبية الأربعة التي تهدف إلى تمكين أعضاء وعضوات مجالس الهيئات المحلية من القيام بدور فاعل على مستوى صنع القرار داخل الهيئة المحلية من خلال تزويدهم / ن بالمعلومات والأدوات اللازمة للفهم الأعمق لمفهومي العدالة والمساواة من منظور النوع الاجتماعي والوصول إلى الحلول الأفضل التي يضمنها القانون في قضايا الخدمات المقدمة للجمهور.
MIFTAH releases 2021-2022 comparative actual spending reports for the social and security sectors, including social justice and gender indicators

MIFTAH recently released 2021-2022 comparative actual spending reports for the social sector (health, education, higher education and scientific research, social development and labor), and for the first time, the security sector (Ministry of Interior and National Security). The reports were based on annual financial data released by the Ministry of Finance in Palestine for 2021-2022 and on an accrual basis.
The data showed that the Ministry of Interior and National Security had the highest percentage of actual spending in 2022, accounting for 22.8% of overall public expenditures, or ILS3.68 billion. This was a slight increase from the Ministry’s share in 2021. Meanwhile, actual spending on the education sector (Ministry of Education, Higher Education and Scientific Research) stood at 21.5% of overall public expenditures, or ILS3.48 billion. This was also an increase from the education sector’s share in 2021, which was 20.6% of public expenditures.
Moreover, actual spending on the Ministry of Health also increased in 2022, comprising 15% of overall public expenditures, at a sum of ILS2.4 billion. This was higher than in 2021, where its share was 14.4%. As for the Ministry of Social Development, actual spending was still low, amounting for 6.2% of overall public expenditures in 2022, compared to 5.8% in 2021. The Ministry of Social Development’s actual spending in 2022 was approximately ILS1 billion. As for the labor sector, actual spending on this sector in 2022 was 0.31% of overall public expenditures, while in 2021 it was 0.28%. Actual spending on the labor sector in 2022 was ILS50.1 million.
Upon review of actual spending reports of the targeted ministries from a gender and social justice perspective, it is clear that actual spending on the Ministry of Social Development does not coincide with the scope of its responsibilities as the forerunner of the social sector in Palestine, including its programs for combatting poverty and the protection of poor and marginalized social sectors. Moreover, non-compliance to the disbursement of payments for poor families within the CTP continued according to estimates, whereby only two of four installments for 2022 were disbursed, one at minimum value. This adversely affected the financial security of the most underprivileged and marginalized sectors of society, in addition to the insufficient estimated budget and actual spending on the social protection program, in spite of its importance in providing protection and social services to battered women, children, special-needs persons and the elderly.
The data also pointed to the low percentage of women working in the security sector, which stood at 6% of the total number of workers in this sector, while they comprised 46% of the civil sector. This shows a gap in actual spending on the security sector from a gender perspective, given that the lion’s share of actual spending in 2022 was on salaries and wages. Hence, women only benefited very little from these allocations, which were nearly ILS2.9 billion in 2022.
The data also indicated that the development expenditures for the Ministry of Labor were only ILS4.5 million in 2022, even though planned development expenditures were ILS32 million, which is much higher. This casts a shadow on gender-related programs and projects, which were allotted sizeable budgets within development expenditures, such as creating sustainable opportunities as alternatives for Palestinian men and women working in settlements, for which ILS10 million were earmarked.
Even though there was an increase in actual spending in 2022 at the targeted ministries in general, this increase was mainly concentrated on salaries and wages. In spite of the importance of providing a decent life for employees, there is still a need to increase spending on development expenditures, since they are at the forefront of developing government services, including the nationalization and institutionalization of various social services.
MIFTAH concludes town hall meetings on political participation and citizens’ rights for women and youth

Ramallah – 29/12/2022 – Within its efforts to promote democratic values and the peaceful transfer of power within the Palestinian government system, MIFTAH’s field advisory team completed over 100 town hall meetings in the second half of 2022. The meetings were held in coordination and cooperation with CSOs, LGUs and grassroots organizations and targeted women and youth in several West Bank and Gaza Strip districts. The objective of these meetings was to raise awareness among the electorate on the electoral system in Palestine and on civil society demands to increase women and youth participation in local and general elections as candidates and voters, on the premise that this boosts their presence in decision-making levels and involves them in public affairs.
The town hall meetings included several exchange visits between LGU members in the various districts. The women shared the experiences and challenges they faced after becoming council members. The meetings focused on the concept of citizenship within a broader definition of the various forms of political participation and the importance of involvement from youth and women in public life. They also pointed to the different forms of democracy and the main pillars of the democratic society Palestinians seek to create. The participants furthermore discussed the various forms of electoral systems and shed light on the gaps in electoral laws regarding the presence of women and youth.
The participants pointed to the importance of periodic legislative and presidential elections and the danger of the ongoing absence of the PLC on matters pertaining to civic peace. They also warned against the absence of oversight and accountability, maintaining that the defunct PLC has contributed to shrinking civic space and public freedoms and therefore, the ability or desire to become involved in political life, especially for women and youth. In most of the meetings, the participants also indicated that the absence of a regular democratic process in Palestine contributed to the overall exclusion of youth from participation and to the marginalization of the role of women in Palestinian political decision-making.
The town hall meetings stressed on the importance of pressing for legislative, presidential and local elections in all West Bank, Jerusalem and Gaza Strip districts. They also endorsed the demand for equality in electoral laws, starting with raising the women’s quota to a minimum of 30%, raising the candidacy age and lowering the threshold. They urged Palestinian factions to assume a key role in the process of inclusion for women and youth in the public sphere and to prevent the progression of tribalism in the democratic process. The attendees emphasized the importance of monitoring the performance of LGUs in their interaction with local communities and the consistency of their meetings. Finally, they said female council members must be given the opportunity to exercise their role in their respective councils as equals to their male counterparts.
MIFTAH holds town hall meetings on an annual basis as part of its awareness campaign on citizens’ rights and the promotion of the democratic approach for a peaceful transfer of power, in addition to the involvement of women and youth in elections as both candidates and voters. Each year, through these town hall meetings, MIFTAH aims to reach the widest possible segment of the electorate and the different social sectors in all parts of Palestine.

Gaza – 2/1/2023 – MIFTAH recently completed a training workshop on measures and regulations on family protection in the Gaza Strip. The workshop was part of MIFTAH’s strategic objectives to prioritize family issues in communities and to support local institutions in increasing awareness on citizenship and constitutional rights for Palestinian women and on combatting all forms of GBV and discrimination in Palestinian society.
The workshop’s objectives included providing institutions with important information on the legislations, laws and measures for family protection in effect in the Gaza Strip, in a bid to enhance the oversight role of CSOs in holding accountable official parties responsible for enforcing these measures and legislations. The training also included offering institutions the necessary mechanisms for managing digital and media campaigns to press for the ratification of laws and legislation that protect women’s rights.
The discussions focused on a number of points, including legal (including sharia law) rebuttals to claims from parties opposing legislation, including the Family Protection Law. They also discussed how applicable this law would be in the Gaza Strip once ratified by the President.
The participants unanimously agreed that they supported adoption of the law, giving no credence to the claims of more extreme elements in Gaza on the Family Protection Law. They called on MIFTAH to hold general, open meetings with the public to introduce them to the law and its importance, so that they could defend themselves from the extremist discourse surrounding it.
Opinions and impressions
One of the participants, Latifa Shatat, said such training workshops were crucial for every Palestinian, male and female. “It is great we are pressing for protection laws such as the Family Protection Bill. This law will have tremendous impact on society as a whole. I can say from experience as a social and mental health worker that protection is the most important element in our work, especially in cases involving women and children, who are the most vulnerable social sectors. I commend MIFTAH and anyone who participates in spreading a culture of nonviolence, protection, justice and equality.”
Meanwhile, Haifa Al Araj said the training offered important details about the Family Protection Law and also ways of conducting initiatives and activities that could produce positive results in mobilizing support it.
Another participant, Hatem Abu Ta’a, said the training was a new starting point for him as an institution director in terms of integrating the demand to implement the Family Protection Law in all advocacy and lobbying activities and programs. He said he became more aware of the impediments to the law’s implementation at the official and social level, saying, “This training reminds us to renew our calls to demand implementation and ratification of the law at the official level.”
Meanwhile, Mahmoud Abu Rabee said ratification of the Family Protection Law would be a huge step, for women and children especially. “This law will amplify women’s voices and their ability to access help with stronger and more supportive centers throughout the homeland. As a strong supporter of this bill, I want to stress on the importance of civil society institutions explaining the clauses in the bill pertaining to CEDAW and to also focus on working with parties that oppose the law in particular.”
The training workshop is part of MIFTAH’s “Policy dialogue and Good Governance” Program, which aims at influencing public policies and legislation in favor of protection for citizens’ rights in Palestinian society, based on the principles of social justice and respect for human rights.
