MIFTAH’s media monitoring unit in cooperation with KESHEV (The Center for the Protection of Democracy in Israel) releases its second report entitled ‘Public Discourse and Perceptions: Palestinian Media Coverage of the Palestinian Israeli Conflict’ for the period of January – March, 2005. The project and periodical endeavor to develop a professional media environment with a culture of tolerance, moderation and understanding between the two peoples, through joint monitoring, research, advocacy and lobbying without jeopardizing freedom of expression.

In its report MIFTAH, finds that despite the progress made by the Palestinian print media and Satellite Channel, sub-standard programs continue to be produced, wherein no one from the public participates and programs are almost carbon copies of each other. They are based on the three main broadcast elements- the studio, the host or moderator, and the guest- and include no field reports.

As for the issue of incitement, while monitoring the Satellite Channel and the daily newspapers, the monitoring unit did not record any instances which can be considered as incitement due to unprofessional coverage. Additional positives included: the perception of progress within the peace process and the creation of an atmosphere of mutual trust between the two parties.

Therefore, MIFTAH advocates placing the Palestinian Broadcasting Corporation (PBC) under the authority of the Ministry of Information and in addition advises the establishment of an Independent Media Council whose main task will be to oversee the media with the Palestinian Parliament as its reference body. Furthermore, MIFTAH calls on the PNA to establish a Palestinian government press office which would cover all government activities and also directly receive and advise all Palestinian and international media. A Palestinian government press office would serve a credible and modern alternative to a fully state owned media.

Finally, MIFTAH calls on the Palestinian National Authority to repair its relationship with the Palestinian media. MIFTAH advises the Council of Ministers to hold regular press conferences with reporters and columnists to inform them of the general political situation and to apprise them of the decisions made and the reasoning behind them. We also call on the government to provide opportunity for a Palestinian media delegation to accompany the leadership on its foreign visits. This way, the Palestinian media can better serve the Palestinian public by providing it with comprehensive and reliable information.
