أجري استطلاع دولي في أواخر عام 2015 حول السعادة والأمل والإحباط وهو الإستطلاع الدولي رقم (39) الذي تجريه مؤسسة "وين – غالوب العالميّة" (WIN – Gallup International " بصفتها أكبر شبكة عالميّة مستقلّة لأبحاث السوق ولشركات ومراكز إستطلاعات الرأي العام في جميع أنحاء العالم حيث تضمّ (76) شركة ومؤسسة من أكبر الشركات المستقلّة في العالم ويبلغ إجمالي دخلها السنوي 550 مليون يورو وتغطّي (95 %) من السوق العالميّة ولا يُسمح فيها باشتراك أكثر من عضو ٍ واحد في كلّ دولة. إنضمت هذه الشركات والمراكز مع بعضها البعض لتشكّل برنامجا َ عالميّا ً يتمّ على أساسه تبادل الأعمال على المستوى العالمي وتقديم أرفع مستوى من الخبرة والمهنيّة وخدمة العملاء. ويمثّل دولة فلسطين فيها المركز الفلسطيني لاستطلاع الرأي العام الذي يرأسه ويديره د. نبيل كوكالي.

قامت مؤسسة غالوب العالميّة (Gallup International) بسبر آراء ومشاعر الناس في جميع أنحاء العالم بأخذ عينة عشوائيّة من (68) دولة بلغ مجموعها (66.040) شخصا ً، ذكورا ً وإناث. وفيما يلي أهمّ نتائج هذا الإستطلاع:

• (66 %) من سكان العالم يشعرون بالسعادة بدرجات ٍ متفاوتة في حياتهم مقابل (70 %) في عام (2014).
• (23 %) لا يشعرون لا بالسعادة ولا بالتعاسة و (10 %) فقط يشعرون فعلا ً بأنهم "تعساء" في حياتهم.
• نسبة "السعادة الصافية" (أي النسبة المئويّة للسعداء مطروح منها النسبة المئويّة للتعساء) هي (56 %)على مستوى سكان العالم .
• تعتبر كولومبيا أسعد بلد في العالم (نسبة "السعادة الصافية فيها": 85 %) تليها بالترتيب جزر فيجي، المملكة العربية السعوديّة، أذربيجان وفيتنام، هذا في حين أنّ العراق أقلّ بلد سعادة للسنة الثانية في قائمة الدول المستطلعة آراؤها، أي بنسبة (– 12 %).
• (45 %) من سكان العالم متفائلون بالنسبة للوضع الإقتصادي لعام 2016، في حين أن نصف هذه النسبة، أي (22 %)، متشائمون و (28 %) يعتقدون بأنه لن يكون هناك تغيير مقارنة بعام (2015).
• أكثر الدول تفاؤلا ً في العالم من حيث النظرة إلى إمكانية الإزدهار الإقتصادي في عام (2016) هي نيجيريا (بنسبة 61 % "صافي تفاؤل")، يليها بالترتيب بنغلاديش، الصين ثمّ فيتنام. وبالمقابل، تعتير اليونان أكثر الدول تشاؤما ً من الناحية الإقتصاديّة حيث بلغت نسبة "صافي التفاؤل" (– 65 %).
• (54 %) من سكان العالم، أي ما يزيد عن نصف الكرة الأرضيّة، يعتقدون بأن عام (2016) سيكون أفضل من عام (2015). (16 %) فقط يعتقدون بأنه سيكون أسوأ، و (24 %) يعتقدون بأنه لن يكون هناك فرق بين العامين.
• أظهر الإستطلاع بأن بنغلاديش والصين ونيجيريا وجزر فيجي والمغرب هي أكثر الدول أملا ً (أي تفاؤلا ً). وبالنسبة لشرائح العمر، فقد بينت الدراسة أنّ الشباب أكثر تفاؤلا ً بشكل ٍ ملحوظ من كبار السنّ، أي بالتحديد (31 %) ممّن هم دون سنّ ال (34) عاما ً متفائلون مقارنة ً ب (13 %) فقط ممّن هم فوق سنّ ال (55 عاما ً).
• وعند تحليل نسبة "الأمل" أو التفاؤل بين دول العالم، قامت مؤسسة غالوب العالميّة بتقسيم دول العالم إلى ثلاث مجموعات: مجموعة الدّول الصناعيّة السبعة (G7) الكبرى، مجموعة الدول الصناعيّة المتقدمة العشرين (G20) ومجموعة الدّول النامية (وهي باقي دول العالم). وبالرّغم من وجود فارق كبير في مستويات الدّخل بين سكّان هذه المجموعات الثلاثة، غير أنّ نسب "السعادة الصافية" في هذه الفئات الثلاثة عالية بشكل ٍ عام إذ بلغت (42 %) لمجموعة الدول (G7) و (59 %) لمجموعة الدول G 20)) و (54 %) لباقي دول العالم.

These are the results of the latest poll conducted by the Palestinian Center for Policy and Survey Research (PSR) in the West Bank and the Gaza Strip between 9-12 September 2020. The period before the conduct of the poll witnessed several developments including a US announcement about an agreement between the UAE and Israel to normalize relations between the two countries. This normalization agreement stipulated an Israeli suspension or delay of the planned annexation of parts of the West Bank. The period also witnessed a rise in the daily number of coronavirus infections and continued stalemate in Palestinian-Israeli relations that followed a PA decision to sever all security and civil links with Israel which led during the past months to a significant financial loss to the PA. This PA decision came in response to an Israeli announcement about the intention to annex about 30% of the West Bank. This press release addresses these issues and covers other matters such as Palestinian parliamentary and presidential elections, general conditions in the Palestinian territories, the peace process and the future possible directions for Palestinians in the absence of a viable peace process. Total size of the sample is 1270 adults interviewed face to face in 127 randomly selected locations. Margin of error is +/-3%.

Main Findings:

Finding of the September 2020 poll show a great Palestinian public anger with the UAE decision to normalize relations with Israel viewing it as serving only the interests of Israel and as a betrayal or an abandonment of the Palestinian cause and at the same time as a big failure of Palestinian diplomacy. Additionally, the overwhelming majority estimates that the Palestinian leadership has lost its Arab allies as Saudi Arabia will soon follow the UAE in normalizing relations and that Egypt, by endorsing the deal, has in effect abandoned PA president Mahmoud Abbas. Nonetheless, most believe that the majority of the Arab public is opposed to the normalization deal. Findings show that the public blames the Palestinians

themselves for this development: the split between the West Bank and the Gaza Strip and the fact that they had normalized relations with Israel before many others may have hastened the arrival of this day.

The public does not show an appreciation of the fact that the UAE-Israel deal requires the suspension of the annexation plan. The reason for this is the fact that three quarters think that the suspension is only temporary and will soon take place, the normalization deal notwithstanding. Moreover, based on this assessment, the public is opposed to the restoration of PA-Israel security coordination despite the fact that half of the public wishes to restore civil and fiscal relations between the two sides.

Findings also show a significant decline in support for the two-state solution compared to the situation three months ago. They also show that the consensus in rejecting the Trump plan, the deal of the century, first documented in PSR’s February 2020 poll, remains unchanged. Similarly, the overwhelming majority remains opposed to a resumption of contacts with the Trump administration. Despite the majority expectation that Trump will lose the upcoming US presidential elections, only one fifth expects positive policy change if the Democratic candidate Joe Biden wins.

Domestically, findings show continued satisfaction with the PA measures to contain the spread of the coronavirus pandemic despite significant decline in the level of satisfaction, especially with the prime minister’s performance. Moreover, a majority is opposed to the severing of coordination and cooperation with Israel in the fight against the spread of the coronavirus.

Demand for the resignation of president Abbas rises in this poll. Parallel to this, satisfaction with the performance of the president has declined. As a result, if elections were held today, Hamas’ Haniyyeh would win a majority of the public vote. This development might have been boosted by the current economic difficulties in the West Bank resulting from the severing of civil and fiscal coordination with Israel and the resulting inability of the PA to pay the public sector in full. Findings also show a drop in the perception of safety and security in the West Bank and an increase in the desire to emigrate. Despite these developments, the popularity of Fatah in the West Bank is not negatively affected; to the contrary, the findings show a little improvement in its popularity.

(1) UAE-Israel normalization agreement:

• A majority of 63% view the normalization agreement between the UAE and Israel as a major event that represents a significant regional shift while 32% view as minor development.
• Findings show a consensus (86%) that the agreement serves only the interests of Israel while 8% think it serves the interests of both the Palestinians and the Israelis and only 1% think it serves the interests of the Palestinians only.
• We asked the public to pick one word that represents its sentiments toward the normalization agreement: the majority (53%) picked “betrayal,” 17% picked “abandonment” 13% “insult,” 9% “indifference,” 6% “sadness,” while only 1% picked words like “satisfaction,” “pride,” and “joy.”
• Most Palestinians (57%) believe that the majority among the Arab public is opposed to the normalization agreement while 20% believe an Arab majority supports it.
• A large majority (70%) believes that other Arab countries, such as Bahrain, Oman, Sudan, and Morocco, will sign similar agreements with Israel while 24% believe they will not do that.
• An overwhelming majority (80%) believes that Saudi Arabia has given the green light to the UAE to sign the normalization agreement and a similar majority (82%) believes that Saudi Arabia too will sign a similar public agreement.
• Similarly, an overwhelming majority of the public (78%) believes that the Egyptian position welcoming the agreement represents an abandonment of the Palestinian leadership led by Abbas while 18% do not share this view.
• A majority of 55% believes that Mohammad Dahlan was one of the participants in the making of the UAE-Israel normalization agreement while 24% do not share this view.
• Nonetheless, a majority of 53% believes that the blame for the normalization deal falls on the shoulders of the Palestinians themselves due to their division and due to the fact that they have recognized Israel and normalized relations with it long before the others; 42% disagree with this view.
• Also, a majority of 62% views the UAE defection from the previous declared Arab consensus on Palestine as a great failure for Palestinian diplomacy; 31% do not share this view.

(2) Annexation and the severing of relations with Israel in post UAE-Israel normalization:

• Three quarters of the public (75%) believe that the normalization agreement forces Israel to merely postpone annexation while 19% think it forces it to put an end to it.
• Now, after the normalization agreement, a majority of 62% is opposed to the restoration of security coordination with Israel while 32% are in favor of restoring it.
• But half of the public (50%) supports, and 45% oppose, the restoration of civil and fiscal coordination with Israel.
• If Israel conditioned resumption of civil and fiscal coordination with a resumption of security coordination, a majority of 59% will oppose, and 35% will support, the resumption of relations.
• In response to an actual Israeli annexation of Palestinian territories, the public is divided on how to respond. When asked to choose one of five possible responses, 28% favored resumption of armed struggle, 20% selected stopping the implementation of the Oslo agreement, another 20% favored return to negotiations with Israel and the US on the basis of a Palestinian peace plan, 19% preferred waging nonviolent resistance, and 6% selected the abandonment of the two-state solution in favor of a one-state solution.
• The public indicates great worries about the future in case of continued severing of relations with Israel.
• For example, 74% say they are worried that Israel will stop transfer of clearance revenues, which would mean that the PA would not be able to pay the public sector. 75% say they are worried that patients would not be able to travel from the Gaza Strip to the West Bank or Israel for medical treatment. 77% are worried that they would soon witness shortages or complete cut-off in supplies of water and electricity from Israel.
• 59% are worried that armed clashes would erupt with Israel. Another 59% are worried that the PA would collapse or fail to deliver services. 70% are worried that security chaos and anarchy would return to Palestinian life. Finally, 60% say they are worried that they would not be able to travel abroad via Jordan.
• It is interesting to note that despite the great worry, a majority of the public (63%) does not believe that the PA has in fact ended security coordination with Israel and only 30% believe it indeed did.
• A majority of 61% does not expect Israel to resume its military rule and that of its civil administration now after Abbas’ decision to sever relations with Israel and his invitation to Israel to assume full responsibility for the occupied territories. One third (32%) expects Israel to do so.
• A large majority of 75% says it does not prefer the return of Israeli military rule or civil administration while only 21% say they do prefer that.

(3) The Peace process and the US “Deal of the Century”:

• Support for the concept of the two-state solution declines to 39% and opposition stands at 58%. No description or details were provided for the concept.
• Three months ago, support for the concept stood at 45%.
• A majority of 62% believes that the two-state solution is no longer practical or feasible due to the expansion of Israeli settlements while 31% believe that the solution remains practical. Moreover, 77% believe that the chances for the creation of a Palestinian state alongside the state of Israel in the next five years are slim or nonexistence while 20% believe the chances to be medium or high.
• The most preferred way out of the current status quo is “reaching a peace agreement with Israel” according to 27% of the public while 36% prefer waging “an armed struggle against the Israeli occupation.” 14% prefer “waging a non-violent resistance” and 14% prefer to keep the status quo. Three months ago, 28% said that they prefer reaching a peace agreement with Israel and 38% said they prefer waging an armed struggle.
• When asked about the most effective means of ending the Israeli occupation, 41% chose armed struggle, 24% negotiations, and 26% popular resistance. Three months ago, 45% chose armed struggle and 24% chose negotiations.
• We asked the public about the Trump plan, known as the “deal of the century:” 92% say they oppose it and 5% say they support it. Three months ago, 88% expressed opposition to the plan.
• If the Palestinians accept the Deal of the Century, what are the chances that such acceptance would lead to the end of the Israeli occupation and to the building of a Palestinian state? 55% think the chances are zero; 26% think the chances are less than 50%; and only 16% think that the chances are 50% or more.
• A majority of 71% is opposed and 19% are not opposed to a resumption of dialogue between the Palestinian leadership and the Trump Administration.
• Official contacts between the PA and the US government were suspended by the PA after the US, in December 2017, recognized Jerusalem as the capital of Israel. Three months ago, 69% said they were opposed to the resumption of dialogue with the US.
• A majority of 61% expects president Trump to lose the next US presidential election and 30% expect him to win it. Nonetheless, only 21% expect a positive change if Biden wins while 34% believe US policy will not change and 35% expect it to become worse.

(4) PA performance during the COVID-19 pandemic:

• A two-third majority (68%) is satisfied with the measure taken by the PA to prevent travel between the various governorates in order to contain the Coronavirus pandemic.
• Similarly, the findings show that the majority is satisfied with the performance of the various entities and individuals involved in the management of the Coronavirus crisis. For example, 64% express satisfaction with the performance of the security services deployed in their areas and 57% are satisfied with the performance of the governor in their area. On the other hand, satisfaction with the performance of the prime minister Mohammad Shtayyeh stands at 48% today compared to 62% three months ago.
• The majority indicates that it has been harmed economically as a result of the pandemic: 70% say their income or salary has been reduced; 61% say their income or salary has been stopped; and 52% say they stopped working or became unemployed.
• A majority of 55% say that are dissatisfied with the PA decision during the past several months to stop cooperation and coordination with Israel in the health sector with the aim of combating the coronavirus, 42% are satisfied with that decision.

(5) Legislative and presidential election

• 62% of the public want president Abbas to resign while 31% want him to remain in office. Three months ago, 58% said they want Abbas to resign. Demand for Abbas’ resignation stands at 54% in the West Bank and 74% in the Gaza Strip.
• Level of satisfaction with the performance of president Abbas stands at 31% and dissatisfaction at 63%. Level of satisfaction with Abbas stands at 36% in the West Bank and 24% in the Gaza Strip. Three months ago, satisfaction with Abbas stood at 36% (44% in the West Bank and 24% in the Gaza Strip).
• If new presidential elections were held today and only two were nominated, Mahmoud Abbas and Ismail Haniyeh, the former would receive 39% and the latter 52% of the vote (compared to 42% for Abbas and 49% for Haniyeh threw months ago). In the Gaza Strip, Abbas receives 32% of the vote (compared to 32% three months ago) and Haniyeh receives 62% (compared to 61% three months ago). In the West Bank, Abbas receives 46% (compared to 51% three months ago) and Haniyeh 42% (compared to 38% three months ago). If the competition was between Marwan Barghouti and Ismail Haniyeh, Barghouti receives 55% and Haniyeh 39%. If the competition is between prime minister Mohammad Shtayyeh and Haniyyeh, the former receives 41% and the latter 51%.
• We asked in an open-ended question about potential Abbas successors: If president Abbas does not nominate himself in a new election, 22% prefer to see Marwan Barghouti replacing him, while 18% prefer Ismail Haniyeh. Mohammad Dahlan is preferred by 7% (1% in the West Bank and 15% in the Gaza Strip), Mohammad Shtayyeh is preferred by 5%, Mustafa Barghouti by 4%, Khalid Mishal by 3%, and Salam Fayyad by 2%.
• We also asked the public about its willingness to participate in the upcoming elections and if so, to whom it will vote. If new legislative elections were held today with the participation of all factions, 61% say they would participate in such elections. Of those who would participate, 34% say they will vote for Hamas and 38% say they will vote for Fatah, 8% will vote for all other third parties combined, and 20% are undecided. Three months ago, vote for Hamas stood at 34% and Fatah at 36%. Vote for Hamas in the Gaza Strip stands today at 45% (compared to 47% three months ago) and for Fatah at 30% (compared to 28% three months ago). In the West Bank, vote for Hamas stands at 23% (compared to 23% three months ago) and Fatah at 46% (compared to 42% three months ago).

(6) Domestic conditions:

• Positive evaluation of conditions in the Gaza Strip stands at 5% and positive evaluation of conditions in the West Bank stands at 16%.
• Nonetheless, perception of safety and security in the Gaza Strip stands at 71% and in the West Bank at 57%.
• 24% of the public say they want to emigrate due to political, security, and economic conditions. The percentage in the Gaza Strip stands at 25% and in the West Bank at 24%. Three months ago, only 18% of West Bankers expressed a desire to emigrate.
• Perception of corruption in PA institutions stands at 80%. Three months ago, 81% expressed a similar view.
• The public is divided over its assessment of the PA: a majority of 62% views it as a burden on the Palestinian people while 33% view it as an asset for the Palestinian people. Three months ago, only 52% viewed the PA as a burden.
• A year and a half since the formation of the Shtayyeh government, findings indicate persistent pessimism. Responding to a question about expectations regarding the ability of the Shtayyeh government to make progress in reconciliation and reunification, 60% expect failure; only 31% expect success. In a similar question about the ability of the new government to organize legislative or legislative and presidential elections in the West Bank and the Gaza Strip, a majority of 58% expects failure and 33% expect success.
• In another question about the ability of the new government to improve economic conditions, a majority of 61% expects failure and 32% expects success.
• An overwhelming majority of the public (80%) is opposed to the arrest by the PA security services of activists who were planning to demonstrate or were demonstrating against corruption in the PA while 17% support these arrests.
• 56% (66% in the West Bank and 41% in the Gaza Strip) believes that it will not receive a fair trial if it finds itself in a Palestinian court while 36% (23% in the West Bank and 55% in the Gaza Strip) believe that will receive a fair trial. Six month ago, 42% said it believes it will receive a fair trial.
• A majority of 64% (75% in the West Bank and 49% in the Gaza Strip) thinks that the Palestinian judiciary rules according to whims and interests; 31% disagree and believe that it rules according to the law. Six month ago, 41% said the judiciary and courts rule according to the law.
• We asked the public about its viewership habits in the last three months. Findings indicate that Al Jazeera TV viewership remains the highest, standing at 19%, followed by Palestine TV (15%), Al Aqsa TV (13%), Maan TV at 12%, Palestine Today TV at 11%, Al Arabiya and al Mayadeen at 4% each, and finally al Manar at 2%.

(7) Reconciliation:

• 37% are optimistic and 59% are pessimistic about the success of reconciliation. three months ago, optimism stood at 29%.
• Similarly, 41% believe that unity will not be resumed and that two separate entities will evolve in the West Bank and the Gaza Strip while 45% believe unity will eventually return but only after a long time and only 11% believe unity will return soon.

(8) Muslims in China:

• 80% of the Palestinians believe that if press reports about the treatment of the Uighur Muslims in China are true, Palestinians should condemn the Chines policy towards its Muslim community and 15% disagree with that.
• An overwhelming majority of 79% indicates that it does not believe the statement of the Chinese government that the camps built by China to allegedly detain the Uighur Muslims are in fact teaching centers aiming at eradicating extremism; 10% believe the Chinese statement.
• Similarly, an overwhelming majority of 83% believes that world Muslims should express solidarity with the Uighur Muslims against the Chinese government while 10% disagree with that.
• An overwhelming majority of 80% approves of the Turkish president Erdogan’s decision to transform the Hagia Sophia museum into a mosque; 16% disapprove.

(9) Most vital Palestinian goals and the main problems confronting Palestinians today:

• 42% believe that the first most vital Palestinian goal should be to end Israeli occupation in the areas occupied in 1967 and build a Palestinian state in the West Bank and the Gaza Strip with East Jerusalem as its capital. By contrast, 29% believe the first most vital goal should be to obtain the right of return of refugees to their 1948 towns and villages, 15% believe that the first and most vital goal should be to build a pious or moral individual and a religious society, one that applies all Islamic teachings; 13% believe it should be to establish a democratic political system that respects freedoms and rights of Palestinians.
• The most serious problem confronting Palestinian society today is poverty and unemployment in the eyes of 27%, the spread of corruption in public institutions in the eyes of 25%, the continuation of occupation and settlement activities in the eyes of 24%, the continued siege of the Gaza Strip and the closure of its crossings in the eyes of 13%, and the lack of national unity in the eyes of 10%.

Israeli annexation would undermine the two-state solution

A public opinion poll conducted by the Jerusalem Media and Communication Centre (JMCC) in cooperation with Friedrich Ebert Stiftung, showed that if Israel goes through with its threats to annex parts of the West Bank, this would have a negative impact on the two-state solution. 45.3% of respondents said annexation would not leave any chance for the two-state solution, while 20.4% said there was a small chance for it and 22.6% who have the opinion that a two state solution will still be possible if the annexation plan goes through.

In regards to the Palestinian leadership’s response to annexation by withdrawing from signed agreements with Israel, 53.9% of respondents said the leadership would renege on this position, while 26.6% said they would adhere to it.

One year after the government’s formation, the public is satisfied with its performance

Almost one year after the formation of Dr. Mohammed Shtayyeh’s government, the majority of those polled, 71.6%, said they were satisfied with its performance, while 28.4% said they were dissatisfied. In general, 44.3% said the performance of this government has improved, and 10.7% said its performance has become worse, while 45% said it has not changed. As terms of security, 37.3% said they felt security and internal security has improved while 40.8% said it has not changed after the new government and 21.9% of respondents said their sense of security has deteriorated.

The people want elections and Shtayyeh has the best chance at winning

Elections continue to be a major popular demand. The poll showed that the majority of respondents, 79%, believe it is important to hold legislative elections, while 15.8% said it was not important. Furthermore, the majority, 83% said it was important to hold presidential elections, while 13% said this was not important.

If elections were held today and President Mahmoud Abbas was not running, the person who would have the best chance at winning would be Mohammed Shtayyeh, according to 11.5% of those polled, followed by Marwan Barghouthi, at 6.8% and then Ismail Haniyeh at 3.6% while the percentage of those who didn’t know was 63.4%.

As for the chances of success for parties and factions if legislative elections are held, the percentage of those who said they would vote for Fatah dropped to 29.9% in this poll from 35.6% in August, 2019. Likewise, the percentage of those who said they would vote for Hamas dropped to 5.5% from 12.3% in August of last year. This drop in the percentage of votes for the two major parties could be attributed to the noticeable rise in the percentage of those who said they would not vote for anyone, which was 39.7% in this poll, up from 34.5% in August, 2019. Furthermore, the percentage of those who said they do not know who they would vote for rose to 15.2% in this poll from 5.7% in August, 2019. It should be noted that the majority of those polled, 93.3% called for a youth quota in upcoming elections and 85.5% called for a women’s quota.

Social security is a popular demand

The majority of respondents, 94.6% said having a social security that includes medical insurance, retirement and unemployment benefits was important, while 5.4% said it was not important. The coronavirus pandemic seems to have made people more aware of the need for social security, with the majority of those polled, 84.2% saying that in light of the pandemic, they support a social security law while 15.8% said they opposed it.

Low confidence in political leaders

President Mahmoud Abbas maintained the largest percentage of people’s trust at 13.3%, followed by Prime Minister Mohammed Shtayyeh at 8.1%, Marwan Barghouthi at 4% and Ismail Haniyeh, who saw a decrease in the level of public trust from 8.3% in August of last year to 3.1% in this poll.

Pessimism regarding reconciliation

The majority of the public are still pessimistic regarding the possibility of reaching reconciliation between Fatah and Hamas. The poll showed that the majority of respondents, 61.8% do not expect reconciliation to be reached before the end of the year, while 27.1% said they expected it to be reached within this time. Regarding Hamas’ relationship with the PLO, 53.2% of those polled said they believe Hamas should be part of the PLO while 29.8% said it should not.

The public is convinced there is corruption and nepotism in PNA institutions

The percentage of respondents who believe there is corruption in PNA institutions rose in this poll to 76.3% after it was 71.8% in August of last year. Moreover, 48.3% of respondents said there was considerable nepotism in the provision of public services, with 33.3% saying there was nepotism to some extent, 13% who said there was nepotism to a low extent and only 5.4% who said there was no nepotism at all in the provision of public services.

The public’s satisfaction with the performance of the PNA

It is apparent that the way in which the coronavirus pandemic was handled and the clear stance against Israeli annexation were two reasons behind the people’s satisfaction with the PNA. The poll showed an improvement in the level of the people’s satisfaction with the performance of the PNA and its president, whereby the percentage of those who were very and somewhat satisfied with the performance of the PNA President was 64.8% in this poll compared to 38.3% in March, 2019 and 52.4% in August, 2015.

Similarly, the percentage of those who consider the PNA’s performance as good rose to 68.2% in comparison to 57.5% in July, 2018 and 57.4% in August, 2015.

Methodology:

A random sample of 1200 people over the age of 18 was interviewed throughout the West Bank and Gaza Strip between the 3rd and 9th of June 2020. The interviews were conducted randomly through phone, and the respondents inside each home were also selected randomly according to Kish tables in all governorates of the West Bank as follows:

Two-thirds of the public expect Israel to annex the Jordan Valley and the settlement areas in the West Bank and the majority expresses support for the PA policy of ceasing to implement the Oslo agreement and to sever relations with Israel. But large majorities express worry about the likely consequences of the PA policy on them and on their daily lives. Findings also show that despite a decrease in the popularity of president Abbas and Fatah movement in this poll, large majorities of the pubic are satisfied with the performance of the government in managing the Corona crisis.

These are the results of the latest poll conducted by the Palestinian Center for Policy and Survey Research (PSR) in the West Bank and the Gaza Strip between 17-20 June 2020. The period before the conduct of the poll witnessed several developments including the spread of the Corona virus throughout the world and in the Palestinian territories leading the Palestinian Authority to impose a lockdown throughout the Palestinian territories which brought to a standstill many economic activities. It also witnessed the formation of a new Israeli government lead by prime minister Netanyahu and the announcement of the government intentions to annex the Jordan Valley and the settlement areas in the occupied West Bank. In response, the PA announced ending its commitment to the Oslo agreement and severed relations with Israel in security and civil realms. This was followed by ending Palestinian-Israeli security coordination and Israel stopped the transfer of Palestinian clearance funds thereby negatively affecting the PA’s ability to pay salaries for the month of May 2020. This press release addresses these issues and covers other matters such as Palestinian parliamentary and presidential elections, general conditions in the Palestinian territories, the peace process and the future possible directions for Palestinians in the absence of a viable peace process. Total size of the sample is 1200 adults interviewed face to face in 120 randomly selected locations. Margin of error is +/-3%.

Main Findings:

This quarterly poll was conducted during a period in which the spread of the Corona virus was believed to have been brought under control thereby allowing us to conduct face-to-face interviews throughout the West Bank, including East Jerusalem, and the Gaza Strip. The poll covered various

Issues, most importantly the intention of the Israeli government to annex Palestinian territories and the Palestinian response to the Israeli plans which amounted to a decision to stop implementation of the Oslo agreement and to sever relations with the Israeli government. We also focused on public perception of the PA government and its performance during the Coronavirus pandemic.

Findings show that two-thirds of the public believe that the new Israeli government led by prime minister Netanyahu will indeed annex Palestinian territories. This realization created a great deal of public concern and worry about the future. Public worry focused on the salary payment to the public sector, access to medical treatment, shortages in water and electricity supplies, eruption of armed clashes, return of security chaos and anarchy, PA collapse, and inability to travel to Jordan.

A large majority supports a Palestinian response to annexation that involves stopping the implementation of the agreements with Israel and severing all relations with it. But the public has doubts about the sincerity of the PA in stopping security coordination with Israel. Despite the fact that a slim majority supports responding to the plan by returning to armed struggle, the findings of this poll in fact show a decrease in supporting armed struggle compared to the findings of our last poll which was conducted four months ago. Moreover, despite the fact that two-thirds are worried about the likely collapse of the PA, only one third thinks that Israel will bring back its military rule and civil administration to the Palestinian territories; three quarters express rejection of such return, if it were to happen.

With regard to the government performance in managing the Coronavirus pandemic, a large majority expresses satisfaction with the performance of the PA and with the various measures taken by the PA government. More than three quarters indicate that they trust that the government has been working to protect the interests of public. But two-thirds say that their income or salary has been reduced and a majority indicates that it has stopped working or has become unemployed during that period. Moreover, more than three quarters express the view that the PA government did not do its best to compensate those who suffered the most due to the closure and lockdown. It is interesting that despite the tense relations between the PA and Israel, two-thirds of the public express agreement with Palestinian-Israeli cooperation and coordination in the health sector that took place during the period of the pandemic.

Findings show a rise in favor of the two-state solution but half of the public remains opposed to this solution. Findings also show a consensus against the Trump plan, or the deal of the century, with a prevailing perception that the plan does not end the Israeli occupation and does not lead to the creation of a Palestinian state. Indeed, most of the public believe now that the plan has returned the conflict to its original existential roots. For all of this, a large majority is opposed to a resumption of dialogue with the US.

Finally, despite a decline in the demand for the resignation of president Abbas, findings indicate that he would lose a presidential election in which he competes against Ismail Haniyyeh. Findings also show that the gap between Fatah and Hamas, which stood at 6 points four months ago in Fatah’s favor, has now narrowed to 2 points in its favor.

(1) Israeli annexation of Palestinian territories and its potential consequences:

• Two-thirds (66%) believe that the new Israeli government will indeed annex the Jordan Valley and the settlement areas in the occupied West Bank while 28% think it will not do so.
• However, the majority (59%) does not expect the new Israeli government to reach a prisoners’ exchange deal with Hamas; in fact, 56% expect Israel to wage war against the Gaza Strip while 36% do not expect it to do so.
• Similarly, the majority (57%) does not expect the new Israeli government to reach peace arrangements with the PA in the West Bank while the largest percentage (48%) expects, and 43% do not expect, Israel to wage war against the PA to force it to collapse.
• However, a large majority of 73% expects the new Israeli government to deepen the normalization steps with some of the Arab Gulf countries but 53% do not expect, and only 30% expect, Israel to wage war against Iran.
• When asked what the PA should do in response to an Israeli annexation of Palestinian territories: (1) the largest majority (71%) said it should, and 21% said it should not, stop implementing the Oslo agreement and should sever all relations with Israel; (2) 61% said Palestinians should resort to peaceful resistance and 35% disagreed with that; (3) 52% said they support and 42% oppose a return to armed struggle; (4) 37% said they support the abandonment of the two-state solution in favor of a one-state solution; and (5) 36% said they support, and 53% said they oppose, a return to the negotiation with Israel and the US based on a detailed Palestinian peace plan that can serve as a counter proposal to the Trump plan.
• When forced to choose only one of these five possible responses, the largest percentage (31%) says that it prefers a return to armed struggle, 23% prefer resumption of negotiations based on a detailed Palestinian counter proposal, 18% prefer non-violent resistance, 15% prefer abandoning the Oslo agreement and the severing of relations with Israel, and 6% prefer to abandon the two-state solution in favor of a one-state solution.
• We asked the public about its expectations regarding the likely responses of external actors to an Israeli annexation, if one is to actually take place. A majority expresses pessimism with 63% indicating that they do not expect Jordan to abandon its peace agreement with Israel; 70% do not expect Jordan or Egypt to recall their ambassadors from Israel; 78% do not expect European countries to impose sanctions on Israel; and another 78% do not expect Arab countries in the Gulf, or some of them, to end normalization measures with Israel.
• Twice we asked the public about its support for the PA leadership’s declared policy of stopping the implementation of the Oslo agreement, stopping security coordination, and severing relations with Israel, once before detailing possible consequences of such a policy and once again after going over these details. The initial response showed that a majority of 59% support and 31% oppose the leadership’s decision.
• When the questions turns to the details and possible consequences, the public indicates great worries about the future. For example, 81% say they are worried that Israel will stop transfer of clearance revenues, which would mean that the PA would not be able to pay the public sector. 73% say they are worried that patients would not be able to travel from the Gaza Strip to the West Bank or Israel for medical treatment.
• 70% are worried that they would soon witness shortages or complete cut-off in supplies of water and electricity from Israel. 65% are worried that armed clashes would erupt with Israel. Another 65% are worried that the PA would collapse or fail to deliver services. 63% are worried that security chaos and anarchy would return to Palestinian life. Finally, 62% say they are worried that they would not be able to travel abroad via Jordan.
• Despite all these concerns, in answer to the second question about support/opposition to the PA leadership decision to sever relations with Israel, a larger majority of 63% says it supports the decision and only 29% say they oppose it. Yet, the level of support for the PA decision in response to both questions is lower than the support the public is willing to grant to the policy itself, which, as we indicated above, stood at 71%.
• It is interesting to note that despite the great worry, a majority of the public (57%) does not believe that the PA has in fact ended security coordination with Israel and only 32% believe it indeed did.
• A majority of 55% does not expect Israel to resume its military rule and that of its civil administration now after Abbas’ decision to sever relations with Israel and his invitation to Israel to assume full responsibility for the occupied territories. One third (33%) expects Israel to do so.
• A large majority of 74% says it does not prefer the return of Israeli military rule or civil administration while only 18% say they do prefer that.
• 50% of the public believe that the PA will back down and resume relations with Israel if the latter declares its intention to resume its direct military rule over the Palestinian territories while 37% believe the PA will not back down.

(2) PA performance during the COVID-19 pandemic:

• Large majorities are satisfied with the measures taken by the PA to contain the Coronavirus pandemic.
• But the level of satisfaction differs from one measure to the other. For example, 88% are satisfied with the closure of areas that witnessed the spread of the virus; 80% are satisfied with the closure of schools and universities; 77% are satisfied with the cessation of transportation between the various governorates; 73% are satisfied with the ban on laborers working in Israeli settlements; 60% are satisfied with the closure of mosques and churches; and 57% are satisfied with the ban on Friday prayers and Sunday mass.
• Similarly, the findings show that the majority is satisfied with the performance of the various entities and individuals involved in the management of the Coronavirus crisis. For example, 82% express satisfaction with the ministry of health; 75% are satisfied with the performance of the security services deployed in their areas; 67% are satisfied with the performance of the “emergency committee” in their area; 65% are satisfied with the performance of the government spokesperson, Mr. Ibrahim Milhem; 64% are satisfied with the performance of the local municipalities or councils; 62% are satisfied with the performance of the prime minister Mohammad Shtayyeh; and 61% are satisfied with the performance of the governor in their area.
• Similarly, 76% say they have trust, and 22% say they have no trust, that the government, in taking the measures it took, has been working for the interest of the people.
• We asked about the amount of donations made to the “dignity fund:” 48% are satisfied and 44% are dissatisfied. But an overwhelming majority of 77% says that it is not certain that the donation would reach those who truly need it.
• Public trust in the government is also evident in the fact that 56% believe the announcements regarding the number of infections and deaths while 36% believe that the government has not been transparent.
• Similarly, 57% express the belief that the measures taken by the PA have been adequate, while 23% believe them to be inadequate, and 18% believe they were exaggerated.
• The majority indicates that it has been harmed economically as a result of the pandemic: 67% say their income or salary has been reduced; 61% say their income or salary has been stopped; and 55% say they stopped working or became unemployed.
• When asked about its impression about of people’s implementation of social distancing, the largest percentage (45%) say it believes the implementation was medium, 18% say it was high, and 36% say it was low.
• A majority of 69% indicates that the closure and lockdown did not cause domestic problems within their own families while 29% indicates that they did have such problems.
• 57% think that remote education has not been useful while 37% think it has been.
• 65% believe that it was not appropriate to allow laborers to continue to work in Israel during the closure and lockdown while 31% think it was appropriate.
• A small majority of 54% believes the pandemic is a divine punishment for people and states for their corruption and injustice while 37% believe it is not.
• However, the largest percentage (45%) thinsk the virus is manmade and not natural while a similar percentage of 43% thinks it is a product of nature.
• A two-third majority (67%) agrees with the cooperation and coordination in the health sector which took place between the PA and Israel during the period in which the Coronavirus was spreading while 25% say they disagreed with that.
• 44% say popular social solidarity, such as debt forgiveness, increased during the pandemic while 31% say the level of solidarity did not change and 23% think it decreased.
• More than three quarters of the public (77%) believe that the government has not done all it could to compensate those who suffered the most from the closure and lockdown, such as laborers, farmers, cattle breeders, and others, and only 16% believe it did all it could.

(3) The Peace process and the US “Deal of the Century”:

• Support for the concept of the two-state solution rises to 45% and opposition stands at 50%. No description or details were provided for the concept.
• Four months ago, support for the concept stood at 39%. 38% of the public believe that a majority of the Palestinians supports this solution and 51% believe that the majority opposes it.
• A majority of 63% believes that the two-state solution is no longer practical or feasible due to the expansion of Israeli settlements while 27% believe that the solution remains practical. Moreover, 77% believe that the chances for the creation of a Palestinian state alongside the state of Israel in the next five years are slim or nonexistence while 21% believe the chances to be medium or high.
• The most preferred way out of the current status quo is “reaching a peace agreement with Israel” according to 28% of the public while 38% prefer waging “an armed struggle against the Israeli occupation.”
• Only 15% prefer “waging a non-violent resistance” and 13% prefer to keep the status quo. Four months ago, 22% said that they prefer reaching a peace agreement with Israel and 45% said they prefer waging an armed struggle.
• When asked about the most effective means of ending the Israeli occupation, 45% chose armed struggle, 24% negotiations, and 22% popular resistance. Four months ago, 50% chose armed struggle and 21% chose negotiations.
• We asked the public about the Trump plan, known as the “deal of the century:” 88% say they oppose it and 5% say they support it. Four months ago, 94% expressed opposition to the plan when presented to them in its full details.
• Similarly, 87% believe that a majority of Palestinians is opposed to the plan and 8% believe a majority supports it. By contrast, 66% believe that a majority of Israeli Jews supports the American plan while 23% think a Jewish majority is opposed to it.
• In light of the terms of the US plan, a majority of 70% believes the plan brings the conflict with Israel to where it originally was, as an existential conflict, while 5% think the plan makes peace more attainable.
• If the Palestinians accept the Deal of the Century, what are the chances that such acceptance would lead to the end of the Israeli occupation and to the building of a Palestinian state? 57% think the chances are zero; 22% think the chances are less than 50%; and only 16% think that the chances are 50% or more.
• A majority of 69% is opposed and 16% are not opposed to a resumption of dialogue between the Palestinian leadership and the Trump Administration.
• Official contacts between the PA and the US government were suspended by the PA after the US, in December 2017, recognized Jerusalem as the capital of Israel. Four months ago 76% said they were opposed to the resumption of dialogue with the US.
• A majority of 68% expects president Trump to lose the next US presidential election and 24% expect him to win it.

(4) Legislative and presidential election

• 58% of the public want president Abbas to resign while 34% want him to remain in office. Four months ago, 62% said they want Abbas to resign. Demand for Abbas’ resignation stands at 48% in the West Bank and 74% in the Gaza Strip.
• Level of satisfaction with the performance of president Abbas stands at 36% and dissatisfaction at 60%. Level of satisfaction with Abbas stands at 44% in the West Bank and 24% in the Gaza Strip. Four months ago, satisfaction with Abbas stood at 37% (47% in the West Bank and 22% in the Gaza Strip).
• If new presidential elections were held today and only two were nominated, Mahmoud Abbas and Ismail Haniyeh, the former would receive 42% and the latter 49% of the vote (compared to 44% for Abbas and 49% for Haniyeh four months ago). In the Gaza Strip, Abbas receives 32% of the vote (compared to 32% four months ago) and Haniyeh receives 61% (compared to 63% four months ago). In the West Bank, Abbas receives 51% (compared to 54% four months ago) and Haniyeh 38% (compared to 38% four months ago). If the competition was between Marwan Barghouti and Ismail Haniyeh, Barghouti receives 57% and Haniyeh 36%. If the competition is between prime minister Mohammad Shtayyeh and Haniyyeh, the former receives 48% and the latter 45%.
• We asked about potential Abbas successors: If president Abbas does not nominate himself in a new election, 35% prefer to see Marwan Barghouti replacing him, while 22% prefer Ismail Haniyeh. Mohammad Dahlan is preferred by 6% (1% in the West Bank and 13% in the Gaza Strip), Khalid Mishal by 4%, and Mustafa Barghouti and Salam Fayyad by 2% each.
• We also asked the public about its willingness to participate in the upcoming elections and if so, to whom it will vote. If new legislative elections were held today with the participation of all factions, 66% say they would participate in such elections. Of those who would participate, 34% say they will vote for Hamas and 36% say they will vote for Fatah, 8% will vote for all other third parties combined, and 23% are undecided. Four months ago, vote for Hamas stood at 32% and Fatah at 38%. Vote for Hamas in the Gaza Strip stands today at 47% (compared to 43% four months ago) and for Fatah at 28% (compared to 30% four months ago).
• In the West Bank, vote for Hamas stands at 23% (compared to 22% four months ago) and Fatah at 42% (compared to 45% four months ago).

(5) Domestic conditions:

• Positive evaluation of conditions in the Gaza Strip stands at 5% and positive evaluation of conditions in the West Bank stands at 20%.
• Nonetheless, perception of safety and security in the Gaza Strip stands at 74% and in the West Bank at 65%.
• 24% of the public say they want to emigrate due to political, security, and economic conditions. The percentage rises in the Gaza Strip to 34% and declines in the West Bank to 18%.
• Perception of corruption in PA institutions stands at 81%. Four months ago, 85% expressed a similar view.
• The public is divided over its assessment of the PA: a majority of 52% view it as a burden on the Palestinian people while 44% view it as an asset for the Palestinian people.
• With more than a year passing since the formation of the Shtayyeh government, findings indicate persistent pessimism. Responding to a question about expectations regarding the ability of the Shtayyeh government to make progress in reconciliation and reunification, 56% expect failure; only 33% expect success. In a similar question about the ability of the new government to organize legislative or legislative and presidential elections in the West Bank and the Gaza Strip, a majority of 52% expects failure and 34% expect success. In another question about the ability of the new government to improve economic conditions, a majority of 57% expects failure and 34% expects success.
• We asked the public about its reaction to the PA decision not to accept medical supplies sent by the UAE via two planes that landed at Ben Gurion airport. About half (49%) of the public indicated approval of the decision but 41% expressed disapproval.
• We asked the public about its viewership habits in the last four months. Findings indicate that Al Jazeera TV viewership remains the highest, standing at 19%, followed by Palestine TV (15%), Al Aqsa TV (14%), Maan TV at 13%, Palestine Today TV at 10%, Al Arabiya at 4%, and finally al Mayadeen at 3%.

(6) Reconciliation:

• Only 29% are optimistic and 64% are pessimistic about the success of reconciliation. Four months ago, optimism stood at 40%.
• Similarly, 41% believe that unity will not be resumed and that two separate entities will evolve in the West Bank and the Gaza Strip while 40% believe unity will eventually return but only after a long time and only 12% believe unity will return soon.
• While waiting for reunification, we asked the public if it would meanwhile support some form of confederation between the two areas. A majority of 60% expressed opposition while 31% supported this type of relationship.

(7) Most vital Palestinian goals and the main problems confronting Palestinians today:

• 44% believe that the first most vital Palestinian goal should be to end Israeli occupation in the areas occupied in 1967 and build a Palestinian state in the West Bank and the Gaza Strip with East Jerusalem as its capital. By contrast, 31% believe the first most vital goal should be to obtain the right of return of refugees to their 1948 towns and villages, 12% believe that the first and most vital goal should be to establish a democratic political system that respects freedoms and rights of Palestinians, and 11% believe that it should be to build a pious or moral individual and a religious society, one that applies all Islamic teachings.
• The most serious problem confronting Palestinian society today in the eyes of 33% of the public is the continuation of occupation and settlement activities followed by poverty and unemployment in the eyes of 27%, and the spread of corruption in public institutions (27%); 6% say see lack of national unity as the most serious problem and 5% say it is the siege of the Gaza Strip and the closure of its crossings.

The latest poll on the Palestinian public opinion prepared by Dr. Nabil Kukali revealed the following:

• (55.5%) believe that the decision of the Palestinian Authority to end the security and civil coordination with Israel was a right decision, (49.1 %) are among the residents of the West Bank, and (65 %) residents of Gaza Strip.

• (52.3%) believe that the cessation of the security and civil coordination with Israel will negatively affect the economic and living conditions of the Palestinian people.

• (48.7%) believe that ending the security and civil coordination will negatively affect the restriction of the spread of corona epidemic (Covid-19). .

The latest poll prepared by Dr. Nabil Kukali and conducted by the Palestinian Center for Public Opinion (www.pcpo.org) during the period from June 14-22, 2020 covered a random sample of (1250) Palestinian respondents representing the various demographic specimens of Palestinians (18 years and above) living in the West Bank, including East Jerusalem, and Gaza Strip. It revealed that (55.5 %) of the Palestinian public believe that the decision of the Palestinian Authority to end the security and civil coordination with Israel was a right decision.

Dr. Nabil Kukali, President and founder of the Palestinian Center for Public Opinion, said that the suspension of the security and civil coordination came as response to the Israeli position, that is supported by President Tramp to annex vast regions of the West Bank that makes up around (30 %) of the area of the West Bank, including the Jordan Valley region, the region north of the Dead Sea and the settlements to its sovereignty, the matter that the Palestinians consider as ultimate undermining of the opportunity to establish their own independent state.

Dr. Kukali further added that the poll results unveil that there is a fear of deterioration of the economic and living conditions in the Palestinian Territories as well as the mutual cooperation in restricting the spread of the corona-virus (COVID-19).

Dr. Kukali said the details of the key results of this poll are as follows:

Cessation of the Coordination as a Right Decision

(55.5 %) of the Palestinian public believe that the decision of the Palestinian Authority to end the security and civil coordination with Israel was a right decision; (49.1 %) of them are residents of the West Bank, and (65 %) residents of Gaza Strip, whilst (44.5 %) of the Palestinians, (50.9 %) of them in the West Bank and (35 %) in Gaza Strip, believe that the decision was wrong.

The results in detail further reveal that the governorates with the positive attitude towards the decision are in the West Bank in the following order: Al-Bireh & Ramallah (81.8 %), Jerusalem (62.8 %), Jericho (55.6 %), Hebron (52.9 %), Salfit (52.2 %), Nablus (43.3 %), Toubas (37.5 %), Toulkarem (37.3 %), Jenin (34 %), Qalqilia (27.8 %) and Bethlehem with (15.9 %) the least positive attitude.

On the other hand, the governorates with the negative attitude towards the decision are in the West Bank in the following order: Bethlehem (84.1 %), followed by Qalqilia (72.2 %), Jenin (66 %), Toulkarem (62.7 %), Toubas (62.5 %), Salfit (47.8 %), Nablus (56.6 %), Hebron (47.1 %), Jericho (44.4 %), Jerusalem (37.2 %) and Ramallah (18.8 %).

In Gaza Strip, the governorates with the positive attitude towards the PA decision are in the following order: Rafah (78.1 %), followed by Deir al-Balah (75.9 %), Gaza City (63.9 %), Khan Younis (61.1 %) and North Gaza (54.9 %).

Cessation of the Coordination and the Economic Situation

Responding to the question:” Do you think that the cessation of the security and civil coordination with Israel will improve the economic and living conditions of the Palestinian people or rather worsen them ?, (18.7 %) said “will improve them”, (52.3 %) “will worsen them”, (15.8 %) “will have no effect” and (13.2 %) said “I don’t know”.

Cessation of the Coordination and the Restriction of Corona-virus (COVID-19)

With regard to the question:” In view of the coordination between the Palestinian Authority and Israel on restricting COVID-19, do you think that ending the security and civil coordination between them would negatively affect this COVID-19 coordination, or not ?, (48.7 %) said “will negatively affect”, (21.7 %) said “will remain unchanged” and (29.6 %) have no opinion.

Will the Cessation of the Coordination impede the Annexation of Jordan Valley and the Settlements ? In respect of the question:” Some people in the Palestinian Territories believe that ending the security and civil coordination between the PA and Israel will impede the Israeli annexation of vast areas of the West Bank (Jordan Valley and the settlements) by Israel, while others believe that it will boost the annexation of these areas by Israel. Which of these two opinions is closer to yours ?, “(28.1 %) said “it will impede Israel”, (35.1 %) “it will encourage Israel to annex these areas”, (26.5 %) “the decision of the PA will have no effect on the annexation” and (10.3 %) said “I don’t know”.

Seriousness of the Palestinian Authority

Responding to the question:”Up to which extent do you believe that the PA will adhere to its decision of terminating the security and civil coordination with Israel ?”, (12.5 %) said “to a great extent”, (37 %) “to a fair extent”, (35.3 %) “to a little extent” and (15.2 %) have no opinion.

The Need for Civil Coordination

With respect of the question addressed to the West Bank respondents:”If you were in need for a coordination or for getting a job, or going to a hospital in Israel, would you go to the bureaus of the Israeli civil administration or to the Palestinian liaison bureaus “, (22 %) said “I would go to the bureaus of the Israeli civil administration”, whilst (56.6 %) said they “would go to the Palestinian liaison bureaus”, and (21.4 %) said “ I don’t know”.

Methodology of the Survey Study in the Palestinian Territories

Dr. Nabil Kukali, said that all interviews of this survey were conducted inside the respondents' homes. The choices were randomly taken in accordance with a long experienced methodology applied by PCPO from a total of (180) sites, (135) are from the West Bank and (45) from Gaza Strip.

Dr. Kukali has further indicated that the margin of error was (±2.77 %) at a significance level of (95.0%). He added that the rate of the female respondents in this survey was (49.6%) against (50.4%) male respondents. The sample allotment with respect to the residential areas was as follows: (63.0 %) in the West Bank, incl. Eastern Jerusalem and (37.0 %) in Gaza Strip. The average age of the respondents was (31.5) years.

The latest poll on the Palestinian public opinion, prepared by Dr. Nabil Kukali, revealed the following key results:

• (89.2 %) of the Palestinians oppose at various degrees the plan of the US President Donald Trump known as “Deal of the Century”.
• (85.2%) believe that after the proclamation of the “Deal”, the Palestinian-Israeli conflict became more intractable.
• (82.0 %) are of the opinion that the Palestinian leadership’s rejection of the Deal was a right decision.
• (74.3 %) are satisfied with the response of President Mahmoud Abbas to the Deal.

The latest poll prepared by Dr. Nabil Kukali and conducted by the Palestinian Center for Public Opinion (www.pcpo.org), during the period from January 31 – February 6, 2020 covered a random sample of (1255) Palestinian respondents representing the various demographic specimens of Palestinians (18 years and above) living in the West Bank, including East Jerusalem, and Gaza Strip. It revealed that (89.2 %) of the Palestinian oppose at various extents the plan of the US President Donald Trump known as “Deal of the Century”.

Dr. Nabil Kukali, President and founder of the Palestinian Center for Public Opinion, said in a statement that the outstanding results of this poll in details are as follows:

Deal of the Century

Responding to the question:”In general, do you support or oppose the plan of the US President Donald Trump known as “Deal of the Century” ?, (66.5 %) of the respondents said they” strongly oppose” it, (22.7 %) “somewhat oppose it”, (8.5 %) “somewhat support it” (0.8 %) “strongly support it” and (1.5 %) said “I don’t know”.

The US President Donald Trump

Regarding the question:” US President Donald Trump said that his view of peace is different from the other views and plans laid by the foregoing US administrations, as his plan “makes the region more safe between Israelis and the Palestinians”, do you agree or disagree with this ?”.

(64.6 %) said they “strongly disagree”, (21.2 %) “somehow disagree”, (10.2 %) “somehow agree”, (2.3 %) “strongly agree” with it, whilst (1.7 %) had no opinion.

The Palestinian – Israeli Conflict

(85.2 %) of the Palestinian public perceive that the Palestinian-Israeli conflict became after the proclamation of the Deal more intractable than ever, whilst (11.4 %) believe that the Deal is for the Palestinians an irrecoverable opportunity for achieving peace, and (3.4 %) declined to disclose their opinion.

The Palestinian leadership’s rejection of the Deal With respect to the question:”Some people think that the rejection of the Deal by the Palestinian leadership was a right decision, whilst others believe that it was a wrong and precipitate decision. Which opinion is closer to your mind ?”, (82.0 %) said “it was a right decision” against

(14.1 %) who said that “it was a wrong and precipitate decision”, and (3.9 %) had no opinion.

Stance of President Mahmoud Abbas on the Deal

Responding to the question:”Are you content or discontent with the way President Mahmoud Abbas dealt with the proclamation of the Deal by US President Donald Trump ?”, (49.8 %) said “very content”, (24.5 %) “somehow content”, (10.6 %), “somehow discontent”, (8.9 %) “very discontent” and (6.2 %) said “I don’t know”.

Options for the Palestinian Refusal

Regarding the question:”In the light of the Palestinians’ refusal of the ‘Deal of the Century’, which of the following options you think are most likely as to administer the Palestinian matters ?”, (12.1 %) said “dissolution of the Palestinian Authority and putting the world before the responsibilities of the resulting legal void”, (23.1 %) said “administer the resistance by the Palestinian factions”, (15.1 %) said “unilaterally proclaim the Palestinian state”, ((26.3 %) said “escalation of the resistance”, (18.9 %) are for “keeping the Palestinian Authority as it is now, but develop new strategies for the administration of the Palestinian matters”, and (4.5 %) said “I don’t know”.

Future Perspectives

Responding to the question:”If you think now of the future and your children become in your age, do you think there will be peace at that time between Israelis and Palestinians ?”, (9.5 %) said “surely”, (13.0 %) said “likely”, (13.0 %) said “It’s possible”, (20.4 %) “likely not”, (41.0 %) said “certainly not”, and (3.1 %) said “I don’t know”.

Concern about own subsistence

Regarding the question:” Up to which extent are you concerned at present about the subsistence of your family ?”, (35.0 %) answered “concerned”, (28.0 %) “very concerned”, (21.0 %) “not so much concerned”, (13.8 %) “not concerned at all”, and (1.4 %) said “I don’t know”.

The overall economic situation:

On the question:” How do you rate the overall economic situation in the Palestinian Territories?”, (71.2 %) answered “bad”, (19.5 %) “middle”, and only (2.5 % %) said “good” and (6.9 %) said “I don’t know”.

The Citizen’s Concern

With regard to the question:”What is your main concern at present ?”, (24.9 %) answered “job/money”, (19.2 %) “safety”, (22.2 %) “health” and (33.7 %) “the future”.

Self-content with one’s life:

And lastly responding to the question:” Given a scale of self-content between (1) and (10) grades where (1) stands for “extremely discontent” and (10) for “extremely content”, where would you stand on this scale ?”, the result was –as an arithmetic average – (5.24) at a standard deviation of (2.024) degree. This means that the Palestinian public is generally somehow content with their lives.

The margin of error in this poll was (±2.77 %) at a significance level of (95.0%). Dr. Kukali added that the rate of the female respondents in this survey was (49.2%) against (50.8%) male respondents. The allocation of the sample in respect of the residential areas was as follows:

(63.8 %) West Bank, including East Jerusalem, and (36.2 %) Gaza Strip. The average age of the respondents was (34.7) years.

The latest poll on the Palestinian public opinion, prepared by Dr. Nabil Kukali, revealed the following key results:

• (70.0%) of the Palestinians – to various degrees - don’t trust Benjamin Netanyahu and his commitment to the two-state solution.
• (53.5%) oppose the return to the direct negotiations with the Israelis after their denial of the French Initiative.
• (51.1%) are pessimistic about achieving reconciliation between Fatah and Hamas.
• (33.5%) support the stance of the Palestinian Authority on the French Initiative.

The latest poll prepared by Dr. Nabil Kukali and conducted by the Palestinian Center for Public Opinion (www.pcpo.org covered a random sample of (1000) Palestinian respondents representing the various demographic specimens of Palestinians (18 years and above) living in the West Bank, including East Jerusalem, and Gaza Strip. It revealed that (53.5%) of the Palestinian public oppose the return to the direct negotiations with the Israelis after their denial of the French initiative, namely the call for an international peace conference between Israel and the Palestinians.

Dr. Nabil Kukali, President and founder of the Palestinian Center for Public Opinion, said in a statement that the denial of the French initiative by the Israeli government has the consequence that the Palestinians don’t trust the government of Benjamin Netanyahu to find a radical and just solution to end the Israeli – Palestinian conflict and build bridges of trust between the two sides. Dr. Kukali added that he believes the Trump administration must focus on a reconciliation process between the Israelis and the Palestinians on the basis of people-to-people activities that would alleviate the profound mutual distrust and suspicion and ingrain love instead of hatred and amicability instead of a animosity and tolerance instead of intolerance and intransigence, enabling thereby both parties to reach the desired peace. Dr. Kukali asserted that the Israeli government, by its denial of the French initiative, has in fact undermined a real opportunity to help both sides return to the negotiation table, as the result thereof is that around (70%) of the Palestinian public mistrust Netanyahu’s government regarding its commitment to a just and perpetual two-state solution to this since seven decades simmering and self-destructive conflict. Dr. Kukali further concluded that the Palestinian public is deep pessimistic about the future and the perspective of reaching a reconciliation between Fatah and Hamas and pointed out that the most significant issue at this juncture is working hard to align and consolidate all possible efforts to a national unity and a genuine partnership that might boost the internal front as to end the schism between the major two political movements of the country.

The most outstanding results of this poll, Dr. Kukali said, are as follows:

Responding to the question “Do you think that the French initiative of convening an international peace conference will succeed or fail after Israel’s denial?” (44.0%) said “it will be a failure”, (18.7%) “it will succeed” and (37.3%) said “I don’t know”. And regarding the question: “In your view, would the French initiative meet the Palestinian requirements in the peace process?” (35.2%) said “Yes”, (41.0%) said “No” and (23.8%) said “I don’t know”.

With respect to the question: “Do you support or oppose the stance of the Palestinian National Authority that is in favor of the French initiative?”, (33.5%) said they support, (32.5%) oppose and (34%) said “I don’t know”.

Furthermore, (53.5%) of the Palestinian public oppose the return to direct negotiations with the Israelis after their denial of the French Initiative, whilst (32.4%) support that and (14.1%) declined to respond to the relevant question.

With regard to the question: “What is the extent of your confidence that the government of Benyamin Netanyahu is committed to a fair and perpetual two-state solution to the Israeli-Palestinian conflict?”, (1.6%) said “very confident”, (9.8%) “somehow confident”, (25.6%) “somewhat not confident”, (44.5%) “not confident at all”, and (18.5%) said they are not sure.

And responding to the question: “In the light of Israel’s denial of the French Initiative and the prevailing political and economical conditions in the Palestinian territories, are you optimistic or pessimistic about the future?” (59.2%) said they are pessimistic, (25.1%) optimistic and (15.7%) said “I don’t know”.

In conclusion, responding to the question: “Are you optimistic or pessimistic about reaching a reconciliation between Fatah and Hamas”, (51.1%) said they are pessimistic, (29.2%) said optimistic and (19.7%) said: “I don’t know”.

• 66% of the world say that they feel happy about their lives, down from 70% in 2014; 23% are neither happy nor unhappy, and 10% feel unhappy about their lives;
• Net happiness (happy minus unhappy) globally is 56%;
• Colombia is the happiest country in the world (85% net happiness), followed by Fiji, Saudi Arabia, Azerbaijan and Vietnam while Iraq is the least happy for the second year in a row (-12% net happiness);
• 45% of the world is optimistic about the economic outlook for 2016; 22% are pessimistic and 28% believe the economy will remain the same;
• The most optimistic country about economic prosperity in 2016 is Nigeria (61% net optimistic), followed by Bangladesh, China and Vietnam. In contrast, Greece is the most pessimistic (-65% net optimistic) country.
• A little over 1 person out of 2 (54%) believes 2016 will be better than 2015, 16% think it will be worse and 24% believe 2016 will be the same as 2015.
• Bangladesh, China, Nigeria, Fiji and Morocco are the most hopeful nations, while Italy is the least hopeful. When it comes to a demographic breakdown (age category), young people prove to be considerably more optimistic than older people with (31 %) net optimistic for young people under (34) years compared to just (13 %) for older people (over 55 years).
